To whom it may concern: Attached is the as -built package for the subject septic system installation (SW980410). The design was modified in conformance with our request letter dated 8/16/99. It is our understanding that Bob Shafer, P.E. submitted original soils logs to your department which identified the future replacement site for a 4 bedroom septic system. The lift station installed by Tweed Excavating is not a 500 gallon lift station as a our original design specified. Per Bob Shafer, P.E., the lift station is a standard package that is manufactured by Orenco Systems, Inc. The unit is 24 inches in diameter, made of fiberglass, and has a maximum capacity of approximately 94 gallons (4 foot liquid level). The lift station floats are set to activate the pump when the liquid level is around 24 inches deep and will dose the system with approximately 20 gallons. Per Bob Shafer, P.E., his Sons firm, Tweed Excavating has installed many of these units in the Anchorage Bowl. Systems which have received DIiIiS approval. Box 196650 Anchorage, Alaska 99519-6650 Attn: Dan Roth Ref: DESIGN REVISIONS: Sewer Upgrade for Lot 7, Bk 3, Majestic Valley (SW980410) Dear Mr. Roth: Based upon our conference call (Jim Cross, Dan Roth, Jeff Gamcss) it appears that DIMS would prefer that a portion of the old drainiield on this lot (installed 6/83), that is within the 100 foot well radius for Lot 8, Bk 3, be abandoned rather than considering a waiver. The 1983 trench is 50 feet long, 5 feet wide, and has an effective depth of 3 feet. This equates to an absorption area of 420 square feet. Given that the soil rating was 140 square feet per bedroom, the trench is sized to handle 3 bedrooms. If 8 feet of the trench is removed (16%), it will only be adequate for 2.5 bedrooms. The trench was recently tested for adequacy and the absorption capacity was about 700 gallons per day. If the size is reduced by 16% it will still be adequate to handle 2.5 bedrooms (375 gallons per day). In order to handle 4 bedrooms and additional 1.5 bedroom system is required. In October of 1998 a 30 foot long, 5 foot wide trench, with 2 foot of effective depth was added to the system The percolation test indicated a rate of 3.5 minutes per inch, which corresponds to an application rate of 1.2 gpd per square foot. The trench was oversized based upon my visual assessment of the soils, using a .6 application rate. The trench has been in use for almost one year and there is no measurable liquid level in it, which leads me to believe that my visual assessment was overly conservative. Based on the 1.2 application rate, and the fact that the trench has an effective absorption area of 214 square feet, the trench should be capable of handling 257 gallons per day (1.7 bedrooms), bring the total capacity of the two trenches equivalent to a 4.2 bedroom system Based upon the above data, requesting that DHIIS allow us to abandon 8 feet of the trench (1983 system) so that it no longer encroaches into the Lot 8, Bk 3 well radius. In addition, we request that you return the waiver package and reimburse AWWC, Inc. the $920.00 waiver fee that was submitted. If you have any questions please contact me at 337-6179. GENERAL: The existing 3 bedroom home is served by a private septic system and a private well. The septic system is functional, but will not pass an adequacy test and must be upgraded. Given the location of the well radii and the site topography, the area available for an upgrade is limited. Rather than install a new drainfield, we are proposing to rebuild the existing one, although, expanding the size of it somewhat. The specifics regarding the design are summarized as follows: 2. SOIL CONDITIONS: A test hole was excavated on September 7, 1998. The soil below the organics is a GM material to a depth of 12.5 feet (bottom of test hole). A small groundwater seep was encountered during the excavation; but after seven day groundwater monitoring, the monitoring tube was found dry. A percolation test was performed between the depths of 4.0 feet to 4.5 feet, and the absorption rate was measured at 3.5 minutes/mch (see attached soil logs); however, the soils visually appeared much tighter. It is our opinion that a 0.6 g.p.d./sq.ft.. should be used. 3. DRAINFIELD DESIGN: The existing drainfield is 50 feet long, 5 feet wide, and has an effective depth of 36 inches. The east 7 feet (approx.) of the trench encroaches upon the protective radius for the well located on Lot 8, Bk 3, Majestic