Box 196650 Anchorage, Alaska 99519-6650 Mayor hiip;//yy w.cl.ancharage.ak.us Dear Homeowner/Prospective Buyer. The on-site wastewater disposal system you are purchasing/installing is an "alternative" wastewater disposal system. This system, known as a "Recirculating/Upflow Filter Septic System", is undergoing testing within the Municipality of Anchorage under the Alternative System section of the Wastewater Disposal Regulations (AMC 15.65). There are certain risks involved with the ownership of one of these systems: 1. The technology used in this system has been shown to be effective in other areas. The system is currently undergoing a two year testing period in Anchorage under the guidance of the Department of Health and Human Services (DHHS) and the State of Alaska Department of Environmental Conservation (ADEC) to determine its effectiveness in a subarctic environment. 2. The system for this property received a vertical separation distance waiver from both State of Alaska and Anchorage Municipal Codes to ground water. This waiver was granted due to the system's expected performance within the site conditions on this property. I (we) certify that I (we) have read the above statements and am (are) aware of the risks outlined. Box 196650 Anchorage, Alaska 99519-6650 Ref: Proposed Well and Septic Design for Lot 17, Block 4, Mountain Park Estates #2 To whom it may concern: The referenced property is currently undeveloped. The owner is planning to construct a 4 bedroom house on the site. Comments regarding the proposed well and septic design are summarized as follows: GENERAL: There are a number of site restrictions which limit the available area to put the septic system. These restrictions are summarized as follows: • The limited area with suitable soils (near test holes #2 and #3) • The location of the neighboring wells and the proposed well. • The presence of shallow groundwater. WELL: The proposed well is to be located in the northwest corner of the property. The location is to be staked by a registered land surveyor prior to construction of the septic system in order to insure adequate separation from the primary and alternate septic areas. SOILS: On June 8, 1998, three test holes were excavated and percolation tests performed. The area in the vicinity of TH #1 was deemed to be unsuitable to support an onsite septic system. Test holes #2 & #3 had acceptable percolation rates, and groundwater from 7-8 feet below grade. Given the limited space available, and the variability of the soils, it is recommended that the drainfield be constructed prior to drilling the well, or doing any other major construction on the property. In order to maintain a 2 foot accepting stratum, the excavation depth near TH #2 should be limited to 5 feet. In the vicinity of TH #3 the excavation depth should be limited to 6 feet (immediately below the ML lense). 3. SEPTIC DESIGN: Due to the limited area, we are proposing to install a 10' x 36' bottomless intermittent dosing sand filter (ISF) in the vicinity of TH #2. The reserve ISF will be 18' by 20', and located within the 30 foot radius of TH #3. The following is the design criteria for the primary system. a. Percolation Rate: 20 minutestinch b. Allowable Application Rate for ISF: 2 gallons/day/ft2 c. Number of Bedrooms: 4 d. Design Flow: 600 gallons per day e. Minimum Absorption Area: 300 ft2 f. Effective Depth below pressure pipes: 2.5+ inches g. Width: 10 feet h. Length: 36 feet. i. Effective absorption area = 360 ft2 (>300 ft2 OK) j. Air Supply: Thomas Industries, Model 5070, "Anchorage Tank". k. Air Supply Line: "Wasteflow" emitterline, 1/2 inch I.D, "Anchorage Tank". 1. Sand Material: Central Paving Products "Winter Road Sand" m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than 1% passing the #8 sieve. We are proposing to excavate down to a depth of 4.5 feet (maximum), place a minimum of 2.5 feet of sand, and install the air supply line 18 inches below the top of the sand. On top of the sand, 6 inches of 3/8 inch pea gravel will be placed, with the pressure laterals midway in the stratum. A conventional lift station (Anchorage Tank), equipped with a programmable timer, will be utilized so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 5. TOPOGRAPHY: The lot slopes from east to west at grade of approximately 7% to 8%. In short, there are no concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: Given the site restriction, I think the ISF is the most viable option for this lot, short of install a Recirculating Upflow Filter, which would be more expensive. I am open to any suggestions from your department, which would be an improvement to the proposed design. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. If you have any questions, please contact me at 337-6179, or 244-9612.
