Box 196650 Anchorage, AK 99519 Re: Highland Terrace Add. #4 Tract 313-1 Narrative & Permit Application for Well and Septic, and Bedrock Waiver Request Dear Mr. Roth: Eagle River Engineering Services (ERES) has been contracted to design a well and septic system at the above referenced property. The proposed septic system and well will have very limited impact on adjacent properties for the following reasons: 1. The surrounding lots are all large, allowing sufficient room for septic sites. 2. Immediate neighboring septic systems are all +20' distance from the proposed new septic system, and no private wells are within 100' of the new system. 3. This permit is for a new well and septic system. 4. Drainage will not be affected and is not a major consideration in our design. Two test holes indicated that the underlying soil in the area for the septic system is comprised of 1.5 to 2 feet of topsoil underlain by 2-3 feet of GM, underlain with sof, friable bedrock at a depth of 4-5.5 feet below ground surface. The average slope of the lot is 30-35%. The owner has opted to utilize Advantex technology to reduce the size of the mounded leach bed, ensure longer useful life of the leachfield, and to minimize the amount of fill required to create a 25% slope setback for 35' below the proposed leachfield. We propose the following solution to construct a leachfield that is protective of human health and the environment. A) Excavate approximately 2 feet of topsoil and organics over a 5' X 30' area for the drainfield . B) Import 2' MOA approved filter sand, with visqueen full depth along the downhill edge of the excavation. C) Spread 9 inches of sewer rock, with the 1" effluent pipe buried 2" below the top of the sewer rock. This will give a 6" effective gravel depth. D) Cover drainfield with typar, 2" insulation, and 2.5' of fill. Grade over top of leachfield at a 25% slope for 35' downhill of the new drainfield. \2003\04.128ADVANTEXSEPTICNARRATI V E At this time we would like to request a waiver for the separation distance from the bottom of the drainfield to bedrock, from 6' to 4'. We feel this is justified and protective of human health due to the secondary treatment of the effluent by the Advantex technology, the 2' of filter sand, and the weathered, friable nature of the top several feet of the underlying bedrock. We would also like to request a slope setback waiver from 50' to 35', due to the above factors, as well as the fact that there is no other area on the lot that is less steep where a leachfield can be installed meeting all of the requirements for slopes and setbacks. The waiver formula for picking a point 2.5' above the invert of the drainfield pipe, extending a line 2.5' above this point, and extrapolating this line downhill at 25% for 35' will be adhered to. GENERAL 1. The septic plan is for a 4 bedroom single family residence only. 2. The drawing and or site plan shall be a part of this specification. 3. All materials and workmanship shall meet the Anchorage Department of Ilealth and State Department of Environmental Conservation requirements. 4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer. 5. All excavations and depths are advisory and are to be verified in the field by the contractor to meet Municipality of Anchorage, Department of Environmental Conservation requirements. 6. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any adjacent multi -family wells. A licensed surveyor should locate any utility easements and exact 100' radius from the existing and neighboring on-site wells. 7. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer approval. 8. Any remaining open test hole excavations shall be filled and monitor tube removed. B. ADVENTEX SYSTEM AND SEPTIC TANK 1. Septic tank shall be a fiberglass or steel 1500 -gallon tank capacity of MOA approved construction for use with Advantex system. Install as per current manufacturers recommendations for conditions in Alaska. 2. Install one AX -20 filter pod over septic tank capable of treating 600 gallons per day of waste flow. 3. Install Orenco 24" pump basin PB -2496 outside septic tank, with OSI pump model P30-05 and controls to allow 23 gallon dosing of septic leachfield. Set pump float to 13.5" above pump, timer for I minute dose time. Controls to be installed to MOA code by licensed electrician familiar with OSI applications. Controls to include a dedicated phone line and web based monitoring system. 4. A municipal Inspection report or receipt from a licensed electrician shall be provided to the engineer verifying lift station wiring to all applicable codes. C. DRAINFIELD TRENCH 1. The trench is to be located as shown on the site plan. 2. The total depth of the initial drainfield excavation is to be 2' relative to existing ground elevation at ground water monitor tube and end in scarified native GM soil material. The bottom of the trench shall be level, plus or minus 1.5". 3. Two feet of Coarse Sand shall be utilized beneath the gravel layer. 4. A nine -inch layer of sewer rock is to be placed over the sand layer. The 1.0" effluent piping is to be buried within the gravel layer with 2" of gravel cover over the piping. 5. The completed trench gravel and piping is to be covered with typar fabric material. 6. Soil or combination of soil and extruded board insulation to a depth of 3' or equivalent is to be placed over the bed. Mounded side slopes on uphill side and ends are not to exceed 3:1. 7. A large amount of fill material is to be imported directly below the primary and reserve sites at time of installation of the primary site. This fill material is to extend 35 feet downslope at a maximum grade of 25% as measured 2.5 feet above the effluent pipe. 8. This letter is to explain our intentions of developing the property to be our permanent residence. While in contract, we worked with the seller to install a permanent well pump so that we can use the first part of the summer to prepare for construction of our home and work on laying in a garden. It is our full intention to build a home and not to camp at the property. Our first action after closing, is to solve the accessibility issues of the lot. We need to improve accessibility in order to start building with Remote Solutions Alaska. We already have another contractor, Gary Perkins, lined up to do the work once we have possession of the property. We will also renovate and secure the shed for storage of building materials and tools. We are in the final stages of securing a construction loan with Christina Bean of Prime Lending. Once secure we will be signing into contract with Remote Solutions Alaska who have told us we could start construction in the early Fall. In addition, we are currently working with Mike Andersen to complete perk test and proposal of our septic system. Our intention is to complete construction well within the 2 year limit of the conditional COSA and we understand that should construction take longer than the allotted 2 years, we will be responsible for pulling the pump and welding a cap on the well.
