Bottom of Bed to Groundwater
Dear On Site Services Engineer:
We were recently informed the groundwater may be encroaching closer than 4' from
the bottom of the constructed bed on the subject lot. We are therefore requesting a
waiver be issued allowing the groundwater to be 2' from the bottom of the bed. An
intermittent dosing sand filter was installed on the lot to treat and dispose of the
sewage. Operational results obtained over time on this type of system indicate that
treated effluent is much cleaner than typical effluent generated in a standard septic
system. We have also taken steps to insure that no surface water will flow toward the
new bed. We are confident this system with the waiver to groundwater at 2' will not
cause contamination to the groundwater.

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer.
The owner of Lot 8, Block 7, Tablelands Subdivision intends to construct a five -
bedroom home on the lot. We are therefore requesting a permit be issued for the
construction of a new septic system to serve the home. The attached Site Plan and
backup documentation identify the location and configuration of the proposed water
service and the proposed septic system along with the alternate site. The subdivision is
currently served by the Municipal water system and no conflicts exist between the
proposed septic system and wells in the area or septic systems on adjacent tots. Also
identified on the plans are drainage arrows indicating the current surface flow patterns.
The drainage patterns will be maintained after construction.
Test holes placed on the lot indicates silty sand with some gravel in the area of the new
absorption bed. The percolation rate for this lense is between 31 and 60 minutes per
inch. During our field investigation groundwater was found at approximately 4' below
the surface and was recently measured at 3'. We are therefore proposing to place a
new 2,000 -gallon STEP tank along with a 40' long by 12' wide intermittent bottomless
sand filter. The elevation of the distribution line in the absorption bed will be 1.5' above
the existing ground surface. The separation from the highest measured groundwater
will then be 4.5'. A minimum of 2' of coarse graded sand will be placed to raise the bed
above the existing ground.
The ground surface on the lot slopes at minor grades from the east to west and north to
south. The new absorption bed will be constructed parallel with the slope as much as
possible in conformance with Municipal requirements. The new septic system will be
constructed a minimum of 200' from the wells serving the subdivision. It will also be

constructed a minimum of 100' from any surface water in the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 8, BLOCK 7, TABLELANDS SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a
new 2,000 gallon combination septic tank and lift station (STEP) and
pressure distribution system. Work also includes the construction of a
new 40' long x 12' wide Bottomless Intermittent Sand Filter at the
location shown on the attached Site Plan. A minimum of 2' of coarse
sand meeting the specification attached must be imported and placed
in the filter area. The 6" of pea gravel and distribution piping must then
be constructed atop the imported filter sand material in conformance
with specifications furnished by the supplier. The distribution piping for
the filter must be placed at the elevations shown on the Site Plan to
provide a minimum of 4' separation to groundwater. All work must be
completed in strict conformance with the manufacturer's requirements
for installation of the intermittent sand filter. The new septic tank and
sand filter must be constructed a minimum of 200' from the wells
serving the subdivision and 10' from any water service line.
2. Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
prior approval from D.H.H.S. before beginning system installation.
SEPTIC TANKILIFT STATION INSTALLATION
1. The 2,000 -gallon septic tank/lift station must be constructed by a
certified tank manufacturer. Construction shall include an 18" manhole
to provide access to the lift station.

2. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
3. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
4. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
5. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
6. Final grading over the tank/lift station shall be such that a positive
slope exists away from the septic tank.
ABSORPTION BED CONSTRUCTION:
1. The absorption bed shall be constructed to the dimensions shown on
the design. The bottom of the bed shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.
6. Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trenches to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.

MATERIAL SPECIFICATIONS:
The lift station must be constructed by a Municipally approved septic
tank manufacturer. An Orenco 20 OSI 05 HHF-5 pump is
recommended. Anchorage Tank is a recommended supplier for the
materials required for this project.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
2. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
3. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernoo, or equal).
4. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
5. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
EQUIPMENT SPECIFICATIONS:
1. Air Supply Line shall be a Wasteflow Emitterline, %" inside diameter
from Anchorage Tank. Line shall be insulated with'/" foam pipe wrap
inside a 2" Schedule 40 PVC Jacket buried a minimum 3' below the
surface.
2. Air Compressor shall be a Thomas Industries Model 5070 as supplied
by Anchorage Tank. Compressor shall be located in the garage or
crawlspace.
3. A pressure gauge calibrated from 0 to 10 PSI shall be furnished and
installed in line with the air line. The gauge shall be mounted in an
area which provides easy viewing and is seen on a regular basis such
as the entrance to the home.

FILTER SAND SPECIFICATION:
1. Material for Filter Sand must be classified as a masonry sand and
meet the following gradation:
50% or More Passing the No. 4 Sieve
2% or Less Passing the No. 100 Sieve
1% or Less Passing the No. 200 Sieve
INSPECTIONS:
A minimum of two inspections are required by Municipal Ordinance.
These inspections must be conducted under the supervision of a
professional engineer registered in the State of Alaska. The first
inspection must be conducted after the excavation of trenches, beds or
pits and before the installation of any gravel. A septic tank may be set in
place, but may not be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as -built of the completed system.

1. Excavate a hole where the filter is to be located. Check your engineer's drawings for the depth
and orientation of the hole to your site. The hole should be flat on the bottom with a depression in
the middle If your system requires a pump basin.
If your filter is bottomless, do not compact the soil on the bottom of the hole. Smooth shovel
blades in some soils create a compacted surface that will not permit effluent to percolate Into the
soil and will certainly cause your sand filter to fail.
If yourfilter is gravity or pump discharge, it will have a liner, and a 2" cushion of sand on the
bottom of the hole will help protect the liner from penetration of sharp objects.