Valley. We are proposing to remove this portion of the trench. Using an application rate of .6 gpd/sq.ft. , the total required absorption area is 750 sq. ft. Assuming a 5 foot wide trench, and an effective depth of 3 feet (reduction factor of .58), the required length is 87 feet. 1 Fs►sr We are proposing to remove all contaminated material, anddfrll the east 7 feet of the truth with filter sand. Ten feet will be added to the west end, and .YS feet will be added to the gest end, making the total length equal to 65 feet. An additional segment, of 30 feet (2 foot effective), will be placed uphill from the existing trench. The total length of the system will be 95 feet, and have an absorption area of 770 sq. ft. Both drainfields will be pressurized. We propose to install a 1300 gallon "Premier" (HDPE) septic tank with a 500 gallon, fiberglass, Orenco lift station. The septic tank and lift station will be installed this fall and the drainfield will be installed in the spring of 1999. 4. SURFACE WATER: There is no surface water within 100+ feet from the proposed upgrade. 5. TOPOGRAPHY: In the area of the proposed upgrade the lot runs from approximately northeast to southwest at a 20 to 25 percent. All effort will be made to insure that no cutbanks will be made during construction. 6. CLOSING: I am open to any suggestions from your department that would be an improvement to the proposed system. I am unaware of any negative impacts that this installation would impose on adjicent wells, or septic systems. If you have any questions, please call us at 337-6179. Box 196650 Anchorage, Alaska 99519-6650 Attn: Dan Roth Ref: DESIGN REVISIONS: Sewer Upgrade for Lot 7, Bk 3, Majestic Valley (SW980410) Dear Mr. Roth: A permit (SW980410) was issued on 10/16/98 to upgrade the failed septic system on the subject property. The upgrade consisted rebuilding the existing trench and adding an additional 32 foot trench, both of which would be pressurized. In October of 1998 the following work was completed: • The old septic tank was pumped, crushed, and filled with soil. • A new 1320 gallon Premier plastic tank was installed • An Orenco fiberglass lift station was installed immediately after the new septic tank. • The new portion of the trench (32 foot segment) was installed uphill of the existing trench • The old trench was disconnected leaving the 32 foot segment the only drainfield in use for the last 10 months. The monitoring tube in the 32 foot segment is still dry after 10 months in use. The intent was to rebuild the old trench in the spring/summer of 1999. Since that time it has been brought to our attention that the new owners actually wanted a 4 bedroom system, and not the three bedroom system initially designed for. We are proposing to modify the design for a 4 bedroom house and perform the following: • Retest the old 3 bedroom trench to see if it now meets the absorption requirements after resting for over 10 months. A presoak would be required. If the system passes for a 3 bedroom, then it, in conjunction with the 32 foot segment would be adequate for a 4 bedroom house. •~ The old trench was dry on 8/9/99. It was filled with 1032 gallons of liquid which filled it to within 2 inches of the drainpipe invert. • On 8/10/99, Twenty hours and 23 minutes later, the liquid level had dropped 12.25 inches. Six -hundred & eighty-four (684) gallons were then added to the trench which raised the level 13.5 inches, to within 3/4 inch of the drainpipe invert. This corresponds to 50.7 gallons per inch. Nineteen and one-half hours later the liquid level had dropped 11.25 inches indicating that approximately 29.3 gallons per hour had been absorbed. This corresponds to an absorption rate of about 700 gallons per day, which meets the MOA absorption requirements for a 3 bedroom house. This trench, in conjunction with the new 32 foot trench segment will meet the needs of a 4 bedroom residence. • We are proposing to insert a 1.25 inch PVC he inside the 4 inch lateral of the old trench so that both the old trench and the new 32 foot segment will both be pressurized for equal distribution. A monitoring tube will be installed at the west end of the old trench. • Since the old trench is only about 93 feet from the well serving Lot 8, bk 3, Majestic Valley, if it is to be used, a waiver would be required. We have pulled water samples from the encroached well and the results indicated 9 O.B., and nitrate levels of 2.44 mg/l. Attached is the waiver justification