Subject: SEPTIC TANK UPGRADE PERMIT
DAWN LOT 108
The owner has requested we proceed forward to obtain a septic permit to
upgrade the aged septic tanks. We propose to decommission the existing tanks
per code and install a new 2000-gallon tank to serve the existing 6-bedroom
duplex.
The subject and adjacent lots are served by public water. There is no surface
water within 100' of the proposed tank. We do not expect there to be any
adverse effect on adjacent lots by the development of this tank. If you have any

This is in response to your submittal, received in this office on
January 22, 1991, in which you requested approval for the on-site
wastewater disposal system and the connection to the Wynter
Park/Meadowridge Estates Class A Public Water System (PWSID Number
211431). I have completed my review of the submitted information,
this office's written and computer files on the existing public
water system and have the following comments.
The submitted information it appears that the wastewater disposal
system was installed substantially in accordance with State
regulations and guidelines at the time. The results of two
adequacy tests, 1983 and 1990 (I am assuming that it is 1991 not
1990) also verifies that on the day the adequacy tests were
performed the wastewater disposal system was accepting the
necessary flows. Therefore, the wastewater Aisposal system is
approved for the concerns of this Department. Th,e enclosed signed
Approval of On -Site Residential Nater aria* Sewer Systems,
constituting this approval, is enclosed for the existing wastewater
disposal system.
The six bedroom duplex is connected to Wynter Park Meadowridge
Estates Class A Public Water System. This public water system is
in compliance with the provisions of 18 AAC 80.060, State of Alaska
Drinking Water Regulations.
Although not sufficient to delay the above granted approvals, there
appears to be a discrepancy between the two adequacy tests on just
where the water was added to the wastewater disposal system during
the adequacy tests. In the 1983 adequacy test,: it appears that
the water was added to the trench with two septic tanks being
monitoring, while in the 1991 adequacy test, water was added to the
seepage pit.
At this time, I am assuming that the seepage pit noted in your 1991
adequacy test is the 750 gallon second septic tank and the
wastewater disposal system has not been modified without written
plan approval. If this not the case,,_the above approval will
invalid.

A sewer system adequacy test was performed on the system located
on the referenced property, as you -requested. The septic tanks
were pumped and verified to have a combined capacity of 1750
gallons. The absorption trench was tested by a continuous flow
of water over a period of 48 hours without any adverse effect on
the system.
It can be concluded from this test hat the waste water disposAl
system serving the six bedroom duple located on this property
is currently functioning adequate However, the system cannot
be guaranteed against subsequent failures.

The subject water service line appears to be approximately 7' from the end of the
existing leach field and the leach field appears to be under or near the existing
on-grade, wood garage/shed/barn on grade The water service line and wood
structure on grade has existed for what appears to be from the time the property
was initially developed with no known issues.
We are therefore requesting a waiver from the required separations be granted at
this time and the COSA be issued as the MOA has done previously. We do not
expect there to be any adverse effect on the subject or adjacent lots by granting
