4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather

Re: Application for Construction of Onsite Wastewater System

Dear Sirs:
We have prepared and submit herewith an application for a permit to construct a new
septic system on the above-referenccd lot. The application is for wastewater only.
The property is served by community water system ID 213-807 whose well is located
on lot 14.
A site plan dated 11/23/98 at 1:30' scale; a layout plan dated 11/16/98 at l'!=100'
scale; and a septic detail plan dated 11/23/98 at 1:20' scale were prepared and are
attached herewith to show the new system's layout and its relation to the existing
wells and septic systems in the area.
The original site is generally described as an approximate one -acre lot originally
heavily treed with birch trees. The lot is gently sloped at an approximate 13% natural
slope from the back of the lot toward the front of the lot which is bounded by
Chandelle Drive.
Two soil percolation tests were conducted on September 5, 1998 (Testhole 1) and
November 1, 1998 (Testhole 2). Two 16.5 foot deep perforated monitor tubes were
installed on October 2, 1998 and were monitored until November 1, 1998. No
groundwater or bedrock was encountered. Soils encountered in the desired
percolation zone between a depth of about 3 feet and 16.5 feet are described as a
uniform, homogeneous layer of dry hard silty -sand (SM). Soils appear to be uniform
across the site. The calculated percolation rates were 53 and 40 minutes per inch for
TH I and TH2 respectively.
This lot has substantial space for the required and several alternate absorption systems.
The Owner proposes to install two complete absorption systems. The proposed two
absorption systems are located downslope of the proposed residence and will operate
by gravity. In addition, adequate additional space is available on the south side of the
proposed residence. The reserved space is upslope of the proposed residence and can
easily be fed by a lift station at a later date if required.
Based on the need for four (4) bedrooms and an effective depth of 7 feet and a
required application rate of 0.45 GPD/SF the required trench length is calculated to be:

The probable impacts to adjacent properties is as follows.

Wells. A "Class A" community well (ADEC water system number 213-807) is
located approximately 300 northeast and cross -slope to the proposed septic
system. The Class A well serves 7 lots in the area including Lots 14, 15, 16,
17, 24, 25, and 26.
Three residential wells located on Lots 9, 10, and I I are located approximately
300 feet east and up-slope of the proposed septic system. These three wells are
upslope from the proposed septic system. The other adjacent residences
located downslope of the proposed septic are served by the Class A community
well. The proposed location of the septic system is in compliance with current
MOA and ADEC regulations for setbacks between wells and septic systems.
Wastewater Sistents. The proposed septic system will have no impact on
adjacent properties wastewater systems.
Reserved Space. The proposed septic system will not adversely impact
adjacent properties reserved space. A well is not proposed on Lot 16 (this
project). Therefore, setbacks to adjacent properties' septic reserved space will
not be affected. The proposed septic system could preclude installation of new
residential wells on the front 20 feet of Lots 24, 25 and 26. However, Lots 24,
25, and 26 are served by the Class A community well at this time.
Drainage. The probable impact to adjacent property's drainage will not be
affected by the proposed development. The proposed septic system will not
change natural drainage patterns.

system. See the attached letter to the MOA dated 10-1 -98

This serves as my formal request for the Department's approval to permit myself, the Owner, to
construct a septic system on the above -referenced lot. I am a licensed professional engineer, and
own a John Deere 450C Dozer with a backhoe unit. This piece of equipment is well suited to
construct a septic system. I have two months experience operating this piece of equipment, and I
am completely comfortable with my ability to properly construct an approved septic system in
accordance with MOA regulations. I will be attending your excavator's seminar on February 24,
1999.
