'ON ROAD
The purpose of this letter is to provide the required design narrative in support of our application
for a permit and waiver to upgrade the wastewater disposal facilities on Lot 5, Block "B", Zaritha Vista
S/D, located at 10960 Snowline Drive. In order to allow the construction we are also requesting
issuance of a waiver allowing the proposed trench to be installed as close as 50 feet from the access riser
of an existing underground potable water storage tank. Soils logs, pere test results, a site plan; design
drawings and specifications are enclosed for your review.
The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the
soil log, the native material between 3 and 13 feet below ground level is a silty gravel with a measured
perc rate of 2 minutes per inch. Using a conservative soil application rate of 0.8 gpd/sq. ft., this 3 -
bedroom residence requires a total absorption area of (3 x 150)/0.8 = 563 square feet. The proposed 42 -
foot long trench design with an effective gravel depth of 7 feet has a total absorption area of 588 square
feet.
The topography of the lot in the area of proposed construction slopes down towards the west-
northwest at approximately 15%. The alignment of the proposed trench axis will be slightly curved to
conform to the contour of the land.
As illustrated on the site plan, in order to maintain the required 100 -foot separation distance from
the well located near the west end of the property, the proposed trench will have to be installed
approximately 50 feet from the access riser of an existing buried steel water tank. Accurate
measurements can only be made between visible risers, but it is probable that that closest comer of the
tank itself is as close as 48 feet from the proposed trench. In constructing the trench we will attempt to
maximize the distance from the water tank, subject to maintaining the required 100 -foot separation from
the well.
The water storage tank was installed in 1990 by Jim Ridgeway at Anchorage Well anPump
Service. At the time of installation there was no code required separation distance between buried water
storage tanks and septic system components. While Mr. Ridgeway has no detailed records documenting
the installation of the tank, he verbally reported to the owners that he thinks it is an 840 -gallon steel tank
manufactured by Greer with a usable capacity of 750 gallons. According to Greer these water tanks
were manufactured of 10 -gage steel and are 64 inches in diameter and 6 feet long with an epoxy coating
inside and out.
The submersible water system pressurizing pump is accessed through a six-inch steel user pipe
that protrudes above ground level at the east end of the tank. The water tank access riser is fitted with a
gasketed well seal and is located 30 feet from the septic tank cleanout and 63 feet from the cleanout for
the existing concrete -ring seepage pit. Because these septic system components predate adoption of the
separation distance requirements contained in the more recent well code I understand that no waiver is
needed to allow their continued use.
The proposed new soil absorption trench is located in a downslope direction from the water
storage tank. Because the tank is buried at a relatively shallow depth there is no conceivable way that
septic contamination from the trench could percolate in an uphill direction through the soil to the
vicinity of the tank, and then make its way into the tank to contaminate the potable water stored therein.
I have discussed the specifics of this waiver at some length with both Joe Goodall and Dan Roth at DSD,
and have been assured by Dan that a waiver could in fact be granted, based on the fact that the soil
absorption trench is located downslope from the water tank.
The closest portion of the proposed trench is located significantly further from the water storage
tank than the existing 32 -year old concrete septic tank and approximately the same distance away (but
further downslope) from the absorption gravel surrounding the existing concrete ring seepage'pit.
Further justification in support of granting the requested waiver is the fact that water samples I collected
on July 27, 2006 showed 0 coliform or other bacteria and only 0.30 mg/l of nitrate -N. These test results
indicate the absence of any discernable contamination. I
The proposed project will have no significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor will it have any significant impact on
reserved space -surface and subsurface, or on drainage. I

Wastewater disposal system installation
Specifications
1.0 General:
1.1 The scope of the project consists of construction of a 42 -foot long soil absorption
containing a total of 7.5 feet of sewer gravel.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspection:
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to
around any buried utilities.
1.4 Unless agreed otherwise, the contractor shall be responsible for any tree clearing and
grubbing necessary to complete the project.
1.5 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.6 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 Septic Tank:
2.1 The existing "Espinosa" concrete septic tank is planned to be retained in service, based on
the presumption that the concrete structure remains sound.
2.2 A double cleanout shall be installed in the waste line downstream of the septic tank at the
point where it emerges from underneath the patio deck.
2.3 A "Bull Run" diverter valve shall be installed immediately downstream of the double
cleanout allowing septic tank effluent to be switched back to the original concrete -ring seepage pit as
desired to prolong the life of the new soil absorption trench.
3.0 Soil absorption system:
3.1 The soil absorption system shall be constructed by excavating a 42 -foot long trench to a
depth of 11 feet below ground level. The long axis of the excavation shall parallel an existing contour of
the land.
3.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces hall be
raked to allow proper infiltration.
3.3 A total of 7.5 feet of approved sewer gravel shall be placed in the bottom of the excavation
with the perforated distribution pipes laid level such that the pipe inverts are no less than 7.0 feet above
the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3%
passing the #200 sieve.
3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown
on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A
minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less
than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the
gravel, in addition to the filter fabric.
3.6 The top surface of the cover material shall be raised a minimum of 6 inches highei than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to
have the site finish graded after the backfill material has stabilized, and for placement of adequate

4.0 Inspections:
4.1 A total of 4 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected
up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and
grading is complete.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far
in advance to ensure the availability of the engineer.

