Therefore, we are submitting this permit application for a new field. The lot slopes to the north at about or under 15% and the design we are proposing is a bed type, mounded system. The proposed bed will have a barrier up-grade and down-grade to force effluent downward and to prevent the possibility of lateral effluent migration. Since the slope is greater than the 10% limit for bed type systems in the MOA, we request a waiver to install an absorption bed on a 15% slope. Wells on this and adjacent lots are shown. No well or septic system on this lot or adjacent lots will have any effect on the new proposed septic location. The proposed bed will be at least 10’ away from the foundation and 6’ away from the existing bed. Please refer to the attached plan and profile for the septic design. If this design is followed, there will be no adverse impacts to adjacent properties. Box 196650, Anchorage, Ak 99519-6650 (907)343-7904 Ref: Proposed Septic Upgrade for Rabbit Creek heights Subdivision; Lot 12, Block 4, To whom it may concern: The subject property has a 3 bedroom house and a 1 bedroom mother-in-law apartment and is served by a private well and three holding tanks. Two test holes were excavated on the property. At the time of excavation, both test holes were found to be unsuitable for an on-site absorption septic system because of high groundwater. Test hole # 2 was found to have 10 to 18 inches of unsaturated receiving soils. Based upon this information, a curtain drain was proposed above test hole #2 to see if the groundwater level could be lowered. The curtain drain was installed on October 14,2004. Five days after the curtain drain was installed the monitoring tube for TI I#2 was checked and found to be at 3.5 feet, a drop of 6 inches from the previous readings. According to the homeowner, the holding tanks have been leaking and taking on groundwater. Based upon this information, it was our opinion that the holding tank may be influencing the groundwater levels in the test hole. On November 9, 2004, both holding tanks for the house were pumped out. The next day, 11/10/2004, the monitoring tube was checked and found to be at 3.75 feet, a 3 inch drop from the last reading. On 11/15/2004, the groundwater level was found to still be at 3.75 feet. It should be noted that there was heavy melting and rainfall during the 11/10/04 and 11/15/04 readings with water running into the bench. It also should be noted that prior to the curtain drain installation the groundwater level did not fluctuate during the summer months. Based upon this information, it is our opinion that there is now 2 feet of unsaturated receiving soils which will allow for an on-site absorption system. It is also our opinion that over time the curtain drain will further "dry out' the property and create more receiving soils. We are proposing that a 1500 gallon Advantex Treatment System with a pump vault and a pressurized bed type drainfteld be installed. Prior to submitting this design, the proposed upgrade was discussed with Dan Roth. Comments regarding the proposed design are summarized as follows: 1. SOILS: Attached is a log which shows the soil classifications, groundwater monitoring, and the percolation test results. We are proposing to use the 30 foot radius around test hole #2. It is our opinion that due to the overall appearance of the soils, an application rate of 3.0 gallons/day/ft' should be used. 2. TRENCH DESIGN: a. Percolation Rate: 16.4 minutes/inch b. Proposed Application Rate: 3.0 gallons/day/ft' c. Design Flow: 600 gallons per day 3701 E. SURFACE WATERS: The outfall for the new curtain drain is near the southeast comer of the property. The septic upgrade will be installed 100+ feet from the outfall. 4. TOPOGRAPHY: As can be seen on the attached topography site plan the proposed drainfield is to be installed on a 10+/- percent slope running approximately south to north. The area around test hole #2 is generally flat. We do not anticipate any slope concerns with the installation of the septic system. 5. WELL WAIVER REQUEST: As can be seen on the attached design, we are requesting a 75 feet waiver from the existing well to the proposed drainfield. The following are some mitigating factors for the justification of the requested waiver: The existing well is uphill from the proposed septic system and the house is between the well and septic system. If the septic system was to overflow, it would not travel toward the wellhead. The Advantex treatment system is to be installed with a "Vericomm ' system that alerts the service provider, Anchorage Tank and Welding, Inc., of an alarm condition, so that problems can be corrected immediately. The effluent that comes from the Advantex tank is treated to M.O.A. secondary standards. As can be seen on the attached well logs, the aquifer is relatively shallow. However, the holding tanks that were installed in 1985 are only 60 feet from the well. Recent water sample results indicated nitrate levels to be 1.09 mg/L and no bacteria present (see attached). An existing waiver was granted on 10/4/1985 (WR85-033) by your department. Based upon the aforementioned facts and the previous granted waiver, it appears that there is minimal risk in granting the requested waiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either all unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall goverl the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement. The drainfield has been in use for over 18 months with no problems. At the time on construction, the slopes did meet the 3:1 slope requirements. Holding tank permits - two 2000 gallon holding tanks were installed in 1979 for a two bedroom residence. One 2000 SYSTEM DESIGN gallon holding tank was installed in 1981 for a hobby shop with one restroom. These holding tanks were installed since the soils on the referenced property are unsuitable for on-site waste water disposal systems. One of the holding tanks serving WELL INSPECTION the two bedroom residence requires a waiver of the horizontal f FLOW TEST separation distances to the private well of 60 feet. All of the holding tanks were tested by our office and we are able to substantiate the integrity of the tanks and verify that water tight seals do exist at the entrance and exit SITE PLANS to each tank. The topography between the well and the holding tanks is generally at 0 slope. It is our opinion that contamination is unlikely from bacteria. Attached is a recent coliform bacteria analysis showing satisfactory results from the existing well. ROAD DESIGN B. Well permit - A private well was drilled on this property in 1980. In accordance with the attached well log, the area between 0 and 10 feet is mostly clay with some sand and gravel SOIL TEST and the area between 10 and 18 feet is silt, sand and gravel. It is the area between 0 and 10 feet that contains the holding tanks. With this soil it is highly unlikely that contamination of the well would occur. PERCOLATION TEST Also included for your review is a copy of the holding tank maintenance contract, well log, and an annotated as -built drawing showing the approximate locations of holding tanks and other improvements. These facilities have been in operation for over five years and it is our STRUCTURAL& opinion that the horizontal separation distance prescribed in table MECHANICAL INSPECTIONS A of 18AAC72.021 are not necessary in this case.
