At this time the On-Site Water & Wastewater Permit SW060185 has been revoked. This
letter will serve as notice that there is no valid permit to construct a water-well and septic
system.
· Anchorage Municipal Code requires the well on subject lot to any original and
replacement Septic Absorption System maintain a 100 foot minimum separation.

Reinstating the permit will require documentation of Trails End S/D Block 3 Lot 7 well
location addressing all ofthe above issues.

The attached drawing shows the location of the well as constructed on Lot 7, Block 3,
Trails End Subdivision. The septic system on Lot 4 is totally outside the 100' protective
radius. The upgrade site for the system would be an Advantex or similar type system.
The percolation test completed on the lot indicates a 12 minute per inch rate. The
three bedroom home on the lot would then require a 90 square foot absorption area
based on an application rate of 5 gallons per day per square foot. This area is shown
within the 30' radius of the test hole placed in 1998 and more than 10' from the existing
bed.
It appears based on all available information that an upgrade site for a new septic
system for Lot 4 can be found. Please review the attached data and let me know if you
have further questions.

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 7 Block 3, Trails End Subdivision intends to construct a three
bedroom home on the lot. We are therefore requesting a permit be issued for a well
and septic system to serve the new home. The soil conditions, groundwater elevation
and house location make the construction of a conventional septic system nearly
impossible. We have therefore decided to place an Advantex Treatment System on
the lot to provide the most effective treatment of the septic effluent prior to discharge
into the surrounding soil strata. The location of the absorption bed is shown on the
attached Site Plan. Additional documentation is furnished which identifies the wells and
septic systems on adjacent lots.
The test holes placed on this lot revealed silty sand and gravel. The percolation rate in
the materials encountered was 1 to 5 minutes per inch. Groundwater was found during
the excavation from 3' to 6' below the surface. A sub drain was placed this summer to
lower the groundwater level. Recent water monitoring indicates the groundwater levels
have fallen below the bottom of the monitor tubes. We are therefore proposing to place
a three-bedroom Advantex Treatment System. The absorption bed will each be 20'
long x 10' wide. The distribution line in the trench will be placed at the existing ground
level. Coarse sand will be required to replace the existing organic material and fill on
the lot. 3' of fill will be placed above the trenches and 4' over the septic tank to meet
Municipal Code and prevent freezing.
The ground surface of the lot is basically fiat with only minor grades sloping to the west.
The absorption bed will be constructed parallel with the slope as much as possible in
conformance with Municipal requirements. All components of the new septic system
will be constructed a minimum of 100' from any surface water and 10' from the water
service proposed for this lot.

If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

Dear On Site Services Engineer:
The wells located on this and adjacent lots reduce the surface area for construction of a
septic system on this lot. We have located an area in the northeast corner which is
acceptable for an Advantex Treatment System. The absorption bed will be constructed
within 1' of the north lot line. Placement of the absorption bed at this location will have
no adverse affect on wells or septic systems in the area. The use of the Advantex is
also less harmful to the environment than a standard system. We therefore request a
waiver be issued allowing the bed to be 1' from the north property line.

Attached is a drawing showing the location of all wells and septic systems in the area of
Lot 7, Block 3, Trails End Subdivision. There are no conflicts between the proposed
well and septic system on Lot 7, Block 3 and those located on adjacent lots.
We have also included a note on the Site Plan concerning surface water. Some
grading and ditching will be required to insure the 100' separation distance is met. The
homeowner maintenance agreement has been completed.

SUBJECT: LOT 7, BLOCK 3, TRAILS END SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a
new Throe Bedroom Advantex Troatment System, which includes a
septic tank sized for three bedrooms with an AX-20 Pod to serve the
proposed home on the lot. An add on lift station will be requirod as
gravity flow from the Advantex Filter is not possible. The new system
will be placed at the location shown on the Site Plan. The new septic
system also includes the construction of a new 20' long X 10' wide
absorption bed at the location also shown on the Site Plan and at the
configuration shown. The distribution line in the bed will be placed at
the existing ground surface. Coarse sand will be roquirod to roplace
the existing organics and fill material, which must be romoved to the in
situ material below. Total depth of the bed may be as much as 3'
below the ground surface. The new system must be placed a
minimum of 10' from the water service on the lot and those currontly in
place on adjacent lots and 100' from any surface water located on or
near the lot. The new tronch must be covered with a minimum of 3' of
cover. In lieu of cover 2" of direct bury insulation and 2' of cover is
acceptable.
Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
Unless specifically agreed otherwise, the contractor shall be
responsible for final grading aroas subsequently depressed from soil
settling. Property owner shall be rosponsible for revegetation of
affected aroas unless specifically agroed otherwise.
Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
prior approval from D.H.H.S. before beginning system installation.

SEPTIC TANK INSTALLATION
The Advantex Treatment System must be installed in conformance
with specifications and regulations furnished by the manufacturer,
Anchorage Tank and Orenco Systems Incorporated. No variances
from the manufacturer's specifications will be allowed without
permission from the manufacturer and Municipal representatives.
A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the bed shall be within 2" of level.
Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.

Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trenches to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).
5. A permeable geotextile fabric (Typar, Mirafl or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
SAND GRADATION:
1. Sand used to level the new absorption bed must have the following
gradation:
50% Passed the No. 4 Sieve
2% Passed the No. 100 Sieve
1% Passed the No. 200 Sieve
2. The sand source must be approved prior to use.

INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as-built of the completed system.

east and 10' further south. I have moved the alt=mate site on Lot 3 to where it Is
now 40' from the property line. It looks like everythlng will work.
