Box 196650, Anchorage, Ak 99519-6650 (907) 343-7904 Ref: Proposed Septic System Upgrade for Trails End S/D; Block 5, Lot 5 To whom it may concern: The existing 4 -bedroom house is served by private well and septic system. The septic system consists of 1500 -gallon STEP tank with Quanics pump/controls, an ATS -6 -AC Aerocell unit (Cat II configuration), and a trench type drainfield that was installed in October of 2005. The liquid levels have been fluctuating periodically between normal range (below the invert of the distribution line) and a surcharged condition (above the invert of the distribution line). We would also like to note that the return line for the Aerocell unit was recently (within the last several years) found to be compromised (separated/blocked), which likely restricted the 80% flow back to the STEP tank, causing the majority of discharge from the Aerocell unit to be diverted to the drainfield. This likely resulted in wastewater making only a single pass through the Aerocell media and diminished treatment. It is unknown how long this condition has existed, or if this condition has adversely impacted the performance of the drainfield. The fluctuating levels in the drainfield that the owner has been monitoring appear to correlate with spring run-off, heavy rainfall conditions, or winter "Chinook" events. It is possible that surface water run-off may be intruding subsurface into the STEP tank via the broken return line. We are proposing that the alternate (reserve) drainfield be installed to the west of the existing drainfield. After the Aerocell unit, we are proposing a flow director be installed so that in the future flow can be alternated between the new drainfield and the existing drainfield. During the upgrade, we will inspect the STEP tank and look for potential points of intrusion. In addition, during construction of the new drainfield, we will look for indication/s of subsurface intrusion into the drainfield excavation. If sources of intrusion are identified, construction will stop, and the design will be revised for MOA review/approval. Comments regarding the design are summarized as follows: 1. SOILS and GROUNDWATER CONDTIONS: Two (2) test holes were excavated on property in 2001 and an additional test hole was excavated in 2005. In 2017, we had a monitoring well drilled by Discovery Drilling near TH#1 and TH#3 to confirm groundwater conditions. The monitoring well was drilled on 7/28/2017 to a depth of 22.5 feet deep below exiting grade and found to be dry. GEG employee, Jody Maus, observed the drilling tailings during the first 14 feet of the drilling of the monitoring well. Based upon his visual assessment, the soils appeared to be consistent with previous test holes excavated on the property. The monitoring well was checked 3701 E. It was checked again on October 4, 2017 and found to be dry to 22.5 feet below grade. It was checked again on May 23, 2018 and found to be dry to 22.5 feet below grade. We did have a groundwater reading in Test Hole #2 on 7/20/2001 at 15 feet; however, we did note on the soil log that we believed this reading to be influenced by running water into the large open bench for the test hole. We have recently discussed this with Rebecca Carroll with your department, and she stated that since we noted this concern on the soil log, and that we have found the monitoring well dry to 22.5 feet multiple times (even during high groundwater season), that this groundwater reading can be disregarded. The entire drainfield will be encompassed within the 30 -foot radii of the test holes and monitoring well. As stated on the previous design, the soils 6 feet below original grade were found to have percolation rates of 60 & 80 minutes/inch, which allowed the use of a 0.8 gpd/sq.ft. average application rate, assuming Cat II advanced wastewater system effluent. The soil stratum above 4-6 feet was found to have a percolation rate greater than 120 minutes/inch. We are proposing to utilize the lower soil stratum to meet the minimum drainfield square footage requirement; however, we are proposing to add additional drainrock in the upper soil stratum to promote hydraulic pressurization in the lower soil stratum. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. TOPOGRAPHY: We have attached the MOA Argis Contour map for the property. As can be seen on the design drawing and the contour map, the proposed drainfield is 50 feet uphill from any slope greater than 25 percent. We have also placed drainage and slope information on the design drawing. As can be seen on the design drawing and the MOA Argis Contour map, the trench is parallel to the slopes. On 4/10/2020, we performed a site visit to shoot elevations of the existing grades. We found the highest -grade elevation to be at the north end of the proposed drainfield and the lowest -grade elevation to be at approximately 35 feet from the south end. Per the request of the owner, the new trench length has been maximized and we have also added additional drainrock that will not be credited towards the required minimum drainfield size. In short, the bottom 6.5 feet of effective will be in the GM material and there should be no concerns with slope contours as designed. 4. DRAINFIELD TO DRAINFIELD WAIVER: We are proposing that the new drainfield will have a total of 9 feet of drainrock which would require an 18 -foot separation between drainfields. We are requesting this be waived to 14 feet. Given the existing drainfield is surcharged and the monitoring well which is downhill from this drainfield and is dry to 22.5 feet below grade, it is our opinion that this shows that the upper drainfield will not adversely influence the new lower drainfield. Further justification is that we are proposing a flow director so that only one drainfield will be actively in use at any point in time. Based upon these mitigating factors, there should be little risk with the granting of this waiver. 5. DRAINFIELD TO LOT LINE WAIVER: We are proposing that the new drainfield be installed within 3 feet of the south lot line. The south line abuts the road right-of-way and should not adversely affect any adjacent properties. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner a-rees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement. Several test holes were excavated on the property. Due to poor soils conditions in the area, we are proposing that a MOA approved recirculating trickle filter system be installed. We are proposing that a 1500 gallon S.T.E.P. tank, a municipal approved recirculating trickling filter unit (sized for 4 bedrooms), and a deep trench type drainfield be installed. Comments regarding the design are summarized as follows: 1. SOILS: Two test holes were excavated on the property in 2001. See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results for these two test holes. Test hole #1 was dry to 16.5 feet after seven day groundwater monitoring. However, in test hole #2, water was found to be at 15 feet. This reading was believed to be influenced by heavy rainfall water running into a very large open bench left by the excavator. On 4/8/2005, the large open benches for 7II#1 and 711 1#2 were tilled and graded so no water would collect in the area. To get an accurate groundwater level reading, a third test hole was excavated to a depth of 20.5 feet. On 4/18/2005, groundwater was found to be at 19.5 feet. It is our opinion that this groundwater level reading is the true groundwater level and that the reading for TII#2 be disregarded. We are assuming that groundwater may rise to 18.5 feet and are designing a 6 foot separation to the assumed high groundwater level. The top 4 to 6 feet of soils in this area are believed to be impermeable. The effective area is designed below this level. We are proposing to design the drainfield around TII#1, which had a percolation rate of 60 minutes/inch. TII#2 had a percolation rate of 80 minutes/inch. A portion of the drainfield does lie within the 30 feet radius of TII#2. Therefore, we are proposing to use a 0.8 application rate which we feel to be very conservative. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There is a ditchline south of the proposed septic system that has flowing water in it. From previous site visits in the area during the past years during the summer, we have found this ditchline to run a majority of the time. Based upon or finding, this flowing ditchline would be classified as a surface water. The proposed septic system will be installed 100+ feet from this ditchline. 3701 E.
