_ This refers to our letter of September 28, 1978 and your reply of
October 9 (received October 19), 1978. Previous correspondence includes
our letter of SeptemI)cr 12, 1978 and your answer of September 22, 1978.
You are correct that .27 inches is now a standard thickness and note
that we have not found it listed except in the CIPRA k(andbook, Fourth
Edition.
Our major concern was the nearness of the well on lot 15 of Block 4B
which is but 40' from MI 50-8A. Your September 22nd letter enclosed a
revised "Test of Workmanship" and soil data. You also stated that if we
still remained unpersuaded that the project is more than adequately
designed to protect all the wells, you would encase the sewer pipe in
concrete within a 501 radius of the well of lot 15, Block 4B. With
consideration given to the soils encountered, we consider that this
encasement (in accordance with Detail 305 of the Dhmicipalities Standard
Specification) will adequately protect the well.
The plans and specifications for this project are approved by this
Department for those items of our concern providing that concrete encasement
of the sewer linejis provided as stated above.

Dear Mr. Britt:
The following addresses questions contained in your letter of
September 28, 1978, same subject.
a) The standard thickness of 0.27 inches is found in the
Handbook, Ductile Iron and Cast Iron, Cast Iron Pipe Research
Association, 4th Edition, page 275, Table 5, "Standard
Thickness Classes of Ductile Iron Pipe." A copy of that
table is enclosed.
b) Refer to Section 50.02, Article 2.5, a. General, second
paragraph: "All sanitary sewer pipe installed will be
subject to either (emphasis added) an infiltration test or
an exfiltrationtest." Since exfiltration, not infiltration,
is the process which worries ADEC when sewer lines are close
to wells, the specification of exfiltration testing is most
appropriate in this case. See revised page SP -5.
c) The soils investigation reports are enclosed for your review.
More significant; however, are the well drilling logs we were
able to obtain on two wells in the area. Lot 11, Block 1, shows
a blue clay layer 17 feet thick at the 46 to 63 foot depth.
Lot 11, Block 3, shows a hard pan layer some 12 feet thick at
the 84 to 96 foot depth. Both layers serve as an effective
barrier to the passage of water from the level of the sewer
to the wells below. Since the surface geology of the project
area is gently rising hillside with one transversing swale,

it is reasonable to assume the subsurface conditions
are uniform. Further, the well logs show the wells to
be in excess of 120 feet deep and other wells in the
area are reported to be at equivalent depth. These facts
led us to the conclusion that the sewer project poses no
threat to the area's water supply. We therefore desire
to pursue construction of this project which eliminates
a continuing threat to health posed by existing septic
tanks and cesspools.
d) If you still remain unpersuaded that the project is more
than adequately designed to protect all the wells, we are
prepared to incur the extra cost of encasing the sewer
pipe in concrete where it passes through the 50 foot
radius of the well on Lot 15, Block 4B.

Our letter to the Nimicipality on Septerber 12, 1978 concerning this
project forwarded a copy of our Drinking Water Regulations and noted the
large number of less -than -allowable separations of private wells from
sewer lines, manholes and cleanouts. Your letter of Septerber 22, 1978
has forwarded "revised" plans and specifications with reasons why we
should now accept this proposal. You offer the Girdwood LID 60-1
project as a precedent. the revised plans differed only from those
originally received, as best we could determine, in that the radius
circles of the many wells now have been deleted.
We have some questions:
a) We could not find ductile iron pipe with a .27" thickness in
our catalogs. Is this a standard thickness? We note that the
Class 2 (now 52) ductile iron sewer pipe of the 11micipality
of Anchorage Standard Specifications is sanewhat thicker.

b) Your letter states as an "extraordinary measure" that exfiltration
testing will be made of all rums of pipe within well clearance
distance. We bad assumed such testing, or with air, on all
sewers laid by the Anchorage utilities. This assumption is
based on Article 2.5, Test of Wbrkananship, Section 50.02.

c) What is the nature of the soil within a 50' radius of manholes
50-8A and 50-8E? Although "soils investigations" were mentioned
in the Special Provisions, we have received no data regarding
this.

