Box 196650 Anchorage, Alaska 99519 Subject: Grecian Hills, Block 2, Lot 11 Holding Tank Permit Request Ladies and Gentlemen: I am writing to request a permit to install a holding tank be issued for this property. The proposed holding tank will serve an existing three-bedroom house. Currently the lot is developed. The existing septic system is in failure. Due to the high ground water and the lack of receiving soils an on-site septic system is not practicable for this lot. The lot is served by a private well, that is located over 100' from this system. The surrounding developed lots are served by private wells that are located over 100' from this system. 1. Soils. A single test hole was excavated by Pannone Engineering Services in May of 2012, and the ground water monitored for seven days. Groundwater was monitored to a depth of 2.4 feet after the seven day monitoring period. Bedrock was not encountered in the test hole. It is my opinion, based on the results of the percolation tests and overall soils appearance; a holding tank will be necessary in this location. 2. Soil Absorption System Design. a. See Sheet 2 of the design package 3. Surface Water: There is no surface water within 100 feet of the proposed holding tank. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The topography in the area generally slopes to the south at approximately 2% in the area of the proposed drain field. The system currently serves an existing three-bedroom house. The lot is currently developed and is served by a private water system. 1. Tank Replacement. The original 1000 -gallon septic tank was installed in 1981. During a recent repair it was noticed that the steel around the outlet nipple was corroded away. The remainder of the tank is also pitted and is in danger of collapsing.The replacement tank is proposed to be installed north of the existing tank. See the attached site plan. The soils below the topsoil were very uniform in texture, being classified as a very silty sandy gravel. There was ta.ndi.ng water in the bottom of the trench at 8 feet below the around at the interface of the topsoil and the gravel at 2 feet below ground surface due to "spring runoff". A representative sample of the excavated soil was obtained and delivered to our laboratory for analysis. The gradation of this material is enclosed on sheet 13. A percolation test was not performed at this time due to below -freezing temperatures. This in- vesitgation was performed in accordance with your request of March 24, 1977, and those procedures outlined in a letter dated July 15, 1975, by Mr. Rolf Strickland of the Municipality of Anchorage, Department of Environmental Quality. A single test hole was bored within the subject site area for the purpose of defining general subsurface soil conditions for the proposed sanitary system. The well on Lot 13, Block 2.serves a single family residence. ~ater sample results from this well are attached. Phe existing septic system, located on the referenced property, was installed in August 1981. The well located on Lot 13, Block 2 was drilled in August 1983. Due to the~elng installed after the septic system, we understand the well to the leachfield waiver fee is not the responsibility of the owner of the referenced property. The mitigating factors involved which support the issuance of the waiver are as follows: 1. The elevation of the well is at a higher elevation than the existing septic system ground surface, the topography and the heavily vegetated lot would prevent surfacing effluent from reaching the well (see attached site plan with topography). 2. Well logs from neighboring wells show confining clay layers (see attached). This would provide filtering and isolation of septic effluent. 3.
