Septic tank installation �1®®®����
Dear On -Site Services Engineer:
The STEP tank that was installed last year should have been a steel 1,500 -gallon tank with an
epoxy protective coating, and there is an available design that was approved for installation within
the Municipality. However, a 1,250 -gallon STEP tank was installed instead. It was brought to our
attention after the installation that there are no steel tanks of that size approved for installation.
We have discussed the design of the tank with the manufacturer. The larger tank is certified
structurally for the loading of the soils after burial, and the coating is one that has been approved
for corrosion protection. This smaller tank is built with the same materials and thickness, and has
the same diameter. It is structurally as sound as the larger tank. In addition, the coating on the
1,250 -gallon tank is the same epoxy coating used on all currently approved tanks. We are therefore
willing to certify this smaller tank for the same purpose.
We request that this tank be approved for this specific installation. Thank you for your

Septic system design
Dear On-Site Services Engineer:
The STEP tank that was installed last year on the subject property has collapsed, so we are
submitting this permit application for its replacement. The attached site plan identifies the location
of the home as well as the proposed well and STEP tank site. No conflicts exist between this
proposed tank location and any other well or septic system, whether on this lot or adjacent lots.
The new STEP tank will be a steel 1,500-gallon tank with an epoxy protective coating. Please refer
to the attached plan page for the septic design. If this design is followed, there will be no adverse

Dear Mr. Reid:
Your request for waiver of the required separation distance from
a mound type absorption field to a stream cannot be approved at
this time. The waiver can be considered after ground water is
monitored through spring breakup.
As discussed with Mr. Wien of your staff, three(3) water
monitors should be placed approximately ten(10) feet from the
mound. The monitors should be located on the NE, SE, and SW
corners of the mound. The monitors should be a minimum of
four(4) feet deeper that the gravel base of the mound and two(2)
feet deeper than the stream bed in question.
We should determine from these monitors: 1) If the water table
is a minimum of four(4) feet from the bottom of the mound and
'the water table is a minimum of two(2) feet from the stream bed;
2) the direction the ground water table is flowing.

RE: Lot 3, Block 1, Rabbit Creek Heights Subdivision
On October 19, 1988, a new sewer system was installed at the
subject lot. It consists of a mounded bed absorption field
measuring 20' x 27' with 2' to 3' of sand fill beneath, and
a 1250 gallon lift station tank. Approximately one week
after completion of the sewer system, Dan Bolles of your
office was on-site in response to a complaint about the new
well that had been drilled at the west end of the lot. Mr.
Bolles noted water in the road drainage ditch along Carl
Street at the east end of the lot, and determined at that
time that the road ditch was a stream. !He then red flagged
the'job due to the new absorption field being less than 100
feet from this "stream".
Prior to my designing of the sewer system, I talked at
length with you about the definition of streams, who makes
the determination of streams and the current status of the
road drainage ditch by this lot. You informed me that ADEC
and the MOA are the only ones to make such a determination
and that no road drainage ditches in Rabbit Creek Heights
Subdivision were currently classified as streams.
Therefore, the design was completed and submitted, a permit
obtained and the system then installed per the approved
design.
Due to the red flagging of the system, ue are now requesting
@ waiver of -the -separation -distance from the -absorption'
Ifield to surface water of 40 feet'.
Elevations were taken at various points around the bed.
Refer to Sheet 1 showing elevations and contour lines which
show the surface drainage pattern around the mounded bed.
As you will notice, along the east lot line there is a high
ridge between the stream and the base of the mound. This
ridge prevents surface drainage from reaching the stream and
forces it to flow north and northwest. From elsewhere
around the mound, drainage is to the west and northwest,
which is all away from the stream. Referring to Sheet 2,
details A and B show relative elevations of the stream, the
ridge along the east lot line, the base of the mound and the

sewer rock area. Adjacent to the bed, the stream is
slightly lower than the sewer rock. At the southeast corner
of the lot, the stream is at about the same level as the
sewer rock, and further south it is above the rock. You
will also see that the sand filter beneath the sewer rock
extends approximately 2 feet below the stream level. The
bottom of the sand is 2 feet above the ground water table.
The sidewalls of the sand area and sewer rock are lined with
visqueen to prevent lateral drainage of the effluent.
Looking again at surface elevations, contours, water tables
and soil conditions, it would be permissible to presume that
the natural subsurface flow of effluent would be to the
northwest and well below the level of the stream.
Based upon the attached information, we do not feel there is
a threat of contamination to the road drainage ditch/
"stream" along Carl Street, and request that you grant a
waiver of 40 feet for absorption field to surface water.

