Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:.
The existing absorption system on the subject lot has failed and must be upgraded.
We are therefore requesting a permit be issued for the upgrade of the septic system to
accommodate the six-bedroom home on the lot. The attached Site Plan and backup
documentation identify the location and configuration of the existing and proposed
septic systems. Also identified on the plans are the locations of the existing well. No
conflicts exist between the proposed septic system and the wells on adjacent lots.
The existing 500 and 1,250-gallon septic tanks will be exposed and verified sound for
continued use. If they are found unsuitable a new 2,000-gallon tank will be installed at
the same location as the existing tanks. Drainage arrows are shown indicating the
current drainage patterns. The drainage patterns will be maintained after construction.
The test holes placed on the lot in the past indicated clean silty gravel with some
pockets of sand to a depth of 19'. The percolation rate was determined to be between
4 and 40 minutes per inch. We are proposing to construct 2 - 65' long by 3' wide
absorption trenches with 8' of gravel beneath the distribution pipe. The distribution pipe
in the trench will be placed at 4' below the surfaco with the total depth at 12'. A Flow
Diverter Valve will be placed to tie in the existing absorption trench system for future
use. In addition, a Flow Splitter Valve will be placed to assure even flow to each of the
new trenches.
The ground surface on the lot is fiat with little or no break in grade. The new trenches
will be constructed parallel with the slope as much as possible in conformance with
Municipal requirements. The new septic system will be constructed a minimum of 100'
from the existing well and any surface water in the area.

If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT4A, JODIE ESTATES SUBDIVISION
GENERAL:
The scope of this project includes the work to expose and verify the
integrity of the existing septic tanks on the lot. Work will then include
the construction of 2 new absorption trenches each 63' long by 3' wide
by 8' effective depth also at the location shown on the Site Plan. The
total depth of the trenches will be 12' below existing ground and the
distribution pipe will be placed at 4' below the surface. All components
of the new septic tank and absorption trench must be constructed a
minimum of 100' from any surface water and 100' from the well on this
and adjacent lots. A minimum of 4' of cover is required over the septic
tank and 3' over the absorption trench. In lieu of cover 2" of direct bury
insulation and 2' of cover may be placed. A Flow Diverter Valve must
be placed to connect the existing absorption field into the new system.
In addition, a Flow Splitter Valve will be required to assure even flow to
each of the new trenches.
2. Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines. The Contractor is also responsible to assure
the separation distance from wells and surface water in the area is
maintained. The engineer will accept no responsibility for Contractor
errors.
Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
pdor approval from D.H.H.S. before beginning system installation.

SEPTIC TANK INSTALLATION
1. The existing septic tanks on the lot must be uncovered and verified
sound for continued use. If they are found to be unsuitable a new
2,000-cjallon septic tank must be procured from an approved
manufacturer and placed at the location of the existing tanks.
2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the trench shall be within 2" of level.
Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
5. Contractor shall verify the septic tank and drainfleld are a minimum
100' away from any private water wells in the area, 150' from a Class

"C" Well or 200' from any community well. The Contractor is solely
responsible to assure these separation distances are met.
6. Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).
A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections must be
completed during the construction of the septic system. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not

be backfilied. The Contractor must notify the engineer 4 hours prior to the
inspection to prevent delays.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as-built of the completed system.
His measurements must include verification that the proper separation
distances have been met. A certified surveyed as-built may also be
required to assure the proper separation distances are met from wells in
the area. The as-built will also include separation distances from streams
or surface water in the area.

· Driveway is shown on the as-built. In accordance with AMC 15.65.060.A3 the
driveway is not over the disposal site.
· The service line from the house to the septic tank is buried 4' below the surface and has
never frozen since its placement in 1990. Since this was one of the worst years for
frost penetration and the line did not freeze, additional frost protection seems
unnecessary. The owner of the house, however, is in the process of upgrading the
house and will consider insulating the portion of the surface line under the driveway
prior to placement of new pavement.
· The well location on the as-built is placed based on swing ties to the house. These
swing ties were verified with the as-built submitted for the well in 1990. The well
location on the original design was based on a plot plan which was found to be
inaccurate.
· The scale on the as-built is accurate. The protective radius for the well has been
modified to reflect the scale.
The property owner is currently upgrading the house to six bedrooms with construction
ongoing. As previously stated the owner will consider placement of insulation over the
service line portion under the driveway prior to repaving the new driveway and parking
area.

