Septic System Owner -installer Agreement
The On-site Water and Wastewater Section (On-site) may issue an approval for a homeowner
to perform work on an on-site wastewater disposal system to serve that individual's owner -
occupied, single-family or duplex home if the homeowner meets and agrees to the following
requirements:
1. The property owner and excavation equipment operator may perform work on no more

Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for
a permit to install a vault privy on Lot 5, Block 4, Raven Mountain Estates, located on Crow Creek Road
in Girdwood. A site plan, design drawings and specifications are enclosed for your review.
The owner of this lot is in the process of applying for a land use permit allowing use of a cabin as a
dwelling on this lot. After consultation with Municipal officials he has elected to install a vault privy to
serve his cabin, because extreme slopes and unconsolidated talus soil preclude the option of installing an
on-site soil absorption system. lie is aware that this permit will not allow him to drill a well on this lot,
thus he plans to utilize water transported in plastic jugs for eating, drinking and washing. The owner is
also aware that his gray water will have to be collected and disposed of properly off-site.
The topography of much of the lot slopes steeply down towards the east at slop: s ranging from 38%
to 15%. The proposed vault privy will be situated on the downhill side of the access driveway at a
distance of more than 100 feet from any surface water or wells.
The proposed project, if operated in accordance with Municipal requirements, will have no
significant impact on present or future water supply and wastewater disposal systems serving adjacent
properties, nor will it have any significant impact on reserved space -surface and subsurface, or on
drainage.

RE: Vault Privy permit for Lot 5, Block 4, Raven Mountain Estates # 1
Dear Ms. Makela:
Per your stipulation on the "pink sheet" dated 7/13/05 we have conducted soils tests in order to
verify soil suitability for the construction of a conventional earth privy on the subject lot. Please see the
enclosed soils log and percolation test results for test hole # 1.
The test hole was hand -dug to a depth of 6 feet by the property owner on August 9, 2005. The
perc test was conducted on 8/16/05, on which date the test hole depth was extended by hand -digging to a
depth of 7 feet and a probe rod was driven in the bottom to a depth of 7.5 feet to confirm the absence of
bedrock or impermeable soil. There was no indication that this total depth represents the depth of
bedrock, but the presence of many huge boulders precluded further digging by hand.
Based on this test hole log and pere test results it appears that a conventional pit privy could be
constructed on this lot. Based on the depth achieved in the test hole the bottom of the privy hole would
have to be no deeper than 1.5 feet below ground level. Additional privy capacity could be achieved by
creating a cribbed enclosure above the present ground level around the privy pit that would be backfilled
with sand.
As you have discussed with both the property owner and myself, the property owner still wishes
to install a vault privy as per our original design submission and permit application. Such a vault privy
will provide a higher level of environmental protection to the immediate neighborhood than would a
conventional pit privy. I understand that your department is still willing to issue a vault privy permit for
this lot now that we have demonstrated the feasibility of installing a conventional pit privy, so we are
hereby requesting you to issue the previously requested permit for which the permit fee has already been
paid. Please give me a call at 345-1355 if you have any further questions on this submission, and please
call the property owner, Craig Schubert, at 4414428 when the permit is ready for pick-up

Vault privy installation
Specifications
1.0 General:
1.1 The scope of the project consists of installation of a vault privy utilizing an approved 500 -gallon
septic tank to contain excreta, which will then be pumped and transported to an approved disposal
facility.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspection.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
2.0 Vault Privy Tank:
2.1 The new 500 -gallon single -compartment septic tank shall be Municipally approved and have a
bituminous coating. The manhole shall be fitted with a waterproof manhole riser extending to just
below the level of the seat in the privy. An uncapped vent pipe made of ASTM D-3034 PVC shall be
plumbed into the side of the manhole riser and from there extended up through the roof of the privy
structure.
2.2 The aboveground privy structure shall be fabricated to the owner's design in accordance with
all of the requirements of the latest edition of the Sanitarian's Handbook or as illustrated on the
Municipal handout.
3.0 Inspection:
3.1 One (1) engineering inspection will be necessary after the privy is constructed to document
conformance with these specifications and Municipal requirements. The owner shall provide a receipt
documenting that the tank is an approved coated septic tank.
