After receiving the survey, we have discovered that the end of the trench was placed 3.4' from the eastern property line. This places it 13.4' from the alternate site later designated on neighboring Lot 14, while it should have 17' separation. The soils in that area are noted as SM/ML with a percolation rate of 26.7 minutes per inch. This indicates that there are enough fines in the sand that the sidewalls of an excavation will not quickly collapse. The trench can be excavated if needed in the future with the use of trench boxes or other slope protection without affecting the neighboring lot. In addition, there is enough room on the neighboring lot for separation to the existing system. While the alternate site on the neighboring lot has been mistakenly placed too close to this existing trench, this is mitigated by the end-to-end orientation (instead of parallel trenches). Also, the neighbors can still build that trench using alternate construction techniques and materials (such as an impermeable layer on the end nearest this trench). We hereby request that waivers be issued for the 3.4' to the property line and 13.4' to the alternate field on Lot 14. Sincerely, Benjamin Schiller, P.E. Attachments: doc17207220210205085253.pdf Tim As I said this morning, if this were a building permit plan review, we have the following statement offered to clarify our position on said encroachment: The owners are put on notice the shed, fence, or other structure is an unpermitted encroachment into the Utility, Public Use, or Drainage Easement, and ROW is not enforcing it at this time. Should the encroaching item(s) need moving or the owners want to replace them, the final location needs to be out of the easement(s). We hope this is sufficient for your COSA purposes. A silt barrier must be installed between the final gravel layer and the native soil backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill. 4. Monitor tubes shall be of four (4) inch diameter, installed approximately in the locations shown on the design, and extend a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distribution pipe. This is equivalent to the effective depth of the gravel as noted on the design. Backfill over the final gravel layer must not be less than twenty-four (24) inches. Insulation must be installed when the backfill depth is less than thirty-six (36) inches. The finish grade over the trench must be mounded to prevent the formation of a depression after settling. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or equal). 5. A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N, or equal) must be installed between the final leachfield gravel layer and the native soil backfill. 6. All leachfIeld gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3% passing the #200 sieve. 7. When sand is being used as a filter material, its gradation specifications must conform to current M.O.A. or D.E.C. requirements, which ever requirement applies. INSPECTIONS: Typically there will be a minimum of three (3) inspections required during the installation of the wastewater disposal system. These inspections will occur as follows: Page 4 Lot 13, Block 1, Williamson Subdivision 01 May 16, 2003 1. The first inspection must be conducted after the excavation of ditches, pits, trenches, or beds and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled before this inspection. 2. The second inspection must be conducted after the placement of the silt barrier, gravel, distribution lines, standpipes, cleanouts, and insulation, but before the placement of any other backfill. 3. The final inspection is to occur upon final grading of the property. Often there will be more than these 3 inspections required. Especially with the installation of multiple trenches, sand filters, pressurized distribution systems, etc. Thus, the inspecting engineer is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre - construction meeting will take place on-site. The inspecting engineer will not coordinate, direct or control in any way the contractors activities. The owner shall contract with the contractor to perform the work outlined in these specifications and plans and in accordance with the attached M.O.A. permit. There will be no contractual arrangement existing between the contractor and S & S Engineering. S & S Engineering shall be the owner's representative and will inspect the work as stated above to document the contractors activities.