Dear Mr. Kelton:
The Anchorage Sewer Utility requests approval of the revised plans and
special provisions for the Eagle River Heights LID 50-8. Diligent efforts
were made to find alternative routing around all wells. In spite of those
efforts the most desirable clearance distances from certain wells could not
be obtained.
The pipe materials chosen for this project offers the best available
combination of characteristics to preclude exfiltration. Ductile iron
pipe, having a minimum wall thickness of more than 1/4 -inch (0.27") was
chosen. This rugged material virtually precludes pipe damage during
transportation, handling, and installation. After installation, the
ductility provides a high degree of resistance to failure due to
unprogrammed stresses such as earthquake. The thickness of the material
provides an extended life beyond the 30 years normally expected.
Bedding of the pipe in this project offers further insurance against
exfiltration. There will be a minimum of six inches of sewer bedding
material (Type IIA) between the pipe and the foundation. This bedding
assures that no large stones create a pressure point on the pipe which
could cause premature, localized, pipe failure. The bedding also provides
uniform support of the pipe barrel and allows uniform distribution of the
earth and live loads from the pipe to the foundation. This type of bedding
helps to eliminate differential pipe settling as a result of uneven
loading along the length of the pipe.

The methods of construction used will be as prescribed in the Standard
Specifications published by the Municipality of Anchorage and the
Special Provisions of the contract. The Municipality will provide an
engineer and inspectors to closely supervise the contractor's work
during all phases of construction. This engineer will have full authority
to stop work on any portion of the contract where proper methods are
not being used, and has full authority to require substandard work to
be correctly reaccomplished.
In addition to the above design features, extraordinary measures will be
taken when the desirable clearance distances could not be met. The
first measure requires that the rubber gasket, which provides a water-
tight seal -between lengths of pipe will be compressed and held in
place by a gland. This assures a positive water seal is made by
augmenting the natural elasticity of the rubber gasket. The second
measure provides for a mechanical connection between the gland on the
upstream length of pipe and the bell of the downstream length. These
two items will be bolted together to restrain the joint and prevent
separation of the two lengths of pipe. The third extraordinary measure
is exfiltration testing of all runs of pipe within the well clearance
distance. Exfiltration testing will be specifically required by a
special provision of the contract.
In essence you will find this justification parallels that offered by us
and accepted by you on the Girdwood LID 60-1. Any community sewer project
would abate the potential health hazards in the area. This project
goes one step further. It will assure the new sewer lines do not
prematurely fail and recreate the health hazards. Your earliest
consideration of this request will be greatly appreciated.

Plans (4) for this project were received by this Department on September 5,
1978. By telephone conversation on September 6 we were informed that a
modification was to be made on sheet 2 and the modified sheet was received
on September 11.
This proposal will provide sewerage for an area bounded by Baranof
Avenue, a street 350' east of Chain of Rock Street, Eagle River Road,
and Baffin Street. Sewer lines will be 8" Class 50 D.I. and construction
will be in conformance with the Municipality of Anchorage 1976 Standard
Construction Specifications.
In our telephone conversation of September 6 we informed you that with
the modifications proposed on sheet 2, the plans appeared to be satisfactory.
We regret this error. The area to be served by this project has numerous
on-site wells. Please refer to Table A, Minimum Separations Between
Surface or Subsurface Water Sources and Potential Sources of Contamination
from our Drinking Water Regulations. A copy of these regulations is
enclosed for your convenience.
Please note that the minimum separation between private wells and community
sewer lines is 75 feet, and between private wells and manholes or cleanouts
if 100 feet. In this proposal, the minimum separation distance is
exceeded 12 times with the separations in wo cases being only 25 feet.
If this project is to be pursued further, we will look for the report
justifying lesser separation distances than shown by Table A of the
regulations, or a satisfactory rerouting of the sewer lines.

Specifications, with the following exceptions. All
sewer lines passing within 50 feet of any private water
well, cr within 100 feet of all other water wells shall
be tested for exfiltration in addition to any
infiltration test performed. All testing shall be
considered a subsidiary obligation under furnish and
install pipe and no extra payment will be allowed for
this section of work.

Dear Mr. S Mrs. Wintersteen:
The purpose of this letter is to let your know that the easement and
construction permit requested from you is necessary for the Eagle
River Heights sanitary sewer project. Since we could not reach an
agreement, our Attorney's Office will initiate the necessary legal action
to have the Courts grant the easement and temporary construction permit
and determine compensation.

The majority of the property owners in your neighborhood approved this
project and the Anchorage Assembly authorized construction by Ordinance
No. 75-153. This authorization includes acquisition by condemnation,
including use of declaration of taking, if necessary, of any easements
whether temporary or permanent in or near the project right of way
that are necessary for the construction of this project.