2. Construct a perimeter support frame from 2x4s and plywood. This frame supports the filter
during construction and holds the liner in place, if your system requires one. Treated wood is not
necessary as once the system is backfilled and complete, the sand and backfill supporteach other,
and the wood can decompose without harm to the system. During construction of the filter (place-
ment of the media) it is important to place sand between the frame and excavated earth.
All nails or staples must have their sharp ends pointed toward the outside of the filter to
reduce the risk of snagging the liner (if your system has one).

Optional Steps. The 30 mil PVC liner unfolds from the center of the filter and draped over the
edges of the supportframe. Care must be taken to ensure the liner is in full contactwith the bottom
and sides and that no bridging occurs. Pleats or wrinkles in the liner are not a concern.
The PVC pump basin rests in the depression in the center of the sand filter. The pump basin
must have a PVC or fiberglass bottom to prevent damage to the liner. It's important to verify all
dimensions to ensure the pump basin is at the correct height. The pump basin should have 4 inch
grommets installed opposite one another to accommodate the inch slotted PVC underdrain pipe.
The underdrain pipe is laid flat with the slots pointed upward. If your system contains a pump
basin, the underdrain pipe should penetrate the basin 1 to 2 inches. Both ends of the underdrain
pipe are capped so any liquid entering the underdrain pipe will fall into the pump basin.
If your system is gravity discharge (no pump basin) then only one end of the underdrain pipe
is capped while the otherend exits the filter side wall. Any liquid entering the underdrain pipe will be
carried out of the filter to a drainfield downstream.
3. Place a level course of 1/4" - 3/8" diameter pea gravel in the bottom of the sand filter. If yourfilter
has a liner, water will pond 2" - 3" deep at the bottom and this pea gravel will allow the effluent to
flow freely towards the underdrain pipe. The air line can be laid across the pea gravel similar to that
shown on page 36. The air line from compressor in the house basement/crawlspace to the sand
filter should be 1 /2" high density polyethelene, wrapped in foam, and run inside a 2" PVC conduit
for direct burial. This air line will "breathe life" into your sand filter; the warmer the air is, the better.

4. Filter sand must be placed and compacted while damp. If the sand is not damp, it will not
compactwell and settlement may cause dislocation and breakage of the distribution laterals above,
creating a real mess; wet the sand when necessary! The sand layer is approx. 24" deep and the
surface needs to be level. This is best accomplished with a 6' carpenter's level and a straight edge.
5. Place a 3" layer of 1/4" - 3/8" pea gravel on top of the compacted sand, disturbing the sand as
little as possible. This pea gravel serves to support the distribution system and keep sand from
eroding under the action of the effluent being applied. Snap on an orifice shield over each 1/8"
diameter hole in the laterals. Orifice shields are required to prevent the orifices from being blocked
by pea gravel resting on the PVC laterals, and they direct the flow of effluent downward into the
sand filter in an even distribution. After the laterals are installed and a pressure test performed, add
three more Inches of pea gravel.

Optional Steps. The liner's PVC boot permits a watertight penetration of the liner for the transport
pipe bringing effluent to the filter from the S.T.E.P. tank. In the event high ground water would reach
this level, the boot would prevent infiltration. When installing boots, especially the one for the
underdrain pipe, the manufacturer's installation instructions must be followed exactly, being sure to
orient the boot so the clamp is outside the sand filter.
6. Fllterfabric is placed over the final course of pea gravel. The filterfabric keeps soil, silts, and fine
grained materials from moving down into the sand filter, at the same time allowing air and water to
pass freely. It is important to use the filter fabric that came with your sand filter, as other fabrics
may be so dense that air and water movement are impaired, causing your sand filter to clog and
tum anaerobic (smelly).
7. At the end of each lateral, there is a sweeping 90 degree upturn with a PVC ball valve. These
valves are used for annual flushing of the system, and for performing squirt tests. The first squirt
test will set a benchmark for monitoring yoursystem's performance. To perform the first squirt test,
temporarily remove the PVC 90 degree elbows (downstream of the PVC ball valves) and replace
them with PVC caps with a 1/8" diameter hole drilled in each top. Turn on the dosing pump in the
S.T.E.P. tank. Be sure there are no plugged orifices (you'll see and hear water spraying under each
orifice shield) and measure the height of the fountain of water spraying out of the cap at the end of
each lateral. The water should be squirting around 5 feet high. Mark the exact squirt height of your
system inside the control panel and in this manual so you won't forget It.

8. Replace the squirt test caps with the 90 degree elbows, and keep the caps for annual mainte-
nance use. You are now ready to begin backfilling over the sand filter. The soil cover must be
loamy -sand. Its purpose is to provide insulation against freezing, to allow free movement of airto
the sand filter below, and to prevent odors from escaping the sand filter and spoiling you daughter's
backyard wedding reception. Planting grass over the sand filter is very beneficial.

9. Carefully position the flushing valve cleanout enclosures (they are green and look like flower
pots) over the PVC ball valves so the enclosure lid is slightly above grade. It is a good idea to place
packing peanuts or some other removable insulation material inside these enclosures. Every dos-
ing cycle sends pressurized effluent up to the valve, where it can get mighty cold near the surface
in the winter, then the chilled effluent drops back down into the sand filter.
10. Complete backfilling. Your sand filter should have a minimum of 2 feet of cover, but refer to
engineering drawings as theysupercede information in this manual. Plant grass and you're finished.
