The On -Site Water & Wastewater Program has reviewed the following cases and has
these comments:

2. The engineer's cover letter refers to 4 lots and one tract, which is not
developable. However, the site plan shows six proposed lots.
3. An accurate topographical map of the proposed subdivision must be
submitted to show that the proposed development meets the slope and
slope setback requirements of AMC 15.65.
4. An aquifer test must be conducted to determine the availability of
water to serve the proposed subdivision. A minimum of one pumping
well and two observations wells shall be constructed for this test.

Information to satisfy the requirements specified by AMC 21.15 and AMC
15.65 must be submitted for each lot within this proposed subdivision.
This information must include, but may not necessarily be limited to:
1. Soils testing, percolation testing, and ground water monitoring must be
conducted to confirm the suitability for development using on-site
wastewater disposal systems. Ground water monitoring must be
conducted during high ground water season in either the fall (October) or
spring (April -May).
2. Areas designated for the original and replacement wastewater disposal
system sites must be identified and must meet all criteria specified in
AMC 15.65 including slope and slope setback requirements.
3. Supporting documentation on water availability must be provided.
4. A nitrate model or engineer's report shall be submitted showing that the
development of this subdivision will have no adverse affects on the
existing wells serving the surrounding properties.

Dear Reader:
We originally completed the investigation of your parcel for subdivision into 4 lots and a tract.
The report concerning that work was forwarded to you in July of 2002. Since that time you
have reconfigured the subdivision into 6 lots. Our geotechnical investigation indicates six lots
may be feasible with the use of the Advantex or other high technology septic systems
currently in use in the Municipality.
Problem areas on your parcel occur in the southwest corner where only 3.5' of soil was found
above bedrock. The Municipal ordinance governing septic systems requires a minimum of 6'
separation from bedrock. This can be achieved by elevating the absorption bed with coarse
sand as long as a minimum of 2' of in situ material is available that is neither saturated nor
impervious. In the southwest comer of your parcel as much as 4' of coarse sand may be
required.
We recommend further field study to determine if other acceptable areas for septic systems
are available on the parcel. It is our opinion, however, that with the use of the Advantex
Treatment System a septic system meeting the requirements of the Municipal ordinance
could be constructed on each of the six lots. Some grading and site work may be required to
insure all setback requirements are met.

Geotechnical Investigation and Septic System Feasibility Study
Dear Joe:
At your request we completed a geotechnical investigation and septic system
feasibility study on a 40 -acre land parcel located just south of Paine Road in Bear
Valley. Our directive was to locate suitable areas on the property to allow
subdivision into 5 or 6 lots. Test holes were placed on each of the proposed lots
for the construction of on site septic systems capable of meeting the
requirements of the Municipal Ordinance for the treatment of domestic effluent
from homes to be constructed in the subdivision.
Thomas Enterprises of Anchorage between June 26 and June 28, 2002,
completed the excavation work. A total of 15 test holes and 8 test pits were
placed.. Test holes were dug as deep as possible or to bedrock utilizing a track
mounted backhoe. Test pits were dug to bedrock and the materials encountered
in the pits logged. A monitor tube was placed in each hole where appropriate.
Percolation benches were then constructed at various depths in the holes, but
primarily between 4' and 7' below the original ground surface. A percolation
cavity was prepared to determine the absorptive characteristics of the soils
encountered in the test holes. The cavity was presoaked in accordance with
Municipal requirements and a percolation test performed. The results of the tests
are included in the attached documentation.
The underlying material encountered in the test holes varied throughout the site,
but was primarily composed of well to poorly graded gravels with silt contents
ranging from 5% to over 25%. The percolation rate of materials encountered
also varied from less than 1 minute per inch to 30 minutes per inch in areas with
higher silt contents. The majority of the tests, however, were between 1 and 5
minutes per inch. Groundwater was encountered in only 3 of the test holes.
Water monitoring completed over the ensuing 14 -day period further indicated no
groundwater except in the 3 holes.

The ground slopes throughout the subdivision are very steep, but test holes were
placed in areas where a separation of at least 50' from any break in grade of
25% or greater could be attained. Grading will be required in most instances to
meet the Municipal requirement of a 50' separation between a septic system and
a 25% break in grade. An accurate topographic survey will be required by the
Municipality to verify the surface slope at the location of the proposed septic
systems.
Bedrock was found in many of the test holes at varying depths. The Municipal
ordinance governing septic systems requires a minimum of 6' separation
between the bottom of the absorption system and bedrock. This can be
achieved by mounding above the ground with coarse sand and placing the
absorption system atop the sand. In the past, the Municipality has required the
use of nitrate reducing septic systems in areas of shallow bedrock and steep
slopes. These systems will probably be required on your development also.
Although these systems are more expensive than standard gravity septic
systems they require much smaller absorption beds and have an indefinite life
span when properly maintained.
The R-10 SL Zoning requires lots be a minimum of 7.5 acres when slopes on the
property are greater than 30%. In addition, the lot must have a minimum of at
least 300' in width. These requirements would allow a total of 4 lots on this
property in the north south direction and a 10 -acre tract at the southern
boundary. At this time we have been unable to find suitable septic system sites
in the 10 -acre tract at the top of the parcel.
Test holes were located in areas, which were assumed to be the primary location
for the new septic systems. These locations are shown on the attached map,
which define the area of the subsurface study. Please review the attached data
and advise if you have any questions. A final report showing the reserve areas
and location of the proposed wells to serve each lot will be required by the
Municipality of Anchorage Development Services Department before approval
will be given for the subdivision.