.Dear Mr. Spach:
We are submitting herewith the test boring results and our comments re-
garding soil conditions encountered at the subject site. This investi-
gation was performed in accordance with your request of June 11, 1974,
and those procedures outlined in a letter dated September 13, 1971 by
Mr. Rolf Strickland of the Greater Anchorage Area Borough Department of
Environmental Quality.
A total of two test holes was put down within the Section 24 area for
the purpose of defining general subsurface soil conditions for the pro-
posed sanitary system. Excavation was accomplished with an auger type
drilling rig and the test hole was extended to a total depth of 25 feet
below ground surface. The final log prepared for the.test hole has been
included in Drawing A-01 and A-02.
Ground water was not encountered in the test hole.
Original boring completed for Mr. Carl Luchsinger before purchased by
Mr. Spach. This report has been changed to reflect new ownership.

The soil test taken for septic system application came in at a 200
from the 5'5 level to 11'5" depth. The soil sample was taken by R & M,
Inc.
At the time of final inspection, on 10-29-74, I took two soil samples at
3' and 8' levels and the G.A.A.B. soils lab ran a sieve analysis on 10-29-74.
The result of the 2' to 6' layer averaged between (SM/SC) 250 a and
275 �, and the 6' and beyond layers also came in at (SM/SC) 250 to 275 .
Both layers were actually slightly beyond our 250 0 cut off point. Because
of th orginal R & M soil test, the system passed final inspection but it will
have a doubtful life span.

Dear Sir:
At your request our office conducted a percolation adequacy
test on your existing septic system at the above -referenced
location during the period June 10-129 1981. The Municipality's
Department of Health and Environmental Protection reported
that your septic system consists of a 1250 -gallon septic tank
which is connected to a seepage pit, approximately 30 feet away.
The seepage pit consists of three 3 -foot deep concrete rings.
The septic tank had not been pumped prior to the percolation
test. Since the 3 -bedroom house had been occupied up to the
time of the test, a normal degree of saturation within the leach
field is assumed.
In accordance with the Anchorage Municipal Code, Chapter 15.65,
Waste Plater Disposal Regulations, any on-site sewage disposal
system "shall have adequate capacity to properly dispose of the
maximum daily sewage flow." The Maximum daily flow is computed
at 75 gallons per capita -day (gcpd). Since "the population of
dwellings shall be estimated at two persons per sleeping room,

the maximum daily sewage flow for your.3-bedroom house is 450
gallons per day (gpd).
To test the soil asorption capacity as well as the surge
capability of your system, 110 percent of the maximum daily
flow or 500 gallons of clear water was added in 50 -gallon
increments to the seepage pit. The water was obtained from
a neighboring resident's well at a rate of about 3.0 gallons

The attached Table of Test Data represents the depths of
liquid in the septic tank and seepage pit, and the quan-
tities of water added. The septic tank was determined to have
an initial depth of 4.4 feet in the tank. The seepage pit
was measured to be 14.1 feet deep with an initial depth of 1.7
feet. Ground elevation at the septic tank standpipe is
approximately 3.1 feet above the seepage pit standpipe.
The attached Summary of Test Results indicates that the
liquid level in the seepage pit at the beginning of testing
on Day 2 fell to 0.2 feet above its initial static level on
Day 1, during a recovery period of 24 hours. On Day 31 the
level had fallen to 0.2 feet below its static level on Day 2,
during a recovery period of 24 hours.
The level in the seepage pit at its highest level during the
test (2.4 feet) was approximately 8.6 feet below the liquid
level in the septic tank.
Based on two days of testing, an average percolation rate
for your existing septic system of approximately 500 gpd
is indicated. Since an on-site sewage disposal system for
a 3 -bedroom dwelling must be capable of disposing of 450
gallons of sewage per day, your septic system appears to be
functioning satisfactorily at this time.
Many factors affect the operation of a soil absorption type
of sewage disposal system. Soil type, groundwater depth,
age and history of maintenance of the system, and types of
waste are a few. This test has been performed in an attempt
to determine actual soil absorption capabilities of your
septic system under normal useage by considering the degree
of saturation of the leach field and surge loads that might
be imposed on the system. This test can only evaluate appar-
ent performance at a given point in time, and cannot deter-
mine either the condition of the leach field, seepage pit or
other components of the septic system, or the depth of the
water table.

(1) The water analysis report needs to be delivered to
this office from the Chem Lab, 5633 B Street, for
our review.

2) Locate and expose the well for our inspection to determine
proper construction, also to insure minimum distance
requirements are met between the well and sewer system.
3) Locate the standpipe to the seepage pit. one needs to
be installed if it is below ground level. This will
need to be reinspected by this department.
QThe septic tank pumped with a receipt submitted to this
off icc.
(5) An adequacy test needs to be performed on the existing
leaching area. This test will determine if the system
is adequate according to National Standards. A listing
of private firms performing the test is enclosed. This
report needs to be submitted to this office for our
review.

As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined
in the Certificate of On -Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater
disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated herein. 1 further verify that
based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply
and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at
the time of installation.
In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with MoA COSA
guidelines and regulations. The reported results describe the performance of the system under the conditions encountered at the time of the test,
and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil
condition, ground water levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions
are outside the control of the evaluator of this. system. All systems eventually fail and satisfactory test results do not guarantee future
performance of the system, nor do they guarantee that there are no hidden defects or encroachments. Therefore we cannot provide any warranty
for future performance, nor can we estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed
above.

Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Onsite Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of Onsite Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineers work.
