My firm was contacted to investigate a failed system on this lot. The system that was
installed in 1983 was in failure. The 1971 system was abandoned in place on the lot. I
am proposing replacing the 1971 septic tank with a new 1000 -gallon septic tank and
installing a diverter valve to connect the 1971 system and the 1983 system. This permit
is requesting a permit to replace the existing septic tank only.
The lot is approximately 0.49 acres (21,662.3 so in size. Lot 3 slopes to the west at
approximately 1 percent around the tank, and to the east at 5% in the vicinity of the
1983 system. The proposed installation will be located in the central portion of the lot.
The existing tank will be abandoned in place. The proposed septic tank will be installed
outside the well radius. A new foundation clean out will be installed. A diverter valve will
be installed to connect the two existing systems. The proposed location is greater than
100 feet away from the existing well serving this property and 25 feet from the water
service lines. The surrounding wells are located greater than 100 feet from the proposed
installation. The proposed installation will not affect the future development of the
surrounding or existing lots. See the attached design.

Septic Tank Data:
The original tank on lot 2 was installed before October 1973, which
required a 50 foot well to tank setback. The Lot 2 tank was then
replaced with a new tank in the same location in 1991, however the
new regulations at the time required the tank to be placed 100 feet
from any well. The replacement of Lot 2 tank in 1991 encroached
two separate wells (Lot 2 & 3 wells). Each well requires to be waived
for -separation distance encroachments, however.only.Lot.2 was_.__..._____.__.___ ....... ..... ...
waived in1991. This waiver (WR050063) is to correct the missed
waiver for the 76 foot well on Lot 3 to tank on Lot 2. The septic tank
on Lot 2 has encroached the well on Lot 3 since 1991 when the tank
on Lot 2 was replaced in the same location. The bottom of the tank is
approximately 10 feet deep. This encroachment has existed for over
ten years.
Well Data
There was no well log found for lot 2 however well logs in the area
give a good description of formation of soils. In calculating points for
the purpose of a waiver the well log Robin Hills S/D Block 5 Lot 1 will
be used. There is heavy vegitation between between the well and
the septic tank. If the septic tank were to overflow, effluent would not
flow toward the well head. The location of the septic tank is in a very
visible area and would be identified early if problems exist. The
integrity of the septic tank was verified by the Garness Group on
7/21/2005 and appeared to be in good condition. Water sample
results were taken for Mountain Park Estates Block 13 Lot 2 and
meets Municipal Standards.

Ref: Waiver Request for Mountain Park Estates Subdivision; Lot 2, Block 13,
The existing 4 bedroom house is served by a private well and septic system. We request you
grant a 76 feet separation distance waiver from the well on Lot 3, Block 13, Mountain Park S/D,
to the septic tank on the referenced property. The following items are justification for the
waivers:
• The lots is sloping from the septic tank to the road. There is a slight mound and heavy
vegetation between the well on the subject property and the neighboring septic system. If the
septic system was to overflow, it appears that the effluent would not travel toward the well
head.
• The location of the septic system is in a very visible area so that if any effluent was to
surface, it would be noticed and the problem corrected.
• The integrity of the existing septic tank was verified on 7/21/2005 and appears to be of good
integrity with no leaks.
The other path of contamination is subsurface migration wastewater should the tank begin to
leak. As can be seen on the attached well logs, the aquifer is relatively deep, with approximately
149-305 feet of silt, sand, and clay soils that have served to inhibit the migration of untreated
wastewater into the aquifer. Recent water sample results from Lot 3, Block 13, indicated nitrate
levels to be 1.17 mg/L and coliform bacteria results to be 0. Based upon the aforementioned
facts, it appears that there is minimal risk associated with the 76 feet separation distance waiver.

In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system
in accordance with the guidelines and regulations established by the Municipality of Anchorage and
industry practices. The reported results describe the condition of the system/s on the dates of the
evaluation. Separation distances were measured to readily identifiable features. Hidden defects or
encroachments may exist that were not identified during the evaluation. The operational life of all wells
and septic systems depend upon a variety of variables, including but not limited to, soil conditions,
groundwater levels (that may fluctuate during the year), quality of construction (materials and
workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and
are outside the control of GEG. Satisfactory test results do not guarantee future performance of the
systemis; therefore, GEG makes no warranty (express or implied) regarding the future performance of
the well or septic system. GEG makes no representation whether an alternative well or septic system
can be installed on the property in the event either of the current systems fail to perform adequately in
the future. The content of this report is for the sole benefit of the person/party that retained GEG to
