This chapter applies to all sources of potable water used by single family residences within the municipality that are not licensed and/or regulated by the State of Alaska. 1 15.55.030 Definitions. A. Prohibited wells. Well pits are prohibited. The Development Services Department may, at its discretion, allow an existing well pit to remain in use if it is shown that the pit provides adequate protection against flooding. B. Well location and minimum setbacks. The location of a well shall be at a site readily accessible year round for testing, repair or maintenance purposes. The commercial drilling of a well and subsequent rehabilitation or deepening operation shall be performed by a licensed well driller. Any drilling method used in the construction of a well shall meet the following requirements: operation. 2. The ground surface surrounding the well for at least ten feet shall be sloped or contoured to allow surface water to drain away from the well. 3. The well driller shall exercise reasonable care during excavation or drilling operation to prevent contamination to any aquifer. 4. Organic drilling fluid may be used only if the fluid is approved for that use by the National Sanitation Foundation (NSF) or by an equivalent organization; these fluids are listed in NSF Standard 60 and NSF Standard 61 and in associated product listings described in these two standards. 5. Water used in the drilling process shall be obtained from a source providing potable water. 1.6.`, Water wells shall be drilled and cased with non -perforated pipe to a minimum depth of 40 feet, in unconsolidated materials and in bedrock. Well seal. The top of the casing shall be closed with a sanitary well seal of a type approved by the Development Services Department. 6. Drive shoe. When the casing is driven or otherwise forced into the well bore, the bottom of the casing shall be protected from damage by the use of a drive shoe or mechanical device. 7. Perforating or slotting. Perforating or slotting of the casing utilized for the purpose of allowing water to enter the well from water producing zones encountered above the bottom of the casing shall not extend higher than 40 feet below the ground surface, unless it meets the requirements of subsection 15.55.060.C.6. F. Minimum water well production and testing. If the minimum sustained rate of production and recovery of a well is less than 150 gallons per day per bedroom as determined by a well yield test and/or recovery test, water storage facilities shall be installed. 2. Well yield testing. Upon completion of a well, a well yield test shall be performed by a certified well driller or pump installer or a certified civil engineer or a hvdrogeologist. The well yield test shall be performed by bailing, air lifting or by pumping. The well yield test shall accurately determine the well's sustained productivity from test data including but not limited to static water level, pumping water level, drawdown rate, recovery rate or any other information useful in determining the sustained producing rate. Engineers detail notes for manhole type: Concrete exterior surfaces of manhole with waterproof bituminous coating. Then seal manhole joints with "Mac Wrap" exterior pipe joint sealer up to top of grade ring. Then wrap the exterior of the manhole with 8 mil. thick of polyethylene encasement material with 3 layers 1.) Min. steel required for barrel as per A.S.T.M. C-478-69 shall be imbedded in base so that first barrel section is connected with base. 2.) All manhole sections shall conform to engineers designs and to A.S.T.M. C-478-69. 3.) And all pipe connections and joints will be wrapped with a water tight seal. A water tight seal will consist of a layer of polyethylene encasement material 8 mils thick and conform to ANSI/AWWA C105 A21.5. Well Data Unfortunately there is no well log on record for this well. However there are enough well logs for the area to to get a good idea of the general soil strata. Steve Panonne provided a number of soil logs for the waiver submittal. Most of the well logs seemed to have more or less the same soil strata. For the purposes of calculating the points according to the D.E.C. guideline, Rolling Hills Estates Block C Lot 2 well log was chosen. The proposed sewer line is going to be 6 feet deep. The soils from the bottom of the sewer line for 61 feet is Gravelly Silt, then 18 feet of Silty Gravel, then 11 feet of Sandy Silt, then 7 feet of Silty Gravel, and then 4 feet of water Sand and Gravel. The Nitrate Samples showed to be low which is well with in municipal standards. Please see permit SW050364. This permit was issued on September 22, 2005 for a well on Rolling Hills Estates Block C Lot 5. The well was issued by Dan Roth, Onsite Program Manager with a special construction technique as a provision. This provision was added to the permit because an encroachment was anticipated soon after the construction of the well. Some time after the construction of the well there is proposed plan for a sewer main extension that will then encroach the newly installed well to service Lot 5. I am also writing to request that four waivers be issued for the construction of a new sewer main in Bailey Street. Soils. Typically the soils in this area are poorly graded sands to silty sands. 2. Waiver Request: The proposed sewer main will connect to an existing manhole in 731 Avenue. It will run north up Bailey Street approximately 282 feet and terminate in a manhole. The pipe joints will be positively connected by the usefield lock gaskets. Further, each pipe connection will be wrapped to provide awatertight seal using material specified in AWWU Design Criteria Manual. The existing manhole currently has all mechanical joirts inside the manhole and is watertight. The proposed manhole will be a watertight manhole with mechanical joints inside. See the attached plan set. Thew plans have been submitted to AWWU(on 9/16/05) for review and comments. 3. Well Construction: The Owners of Lot 5, Block C are in the process of obtaining a permit to construct a new home. A new private well will be required to serve this property. I propose placing the well in the north west corner ofthe lot, near the Bailey Street Right -of -Way. It will be located over 100 feet from any existing septic systemson the surrounding lots. 4. Surface Water: There is no surface water within. 100 feet of the proposed system. The proposed systems will maintain at least 100 feet from all surface water and drainage ditches. 5. Topography: The average topography in the area cf the proposed septic system is approximately two to three percent in the area of the SAS.
