The owner wishes to install a private system. The proposed septic system is a 4-bedroom Advantex System with a lift station and AX-20 POD. Review of available documents indicates that a CAT II system was design but not installed. Extensive soil explorations by Garness Engineering show that the soils are poor. Similar to the Garness design we are proposing to install an advanced treatment system in the fill layer. The fill layer has variable thickness and variable percolation rates ranging from ~11 minutes per inch to nearly 50 minutes per inch. Based on this, we are proposing to use an application rate of 3 gpd/sqft. The bed system will be installed over a 2’ thick layer of moa filter sand. The sand layer will be 2’ thick and will extend 4’ beyond the footprint of the bed. The sand helps ensure that that there is at least 2’ of accepting soils below the bottom of the sewer rock. Note that the previous design was for 5-bedrooms and used a larger bed footprint. This design is for 4- bedrooms and uses a smaller footprint for the bed with a similarly sized area of filter sand. Our review of available documentation and field investigation show that this project will not adversely impact any nearby Wells, Wastewater disposal systems, replacement disposal sites, or drainage flowing onto and off of the subject property. The neighboring lots are small, but based on available information, it appears they will require AWWTS systems or community septic which should leave sufficient space given the reduced separation requirements for AWWTS systems. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically 5400 to $600). I; Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5 Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 5. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. Per conversations with the owner, he would like to have an onsite septic system. Two testholes were excavated on the property as well as 4 percolation benches. As shown on the site plan, the initial testhole was excavated in the center of the proposed drainfield. However, it was found to be fill material (see attached soil log) and backfilled (without a standpipe) as it was hoped that a better soil profile would be found elsewhere. During the excavation of Testhole #2 (southeast testhole), an organic layer was found (approximately 1.5 feet) with native ML material below. Due to the soils visually having a high "fines" content, two percolation benches were excavated (east and southwest of the TH standpipe — shown on site plan). The percolation bench (perk bench #1) to the east did not perk. However, the bench to the southwest (percolation bench #2) perked at 10.9 min/inch (in the native ML material). In addition to the initial two percolation benches, two more benches were excavated (bench #3 and #4). Two percolation tests were attempted in the native (ML) material and neither perked faster than 120 min/inch. In short, 3 of the 4 percolation tests in the native ML material were impermeable (slower than 120min/inch). Due to this fact, two percolation tests were performed in the organic layer for bench #3 and bench #4 (each having an organic layer of approximately 3+ feet). They percolated at 48min/inch and 20 min/inch respectively. As can be seen on the design drawing and attached soil logs, some of the proposed area will have less than 2 feet of receiving soils (for vertical conveyance). However, the southern percolation bench perked at 10.8 min/inch in native material (3.0 gpd/ft2) and therefore would only require 250 ft2 of drainfield area for a 5-bedroom home (750gpd/3gpd/ft2 = 250 ft2). We are proposing to install a 1530 two-compartment Infiltrator Tank, a 1060 Infiltrator single-compartment Infiltrator septic tank, an ATS-8 Aerocell Pod, and a mounded bed type drainfield. Comments regarding the design are as follows: 1. ADEC has no objection to MOA processing the application for a new private wastewater system for one of the lots currently served by the Grecian Hills Community system. Since the Grecian Hills Community system was not constructed as approved and does not have Approval to Operate, the remaining lot connected to this system also needs to apply for approval to continue using the system. If the remaining home connected to the system is also the owner of lot where the system is located,it might be best for that owner to apply for a permit through MOA and have the system"converted" to a private system only. Unfortunately,that system has never been fully constructed. I think the fields have been built but the Advantex system has not been installed. Per the owner requesting the septic system, there are only 2 houses using the community system and the owner of the lot with the community field is requiring him to disconnect. It is unclear if the lots that were to be served by the community system are required to use that system or if they can develop a private septic system for their own use. Please let me know if we can proceed with issuing permits for private wastewater systems.