Dear Dr. Reid:
Your request for waiver of the required 100 feet separation of a
septic system absorption field to a surface water has been given
a conditional approval at this time. This conditional approval
is for a separation distance of 40 feet from the mound type
absorption field to the stream that flows in the road ditch
along Carls Road.
Reasons for granting conditional approval of this waiver request
are; 1) as you pointed out in your waiver analysis submittal to
us, the surface of the ground slopes down gradient away from the
stream toward the drainfield, 2) you also mapped the elevations
of the subsurface groundwater table around the drainfield
through the use of three groundwater monitor tubes and
determined that the slope of the groundwater table is also down
gradient away from the stream as it passes under the drainfield,
3) finally, you established through your engineering analysis
that because of the elevation differences of the subsurface
groundwater and the stream bed, there appears to be no
significant risk of drainfield effluent mounding beneath the
field and travelling up gradient to the stream.
The conditions of this waiver approval are as follows:
1. If at any time contamination of adjacent surface waters
is attributed to the operation of the drainfield, this
waiver will become void and the drainfield will have to
be properly abandoned and relocated.
2. The groundwater monitoring tubes currently located on
three sides of the drainfield shall remain in place as
long as the drainfield is in use. This will be for
purposes of future groundwater monitoring and sampling
for possible contamination.

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Backfilling of any system without final inspection and approval by this departmen+

Minimum distance between a well and any on-site sewage disposal system is 100 fee
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

We are submitting herewith the test boring results and our comments regarding
soil conditions encountered at the subject site. This investigation was performed
in accordance with your request of August 15, 1972, and those procedures outlined
in a letter dated September 13, 1971 by Mr. Rolf Strickland of the Greater Anchor-
age Area Borough Department of Environmental Quality.
A single test hole was put down within the Lot 3 area for the purpose of defining
general subsurface soil conditions for the proposed sanitary system. Excavation
was accomplished with a tractor -mounted backhoe and the test hole was extended
to a total depth of Il feet below ground surface. The final log prepared for the
test hole has been included in Drawing A-01.
Ground water was encountered in the test hole at a depth of 11.0 feet.

engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued with
new water sample results less than 30 days old. (Certificates may be reissued for a period of up to one year with
valid water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public
water system. The Municipality of Anchorage is not responsible for errors or omissions in the professional
engineer's work.

After the sewer system upgrade on the subject lot, your
office classified the road ditch along Carl Street as a
stream. Per your January 16, 1989, letter, three monitor
tubes were installed around the bed to monitor the
groundwater level and flow direction in reference to the
stream. Throughout the summer of 1989 the groundwater
level, as you know, had maintained at least 4 feet below the
absorption bed. Water levels in the three monitor tubes
have shown a flow direction to the northwest, which is away
from the stream. The water table is also below the stream
bed. Surface drainage from the mounded bed area will not
flow into the stream as there is a higher ridge between the
two. Surface flow is to the northwest. A few times last
summer the stream was noted to be completely dry. Many
other times, it barely had any water at all. During breakup
and periods of heavy rain the stream does flow from surface
water. This stream does not flow constantly year round.
Contamination to the so-called stream is very unlikely.
As there is no other suitable area on this lot to support an
on-site absorption system, we request that you grant a
waiver of 40 feet for absorption area to surface water.

grounds on this lot. We cut off the standpipes below ground

detector if lot corners are removed.

