Box 217 Eagle River, Alaska 99577 Subject: Seepage Pit Analysis, Lot 13, Block 3, Eagle River Heights Subdivision Dear Mr. Sayles: Following are the results of our inspection of the soil for your proposed seepage pit, located about 35 feet behind your house. 0' - 2.0' F-1, brown silty sandy gravel, GM 2.0' - 4.0' F-4, brown silt, ML 4.0' - 12.0' F-1, brown silty sandy gravel, GM 12.0' - 13.5' NFS, brown sandy gravel (trace silt), GW 13.5' - 15.0' F-1, brown silty sandy gravel, GM 15.0' - 17.0' NFS, brown sandy gravel (trace silt), GW No free water was observed. The seepage area by soil type (per the Greater Anchorage Area Borough) are as follows: Seepage area ML 275 square feet/bedroom Seepage area GM 225 square feet/bedroom Seepage area GW 85 square feet/bedroom For the following calculation, the top two feet and the bottom four feet of material are not included as contributing seepage areas. The pro -rated side area for eleven feet of effective depth (13 feet total depth), is 221± square feet/bedroom. For your three bedroom home, 664± square feet is required or a 15.11+ x 15.11+ seepage pit. State law requires "the vertical separation from the lowest part of the discharge pipe for the soil absorption system to the water table, as measured during the season of the year with maximum water table elevation, shall be four feet or greater." Art Sayles /, 2 ^tober 29, 1973 No water was observed in the pit to the explored depth of 17 feet, consequently, our calculations are for the area no deeper than 13 feet (17' less 4' = 131). If the maximum water table was at 21 feet below the surface (17' plus 4') our calculations could be as follows: For 15 feet effective depth (17' total depth because at least 1 1/2' of cover is required), the pro -rated side area is 200 square feet/bedroom. See revised page SP -5. C) The soils investigation reports are enclosed foryour review. More significant, however, are the well drillingg logs we were able to obtain on two wells in the area. Further, the well logs show the wells to be in excess of 120 feet deep and other wells in the area are reported to be at equivalent depth. These facts led us to the conclusion that the sewer project poses no threat to the area's water supply. We therefore desire to pursue construction of this project which eliminates a continuing threat to health posed by existing septic tanks and cesspools. d) If you still remain unpersuaded that the project is more than adequately designed to protect all the wells, we are prepared to incur the extra cost of encasing the sewer Pipe in concrete where it passes through the 50 foot radius of the well on Lot 15, Block 48. Diligent efforts were made to find alternative routing around all wells. In spite of those efforts the most desirable clearance distances from certain wells could not be obtained. The pipe materials rhosen for thi-- projact uffPr[ r.na pest ereilthle combination of characteristics to preclude exfiltration. Ductile iron pipe, having a minimum wall thickness of more than 1/4 -inch (0.27") was chosen. This rugged material virtually precludes pipe damage during transportation, handling, and installation. After installation, the ductility provides a high degree of resistance to failure due to unprogrammed stresses such as earthquake. The thickness of the material provides an extended life beyond the 30 years normally expected. Bedding of the pipe in this project offers further insurance e0airst exfiltration. There will be a minimum of six inches of sewer bedding material (Type IIA) between the pipe and the foundation. This bedding assures that no large stonescreate a pressure point on the pipe which could cause premature, localized, pipe failure. The bedding also provides uniform support of the pipe barrel and allows uniform distribution of the earth and live loads from the pipe to the foundation. The Municipality will provide an engineer and inspectors to closely supervise the Contractor's work during all phases of construction. This engineer will have full authority to stop work on any portion of the contract where proper methods are net being used, and has full authority to require substandard work to be correctly reaccomplished. In addition to the above design features, extraordinary measures will be taken when the desirable Clearance distances could not be met. The first measure requires that the rubber gasket. which provides a water- tight seal between lengths of pipe will be compressed and held in place by a gland. This assures a positive water seal is rade by augmenting the natural elasticity of the rubber gasket. The second measure provides for a eeche.^.ical canr� rrion t?t!+eon 2"L glen.: an t:c upstream length of pipe and the bell of thedownstream length. These two items will be bolted toqether to restrain the joint and prevent separation of the two lengths of pipe. In essence you will find this justification parallels that offered by us and accepted by you on the Girdwood LID 60-1. Any community Sewer proiect would abate the potential health hazards in the area. This project goes one step further. It will assure the new sexer lines do not prematurely fail and recreate the health hazards. Your earliest consideration of this request will be greatly appreciated.
