Box 196650 Anchorage, Alaska 99519 Subject: Rabbit Creek View & Heights, Block 4H, Lot 17A Septic System Upgrade Permit Request Ladies and Gentlemen: I am writing to request a permit to upgrade the septic system be issued for this property. The proposed systems will serve an existing four (4) bedroom house. Currently the lot is developed. The existing bed is in failure and will be re -used as a reserve. This lot is served by a private well that is over 100 feet from the existing and proposed septic system. The surrounding lots are also served by private wells that are located over 100 feet from this system. 1. Soils. One test hole was excavated by Pannone Engineering Services in August of 2005, and the ground water monitored for seven days. Groundwater was observed in the hole monitor tubes after the seven day monitoring period at a depth of 4.7 feet during the month of October. Bedrock was not encountered in the test hole. It is my opinion, based on the results of the percolation tests and overall soils appearance; an application rate of 4 gallons/day/square feet should be used for a Cat III wastewater system. A diverter valve will be installed in the auxiliary pump vault and the existing drain field will be re- used as a reserve. 2. Soil Absorption System Design. a. See Sheet 2 of the design package. 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The topography slopes from southwest to northeast at approximately 5% in the area of the proposed drain field. There are no steep slopes in the area. S. A road side ditch with Intermittent flow is not a surface water. Our regulations [ 18 AAC 72.020(b) ] regarding separation distance from water states: The minimum separation distance between the mean annual high water level of a lake, river, stream, spring, or slough, or the mean higher high water level of coastal waters, and a lift station, holding tank, septic tank, soil absorption system, seepage pit, pit privy, or other wastewater collection, treatment, or disposal system is 100 feet, measured horizontally. As you can see, our regs define surface water by specifically listing what we want 100' separation from.... lake, river, stream, spring, slough. A road side ditch does not meet that criteria, and our regs do not state anything about m48 hours after the last rain fall' I do not treat roadside ditches as open waters during my reviews. I am being told that a road side ditch is classified as surface water and my septic system must be 100 feet away. The MoA is saying that because the ditch has run-off water in it greater than 48 hours after the last rain fall event that it is classified as surface water. This particular road side ditch has been dry the entire summer. During the month of September, when we had approximately twice the monthly average rainfall, water showed up. Over the past five days on the intermittent rainfalls that we have had, the water has persisted in the road side ditch. Changes I am requesting that the size of the drain fields be modified. During the installation process the house location was placed approximately five feet further south than my original plan indicated. This meant that the reserve field would have been to close to the house. In the review of the situation, we realized that the drain field size was sized using the incorrect application rate, thus making the field larger that necessary. This letter shows the revised drain field calculations. I am attaching a revised site plan, detail sheet and calculation sheet based on this information. While installing the new STEP tank, we noticed a seam of blue till clay that was not present in trench during the installation of the curtain drain or in the original test hole at approximately two feet below ground level. A second test hole was excavated just west of the proposed primary field location. The seam of clay was present. See the attached soils log for test hole 2. Below the clay layer, to a depth of 10.5 feet, was the silty gravel level. A percolation test was performed on this soil. Mr. Joe Goodall was present and saw the presence of the clay layer. 1. Soils. See the attached soils log. A single test hole was excavated during the investigation process and is attached. Ground water was observed originally at a depth of 4.4 feet in the test hole during water monitoring this fall. A curtain drain was installed, and the water level dropped, indicating that the drain worked to lower the water table. The water table was monitored through the spring high water period. The highest water level recorded on May 20, 2006 was 6.8ft below ground level. Bedrock was not encountered in the test holes. It is my opinion that the overall soils appearance of the soils, an application rate of 4 gallons/day/square feet should be used using an advanced treatment system with an auxiliary pump vault (the distribution system will be pressurized). 2. The ditch is normally dry. 4. Topography: The average topography in the area of the proposed septic system is approximately 20 percent downward to the northeast. 5. Additional Information: A French drain was installed uphill and to the sides of the proposed system. During the seasonal high water event this October, the water levels remained well below the bottom of the proposed system. The drain is a minimum of 12 feet deep and outfalls greater than 100 feet from the proposed SAS. The proposed installation will not affect the future development of the surrounding or existing lots. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with Anchorage Municipal Code (hereinafter, "AMC") 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. Permit. An On -Site Wastewater Disposal Permit as required by AMC 15.65 to construct and operate an AWWTS. 3. Term. The term of this Maintenance and Repair Agreement shall begin on the date of approval by the Municipality to operate the installed system or issuance of a COSA, and shall continue while the AWWTS is in use or is operational or until the property is sold or title is transferred by the owner and a new COSA is issued to the new owner or transferee of the property. 4. Alterations, Installation and Removal of Additional Equipment. Prior to performing any alterations to an AWWTS, the owner agrees to obtain an On-site Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65. 5. Maintenance and Repairs. A. Throughout the term of this Maintenance and Repair Agreement, the Owner shall maintain their AWWTS in a satisfactory condition capable of producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. The owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the municipality and the manufacturer of the AWWTS for the entire term of the AWWTS. In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (l) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the AWWTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. When a record of maintenance is documented and maintained by the system vendor, the owner agrees to allow the Municipality access to this information. D. Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Box 196650 Anchorage, Alaska 99519 Subject: Rabbit Creek Heights S/D, Block 4H, Lot 17A Conditional Certificate of Onsite Approval Request Ladies and Gentlemen: 1 am writing to request a conditional Certificate of Onsite Approval (COSA) be issued for this property. The septic system has been installed, reviewed and approved by your department. There are two outstanding issues that will be addressed in the spring. They are as follows: 1. Topsoil & Seed mound. The cover over the drain field is pit -run gravel and is required to be top -soiled and seeded before final approval. Due to the lateness of the season, top -soiling the mound at this time will cause more damage that do good. There is insufficient time for the seeds to germinate. Although, dormant seeding is an acceptable method of seeding, the Owner wishes to perform this operation under more ideal spring conditions. The side slopes of the mound will be built out to the required 3h to 1v slopes. 2. Final landscaping below Tank. The rough landscaping below the septic tank has created a low spot where storm water accumulates. Your Department feels that this is considered surface water and all parts of the septic system has to be over 100 feet away from surface water. Though we do not agree that a depression in rough -grading where storm water accumulates is considered surface water, we will, in the spring, rcgradc this area and place top -soil and seed to prevent storm water from accumulating in the final grading. 3. Escrow Amount: A recent Conditional COSA (050073 for Skyway Park Est, Block 6, Lot 3) of similar scope required escrowing $1,000 to cover the mount and perform final grading around the septic tank (the actual cost to perform this work came in at $750).
