Joe,
This follows our meeting this morning. The attached sheets are replies to your comments. 1
understand that more information is required on the trench construction:
The organic layer was stripped off a 10 foot wide section. Two feet (height) of native sandy soil
was placed in this 10 foot wide zone. The sandy soil was obtained from the foundation
excavation. A light dozer completed the work to attain a relative density similar to the native soil
in place. The side slopes are stable and less than the natural angle of repose for this soil. A five
foot wide trench was than excavated to grade level. This was the starting elevation of the drain
rock placement. It is expected that this trench construction will function adequately for the
design.
Hard copy documents will be hand -carried to your office this week.
Spinell homes will be contacting you directly for pickup of the approved COSA.

INEERING MEMO
The Tablelands S/D # 1, Block 9, Lot 4; Reply To Comment Sheet:
1. The 5' wide trench @ grade depth was directed by you. We complied with your direction &
you issued the permit.
2. An agreement for later topsoil/vegetation was submitted; consistent with past submittals.
3. The septic system has been in use by Spinell Homes' cleaning crews. It has also been run by
Pisano and the electrician. On 10/4/06 the system was tested for 3 hours @ about 1,000
gallons pumped into the drain field.
4. The monitor tube was relocated to the original design location & drawn on the site plan.
5. Cleanouts have been labeled.
6. Swing tie numbers rechecked & found accurate. The deck was added to the site plan.
7. The mound elevations slightly changed. A layer of insulation is located over the trench
which is the equivalent of 1' cover.
8. Site Plan is scaled @ 1' = 40'. The deck was added to the drawing.
9. House shifted from original survey. Minor changes made to As -Built.
10. As -built construction very close to design. Minor changes reflected in as -built.
11. Elevations rechecked & slightly modified.
12. Manhole Riser is 4' in height.
13. Testhole elevation is the bottom of test hole. This has been required in past submittals.
These septic systems have been substantially constructed according to the permits. Spinell
Homes would appreciate approval as soon as possible.

The On -Site septic approval from the Municipality of Anchorage for
your property requires that six inches of topsoil be placed on the mound
absorption field and that it be sufficiently vegetated to prevent erosion. This
document can be found in your closing package that is provided to you at
closing.
As the bomebuyer of this property in the Tablelands Subdivision, you
are hereby notified of this requirement. It is possible that the mortgage
company aright require you, the buyer, to place adequate funds in escrow to
assure this work is done by the date given on the Conditional Certificate of

Dear Joe:
A Redesign was completed for the referenced lot following conversation with the MOA.
The trench was raised 2'. This should more than adequately address any seasonal
groundwater fluctuations. The wetlands permit was addressed by the builder, Spinell
Homes, and should be on file at the MOA.
A 4 bedroom home is planned for the subject property. The soil tests were favorable.
Groundwater was monitored and is present @ 11'. A conservative design has been
completed, with a 11' separation to groundwater.
The neighboring lots are mostly developed. This site should not negatively impact any of
the other area lots. The lot slope is relatively flat.
Please review the wastewater system design for the single family home. I have included
design plans & specs, design guidelines, & soil tests. If there is need for additional
information or clarification please give me a call.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is a new 4 -bedroom, single family home. Some of the
neighboring lots are not yet developed. Groundwater was monitored at I V below the
surface in existing monitor tubes. Due to seasonal groundwater fluctuation, a S.T.E.P
system will be installed, manufactured by Anchorage Tank & Welding per Orenco
Systems specifications. After conferring with the MOA, the system depth will be at
ground surface; the organic layer will be removed. This lot is over 1 acre in size and no
adverse impacts are expected from development. The neighboring lots are similar. The
lots are served by a public water system. No conflicts to the other lots will take place by
this septic system construction. The easements are located on the drawing and are not
encroached upon. Soil tests revealed sandy soil with low silt. An application rate of 1.2
GPD/FP with 0.78 reduction factor for utilizing a 5' wide trench. Trench Length = 600
FT2/5'x .78 reduction factor = 78'; 1 line @ 78'. No bedrock was encountered.
Specification Requirements: All components and work must comply with the Municipality
of Anchorage Specifications (AMC) & State of Alaska Drinking Water Regulations and
Wastewater Regulations.
• Two compartment, 1500 gallon S.T.E.P. tank, conforming to Anchorage Tank &
Welding/Orenco Systems Specifications, allowing gravity -flow from outlet.
• Watertight couplings on inlet & outlet
• 5' minimum between the tank and bed. 10' to property lines.
• 2' of cover is required for trench + 1 inch insulation board.
• Tank & solid pipe must be set on well compacted, stable soil
• 4 inch diameter cleanouts with airtight caps are required 1 to 4 feet from foundation wall,
prior to any 90 degree bend in 4 inch line.
• All cleanouts must extend to at least ground level
• Trench to be placed level, minimum of 4' to groundwater, 6' to bedrock from drain -rock
• Drain rock to be %2 inch to 2 %2 inch screened. Drain rock to be distributed uniformly
throughout the trench.
• Distribution pipe shall be 1.25" Schedule 40 PVC w/ 1/8" orifices a 27" on center.
• Force main shall be 1.25" Schedule 40 PVC, conforming to Anchorage Tank &
Welding/Orenco Systems specifications. Force main burial to be 4' minimum.
• Silt barrier (filter fabric) to be installed above the drain rock
• Smeared trench sides must be raked or scarified before drain rock placement
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789, ABS
ASTM D2661, PVC Schedule 40.
• Sewer Service Line is minimum 2% slope
• Septic Tank to be pumped every two years or when required
• Insulation board shall be extruded direct burial polystyrene (Dow Styrofoam HI or equal)
• Maintain minimum 10' separation between water line & wastewater system.

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of Onsite Systems
Approval (COSA) based only upon the representations given In paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On -Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also Issues COSAs upon request to homeowners. Certificates of Onsite Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

As certified by my seat affixed hereto and as of the validation date shown below, I verify that my investigation,
based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate
for the number of bedrooms and type of structure indicated herein. I further verify that based on the information
obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water
supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes,
ordinances, and regulations in effect at the time of installation.