Dear Dan:
I have reviewed our report of March 23, 1990, and I would
like to add the following information which may clarify the
flow of water in the road ditch on this lot.
When we applied for the waiver, our contention was that the
water in the road ditch was higher than the water in the
test holes that we had placed on the lot. In 53 feet the
road ditch has a drop of 3.5 feet. This is, essentially, a
6% grade. The ground level pitches from the southeast
toward the north northwest on this lot. Our report of
January 6, 1989, had a drawing which shows this slope to be
away from the road ditch. The levels at the road bank are
higher than farther back on the lot. The surface water flow
Is essentially from southeast to northwest. Lot 4 is lower
than Lot 3. Were the sewer system to overflow the drainage
would not be toward the road ditch, but toward the northwest
which puts it farther away from the road ditch.
The house is a 2 bedroom, single family home. The mounded
sewer system has an area of 540 ft2. Were the home owners
to use a full 150 gpdpb, this would raise a free water
surface by 0.07 feet. More likely, the water use would be
half of that shown. Assuming the gravel has approximately
40% void space, the total rise would be less that 0.2 ft.
The elevation difference between TH 2 and the bridge is 0.1
ft. It is highly unlikely, because of the flow resistance
of the subsurface water, that 0.1 ft differential over a
distance of 40 feet would allow flow to occur. The
resistance of flow in the groundwater would probably be
higher than 0.1 ft. The lower water use would rise to the
same elevation as the water surface at the bridge.
It is even more unlikely that flow of the water would be
from the bed toward the road ditch.
From the evidence we have collected, and in my professional
opinion, the flow will be to the northwest, which puts it
away from the road ditch. Therefore. I do not believe the
fact that the system is approximately 35-40 feet from the
road ditch will create a health hazard. I have included a
modified copy of our sheet 4 of 4 that shows the relative
elevations in feet and the direction in which the water
would flow.

After installing the curtain drain on lot 3, block 1, Rabbit
Creek Heights we again tested the seepage.pit. This time it
passed. The pit is capable of absorbing over 300 gallons per
day. The surge capacity is in excess of 200 gallons.
A soils test is included for future reference in case the
system needs to be enlarged or replaced.
The curtain drain is working well. I estimate it to be
producing 2 gallons per minute of water from the slope above
the system.

On May 8, 1981 I performed an adequacy test on a house located
at lot 3, block 1, Rabbit Creek Heights. It failed as the
entire system was filled with water. As you can see from the
drawing the system acts as a dam for surface water draining
toward the lower park of the lot. This floods the system to
the point that it does not work. I have looked at other parts
of the lot but the vegetation is the type that grows in wet
soils. Also, the piping would have to be totally rerouted
around the house.
The only feasible solution would be to place a curtain drain
upslope of the system as per the attached drawing. Then the
system should start working.

We received your recent letter and would like to
take this time to supplement the information therein.
We have completed all the requirements for approval by
your office, except for the septic system.
We have had the plumbing changed per your request.
We have had the well casing extended 12 inches above ground
level and have filled in the ground around it. The water
has been tested and found to be satisfactory.
Dr. Lee Reid has recently engineered a plan for the
correction of too much ground water near the septic
system and an earthmoving contractor has been contacted.
Upon receipt of Dr. Reid's engineering drawings, the system
will be immediately corrected.
We stand ready to continue to cooperate with your
department. if closing on our house is before the septic
system is corrected we will, of course, escrow the amount
necessary to complete the corrections.

Subject: Lot 3 Block 1 Rabbit Creek Heights Subdivision
Approval for the individual sewer and water facilities
cannot be granted until the following items have been
completed:
(1) The water analysis report needs to be delivered
to this office from the Chem Lab, 5633 B Street,
for .our review.
(2) The depression around the well casing needs to be
filled in with impervious type soil so that it slopes
away from the well casing.
(3) The well casing extended twelve(12) inches above
ground level.
(4) The septic tank pumped with a receipt submitted
to this office.
(5) A four(4) inch cast iron cleanout needs to be
installed to the seepage pit.
An adequacy test needs to be performed on the existing
`t leaching area. This test will determine if the system
is adequate according to National Standards. A listing
b 1� of private firms performing the test is enclosed.

(7) All wastewater must be discharged into the sewer
system. The drain pipe in back of the house is
discharging sewage directly onto the ground surface.
Please notify this department for a reinspection when the
noted descrepancies have been corrected. If there are