Dear On Site Services Engineer:
The owners of Lot 4, Jodie Estates Subdivision intends to increase the
size of their house to six bedrooms. This will require the upgrade of the
septic system to accomodate the additional bedrooms. The system
currently includes a 1,250 gallon septic tank and a 24' X 40' shallow
absorption bed. We are now proposing to add a 500 gallon septic tank in
line with the existing tank and to install a new deep absorption trench
sytem. The existing shallow bed will be completely removed and all
contaminated material will be buried onsite.
The attached site plan illustrates the location of the upgraded system and
includes the location of the testhole. This testhole was excavated to a
depth of 18.5' with no trace of groundwater or bedrock. A percolation test
run on the material indicates an absorption rate of slightly more than 30
minutes per inch. This agrees with the testhole placed in 1989 by Corwin
and Associates which also shows a percolation rate of 35 minutes per
inch.
The topography of the lot is nearly flat with a slight 1% to 3% east to
west grade at the location of the absorption trenches. No surface water is
evident on the lot and the drainage patterns will not be affected by this
construction. The property to the east and north are vacant and setback
distances from the well and septic system to the west are easily met.
If the system is installed as designed the following statements can be
made:

To whom it may concern:
We request that your department issue a 5-foot lot line waiver from the east property line to the
existing drainfield. The existing drainfield on Lot 4A has a separation distance of approximately
5 feet and T12N R3W Sec 22 Lot 33 is currently vacant. In short, there are no separation
concerns between neighboring drainfields. We are unaware of any adverse impacts this waiver
would have on adjacent wells or septic systems. If you have any questions, please contact us at

cooperative, (herein "Chugach"), whose address is P. O. Box 1963 00, Anchorage, Alaslca 99519 and
Sally L. Imdieke, (herein "Permittee"), whose address is 5560 E. 112t Avenue, Anchorage, Alaska
99516-1735.
1. Easement. Chugach is the grantee or user of an easement for the construction and
maintenance of electrical facilities, as follows:
Dedicated by the plat of the subdivision known as Lot Four "A" (4A), Jodie Estates
Subdivision, according to Plat Number 96-33, recorded on the 17m day of May 1966, on file
in the office of the District Recorder, Anchorage Recording District, Seward Ivieridian,
Alaska,
(herein "Easement~') which pertains to the following described real property:
The East Ten Feet (E 10') of Lot Four "A' (4A), Jodie Estates Subdivision, accord~g to
Plat Number 96-33, recorded on the 17t~ day of May 1966, on file in the office of the
District Recorder, Anchorage Recording District, Seward Meridian, Alaska,
Pennittee acknowledges the validity of the Easement. Permit-tee warrants and represents that
Perrrdttee is the owner of the fee simple interest in the land subject to the Easement and the
following described real property to which the Easement is adjacent:

4. Jndemn~cat/on. Perm~ttee shall indemnify and hold Chugach harmless from any
claims for personal injury, property damage or other loss arising in any way from the continuation of
the Encroachment.
5. No Exp .ansi0n or ~crease. Perm/tree shall not in any way exp~ud or [ucrease the
extent to which the Encroachment occupies any of the ~eal property encumbered by the Easement
without the prior v~tten consent ofChugach. Chugach has no obligation to provide such consent.
6. No Interest in Real Estate Aequk~. Permittee hereby acknowledges that the
Encroachment and any additions thereto, even/fin violation of this permit, has not and shall not in
the future give rise to any interest or estate in the real property subject to the Easement or any other
real property. Without in any way limiting the foregoing, Permi~ee acknowledges that the
Encroachment is not adverse to any/nterest of Chugach and its continuation is entirely with the
perrrdssion of Chugach for purposes of the common law doctrine of adverse possession. This perrrdt
creates no interest in the real property sffoject to the easement.
7. Modiicafion of Utility Facilities. If the electric utility facJii~es located 'a~th~ the
Easement are upgraded, added to, replaced or reconstructed, Perm/tree shall pay that portion of
Chugach's total costs for such mod/ficafion wh/ch is reasonably attributable to acco~modat~g or
preserving the Encroachment. If such payment is not made within thirty (30) days of written demand
for same, Chugach may terminate this permit in accordance v~Sth paragraph 9, below.
8. Covenants Running w~th the Land. The obligations of the Permittee arising from
this permit shall be covenants runn/ng w/th the land which shall burden the Parcel and the
Permittee's interest in the land subject to the Easement and shall benefit the Easement.
