Absorption Trench to Lot Line
Dear On Site Services Engineer:
The eastern edge of the absorption bed recently constructed on Lot 1, Eaton Park
Subdivision was constructed within 7' of the eastern lot line. Placement of the bed in
this area will not conflict with other septic systems or wells in the area Soils in the
subdivision are clean well graded sand' and little or no migration of effluent is expected.
We therefore recommend a waiver be issued to allow placement of the bed at 7' from
the east property line.

Fill Material Over Septic Systems
Dear Dan:
LH Construction has requested a fill permit to place material on Lots 1 and 2 of Eaton
Park Subdivision. The attached plan sheets prepared by LanMark Engineering and
Surveying show the apparent limits of the fill. A portion of the fill will be placed over the
septic systems and reserve sites on each lot and contoured to improve the site drainage
and overall surface of the lots.
We recently inspected the lots and found septic systems in place at each location.
Currently only 1' of fill is in place over the septic tanks and 1.5' of fill over the absorption
trenches. A maximum of 5' of fill can be placed over the tank and before the load will
exceed the manufacturer's recommendations for depth of cover. The absorption trench
can be covered with 5' of material with no adverse affects. We therefore recommend
the fill depth be limited to 5' unless the septic tanks currently in place are relocated to
higher elevations. Care must be take to insure the cleanouts and monitor tubes which
currently access the tanks and absorption trenches remain straight and level during the
filling and grading process.

Fill Material Over Septic Systems
Dear Lynn:
The Municipal Ordinance governing septic systems does not prevent the placement of
fill over septic system absorption trenches or beds. The ordinance does state that
absorption trenches or beds must be constructed in naturally occurring soils and cannot
be placed in fill material. The fill material must therefore be placed in such a manner
that the underlying natural soil can be easily accessed for construction of the absorption
trench or bed to serve any home constructed on the lot.
It is my understanding you intend to place up to 9' of fill over the absorption trench and
alternate site of Lot 1, Eaton Park Subdivision. Placement of fill in this manner is
acceptable. The absorption trench must be constructed in the original ground material
and below the organic layer. The distribution pipe in the trench would be a minimum of
10' below the finished ground surface once the fill is in place. The total depth of the
trench would be 14' below the surface assuming the trench was constructed to the
configuration of a 5' wide trench with a 4' effective depth. Excavation to this depth is
easily accomplished with the construction equipment available for use today.
Care must be take to insure the cleanouts and monitor tubes which access the
absorption trench are placed straight and level to allow easy access. The septic tank
can be placed in the fill material provided it is founded on material that is properly
placed and compacted to 95% of maximum theoretical density. The depth of fill placed
over the tank should not exceed the manufacturer's recommendations. This depth is
typically 6' to 10' depending on the thickness of the steel used to fabricate the tank.

Dear Mr. Cross:
The referenced property represents an undeveloped 40,008 square foot parcel. The proposed four (4)
bedroom, single family dwelling is shown on the attached site plan, Plate 2. Our design data is
summarized in the following dialog.
1. SOILS: Attached is a copy of the soil log/percolation test data and Site Plan. The log
documents a Silt (ML) soil profile to a depth of 4 feet, and then Gravel with Sand and
Silt (GW -GM) to a depth of 13 feet below the ground surface. No water table was
encountered with monitoring through 9/20/03. The receiving soil has a percolation
rate less than one (1) minute per inch. A filter sand is required to slow the absorption
rate.
2. BED DRAIN FIELD DESIGN:
a. Percolation Rate: greater than 1 minute per inch with filter sand (CPP Palmer, T &
J Services Wasilla).
b. Allowable application Rate: 0.7 gallons/day/ft.z

3. SURFACE WATERS:

5. IMPACTS:
On the basis of our site visit and the available site information, there are no current
well and septic developments within 100 feet of this system. Accordingly, there will
be no adverse impacts on adjacent wells or septic systems of adjacent lots when built
as designed.
6. WELL and SEPTIC INSTALLATION:
The well installation is to be installed by a certified well driller. The septic system
designed herein shall be constructed in accordance with the most recent AMC 15.65
by an approved septic system installer. The installations shall be completed in
accordance with the requirements of the On Site Well and Septic Permits. The overall
Eaton Park development plan has already been submitted to DHHS but a copy is
attached for information.

A water sample revealed a nitrate concentration of 7.29 milligrams per liter (mg/L).
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Since nitrates are known to slowly increase, we recommend
you monitor the water quality. Please see the attached “Nitrate Fact Sheet” for
important information regarding nitrate.

Nitrate Fact Sheet
From Northern Testing Laboratories, Inc.
Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as “blue baby” disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several “wet chemical” methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive “screening test”, and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.

A Certificate of On -Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Lot 1 of Eaton
Park subdivision. This inspection revealed a nitrate concentration of 5.79
milligrams per liter (mg/L) was reported for the property's well water
sample. The Environmental Protection Agency (EPA) has established a
maximum contaminant level (MCL) of 10.0 mg/L for public drinking water
systems. While private wells are not subject to this regulation, EPA
standards are based on existing health information and can therefore be used
to gauge the relative quality of water from private wells. Please see the
attached "Nitrate Fact Sheet" for important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -
