Bragaw Street Anchorage,Alaska 99519 RE: Lot 8A, Block 1, Eklutna Hts; On-Site Septic Permit (SW020454), COSA & Waiver Dear Ms. Carroll: Reference is made to our recent telephone conversation and your email/letter of 2/20/18, regarding Lot 8A, Block 1,Eklutna Heights. Field testing of the well and septic systems was conducted last week and the results on both were satisfactory,as reflected by the attached COSA application. I have also attached a site drawing with swing tie measurements for all the septic system's standpipes,as you requested in your email/letter. Also,our inspection revealed that, while most of the drainfield meets the 10' minimum separation to the building foundation,the closest portion is 7' from the foundation. The latter part of this letter will address this issue and will request a waiver for the portion of the drainfield that doesn't meet this separation requirement. Finally, you requested that I confirm that the total depth of the drainfield is 8',as was documented by the engineer that designed and inspected the installation of the system . We took measurements during our field testing and found that the depth at the beginning of the field was 9.6' bgs and the depth at the end was 9.3'. As noted earlier, a waiver is needed for that portion of the drainfield,determined to be about 35 percent of its length,that is less than 10' from the building foundation. I request that you issue a waiver for this existing separation and a COSA for this property. It should be noted that the septic system was installed well before the existing residence was built. Also,that the approved site for a replacement drainfield is parallel to the existing one and further away from the residence. Based on the testhole excavated and used for the design of the septic system,the underlying soils (GP&GW)are not only excellent for soil absorption fields, but are also well suited for structural foundations. Our recent testing of the septic system found the drainfield to be dry and it remained so thoughout the test, even with the addition of over MEOW • 150 percent of the design daily flow. Therefore, saturated soil conditions and the resultant impact on bearing loads, appears to have only a limited, if any, impact. The closer proximity of a portion of the drainfield to the foundation is, in my opinion, not a concern and I recommend that a waiver for this separation be issued by the MOA. The subject lot does not currently have a permanent structure located on the lot. Once a Municipal Land use Permit is obtained, the owner, Mr. James Tomer plans to place residential structure on the lot. There is currently no existing well or septic located within the lot boundaries. A new septic is to be constructed and utilized according to current MOA regulations (15.65) and specifications. The system will utilize a shallow trench design, with 36" of effective absorption depth and a total depth of 8' below ground surface, a 5' width and a length of 44'. 2" of extruded polystyrene insulation will be placed over the entire length of the field if 4' of backfill is not placed over the trench and septic tank. A new 1000 gallon steel septic tank (of MOA approved design) will be placed outside of the 100' protective radius of the adjacent well and the proposed well of the subject lot. The construction of this system will not negatively impact the lots surrounding the subject property. All separation distances will be maintained in the construction of this system as required by MOA regulations and specifications. Should soil conditions differ or any other factor arise that changes the conditions used for the basis of this septic design, the engineer and MOA DI IHS On -Site Services will be notified before any modifications are made that differ from the design set fourth in the design packet that is part of the MOA approved permit for a subsurface disposal field for this lot.
