ANCHORAGE, ALASKA 99516 Per the request of Larry Keller with Prudential Vista Real Estate, on October 25. 2004 1 conducted an adequacy test of the water supply system serving Lot 2, Block 1, Galatea S/D, located at 2327 East 72nd Avenue. While the well yield is adequate for a single-family residence, I have so far been unable to obtain sufficient information to support issuance of either a Municipal or a State Health Authority Approval (HAA) certificate. The following is a report of my test procedure and findings. I was unable to find any information pertaining to your water system from the Municipal files for on-site systems serving single-family residences. Prior to arrival on-site to conduct the test I was unaware that the well serves not only the presently vacant Lot 2, but also a single family residence on Lot 3. Wells serving more than a single-family residence are classified as community well's and are regulated by the State Department of Environmental Conservation (DEC) instead of the Municipality. 1 then went to the State DEC office to research information that might have been recorded regarding this community well, but was unable to find any records that it was ever approved by that office. While there 1 was informed that unfortunately, due to budget constraints, the State DEC is not currently processing applications for approval of small community water systems such as yours. Without a well driller's log it is impossible to know how deep the well is or what its production was at the time of drilling. Secondly, unlike most wells in Anchorage, the wellhead for this well is located inside a well house, and the water line from the pump comes vertically up through the well seal instead of through a pitless adapter. This means that it is impossible to remove the well seal and measure the static water level during the course of the test. Accordingly, the only indication of the well production is the amount of water that can be drawn from the system over time. In order to assess the well yield I ran the pump for 215 minutes, during which period the well produced a total of 634 gallons of water for an average pump rate of 2.9 gpm. The initial pump rate was close to 5 gallons per minute; however it gradually slowed to 2.5 gpm at the end. I think the reduced flow rate was a result of gradual clogging of an in-line filter rather than a reflection of the actual well production. Nevertheless, in the absence of other data, I can only certify that the well is able to produce 2.5 gpm. This yield is adequate for a single-family residence, but is quite low for a community water system, and could cause limitations to the amount of water available to one or the other of the units it serves. Perhaps regular replacement of the filter could result in a greater available well yield. The separation distances from the well to the public sewer and manholes appear to be adequate for either a single-family or a community well, however it is not clear whether the separation distance to the private sewer line from the house on Lot 3 is the required 75 feet away from its community well. Water samples that I collected from the well to test for total coliform bacteria and nitrates are still at the lab, and results are not expected for approximately one week. I will let you know when I have received the results. Frankly, I do not know what to recommend with regard to pursuing formal approval of this water system. Certainly, one relatively straight -forward option would be to have a surveyor determine which lot the present well is located on and then to convert it to a private well serving only that lot. Then, you could apply for a permit and drill a new private well to serve the other lot. Alternatively, one could wait until the State DEC is again in a position to process small community well applications, and then submit appropriate documentation in support of a request for approval of this well. however the lack of a driller's log coupled with the apparent low yield makes ultimate approval questionable.