letter for this encroachment. • We are proposing to dig several test holes near the northeast comer of the lot to establish a reserve area for a 4 bedroom drainfield. Based upon the above facts/data, we are requesting the following: • Allow connecting the old 3 bedroom trench and new 32 foot trench so they are a pressurized 4 bedroom drainfield. • Grant a 90 foot waiver between the existing 3 bedroom trench and the well located on Lot 8, Bk 3, Majestic Valley. • Upon completion of this work issue a non -conditional HAA for a 4 bedroom house, based upon AWWC, Inc. providing soils data confirming there is a suitable site on the property for a 4 bedroom reserve drainfield. The results of the field investigation and adequacy tests are summarized as follows: A. WELL: The static water level on 8/31/98 was measured at 169 feet below top of casing (BTC). Water was pumped from the well at an average rate of 5.64 gpm for a total of 230 minutes (1297 gallons). The level in the casing dropped 1 foot during the first 12 minutes of pumping, to 170 ft. BTC. Throughout the rest of the pumping period, the level remained at 170 ft. BTC. Based upon this data, it can be concluded that the capacity of the well exceeds the Municipal requirements for a 3 bedroom house (.31 gallons per minute), and well produced greater than 3.0 gallons per minute over a four hour period, as required for FIIA financing. B. SEPTIC TANK: The existing septic tank was installed in 1978 (twenty years old). According to the MOA records., it is 1000 gallons, has two compartments and is made of steel. Most tanks of this type have a structural life of approximately 20-25 years. In short, the tank is approaching the end of its rueful life. C. SEPTIC SYSTEM ADEQUACY TEST: Per Municipal files, the drainfield was installed in the summer of 1983 and consists of a 50 feet long, 5 feet wide trench with an effective depth of 36 inches. The total absorption area is 420 sq. ft. Upon our arrival, we measured the sump to be approximately 5 feet deep with a measurable effective depth of 20 inches (meaning the sump extended only 20 inches below the invert). Prior to adding any water, the initial liquid level was measured at 16.5 inches (3.5 inches below the invert) (system is 90% full). After 115 gallons was added to the system, the liquid level rose to 19.75 inches (1/4 inches below the invert). Page Two Lot 7; Block 3; Majestic Valley September 2, 1998 After an additional 186 gallons was added to the system the liquid level rose to 22 inches (2 inches above the invert). An additional 308 gallons was then added to the system through the sump at the end of the trench causing the liquid level to rise to 23 inches, at which time it was noted that an unknown quantify of water had backed into the lift station. At that time, we stopped adding water to the system and waited for the tank and lift station to be pumped. As the septic tank and lift station was being pumped, it was noted that water was flowing back from the drainfield into the lift station. This was not noted earlier, due to the fact that the effluent line within the lift station was submerged and water could not be seen draining back into the lift station. Immediately after pumping the tank and the lift station, the liquid level within the leachfield had dropped from 23 inches back to the 19.75 inches level. The following day, September 1, 1998, at 8:30 a.m. (approximately 16 hours later) the liquid level in the sump was measured at 15.25 inches. We introduced 295 gallons through the sump at the end of the drainfield. which caused the liquid level within the sump to rise to 22 inches, and water began backing into the lift station. Based on this data, we have concluded that the septic system does not meet minimum Municipal absorption requirements for a three bedroom home. D. SYSTEM TERRALIFPED: Given the fact that the system was "Terralifted" by Alaska Drainfield Restoration on/or around May 21, 1998, it is reasonable to assume that the performance should have been significantly better. The long term performance of terra lifted systems is unknown. Given the fact that Terralifting does not remove the biomat, it is likely that the absorption characteristics will rapidly diminish. E. LIFT' STATION: The existing lift station is badly corroded and is not equipped with a high water alarm, as required by municipal code. Whether it is water tight is unknown. It is our recommendation that it be replaced when the drainfield is upgraded.
