Ref: Septic Design for Paradise Valley S/D; Block 9, Lot 6
To whom it may concern:
The existing house is served by a private well and septic system. The septic system consists of a
2000 gallon S.T.E.P. tank and a bottomless IDSF. The IDSF is surcharged and needs to be
replaced. It was also noted that the IDSF did not have the required absorption area per the
application rate. We are proposing that the IDSF be excavated to remove all contaminated
material, extended so that it meets the required absorption area and re -built in place. The IDSF
will be 32' long and 12' wide, providing 384 square feet of absorption area. I am unaware of
any adverse impacts this installation would have on adjacent wells or septic systems. If you have
any questions, please contact me at 337-6179.
Sincerely,
P.E., M.S.
NOTE: Attached is a site plan drawing, a design drawing, a topography site plan and a 7 page
construction specification letter which are all part of the design package for this septic system.

Ref: Septic System Upgrade for Paradise Valley Subdivision; Lot 6, Block 9
(Bottomless Intermittent Sand Filter - ISF)
To whom it may concern:
The existing 5 bedroom house is served by a private well and holding tank. We are proposing
that a new 2000 gallon S.T.E.P. tank and a innovative Bottomless Intermittent Sand Filter (ISF)
system be installed. Comments regarding the proposed upgrade are summarized as follows:
1. GENERAL: Several test holes were excavated on the south half of the property to determine
an area suitable for a septic system upgrade. Due to the high groundwater in the area, only one
test hole was found to be suitable for an on-site septic system. Given the limited area around the
test hole and the setbacks from the existing septic system, it is our opinion that a Bottomless ISF
system is the most viable option.
2. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring,
and the percolation test results.
3. DRAINFIELD DESIGN: Bottomless Intermittent Sand Filter (ISF)
a. Percolation Rate: 24 minutes/inch
b. Allowable Application Rate for ISF: 2 gallons/day/112
c. Number of Bedrooms: 5
d. Design Flow: 750 gallons per day
e. Minimum Absorption Area: 384 I12
f. Effective Depth below pressure pipes: 2.5+ inches
g. Width: 12 feet
h. Length: 32 feet.
i. Effective absorption area = 380 ft2

j. Air Supply: Thomas Industries, Model 5070, "Anchorage Tank".
k. Air Supply Line: "Wasteflow" emitterline, 1/2 inch I.D, "Anchorage Tank".
1. Sand Material: In accordance with M.O.A. latest standards
m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and
less than I% passing the #8 sieve.
We are proposing to excavate down to a depth of 3 feet (maximum - remove all organics), place
a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On
top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway
in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a
programmable timer so that flow can be intermittently dosed to the ISF.
4. SURFACE WATERS: There is no surface water within a 100 foot of the the proposed
septic system upgrade.
5. TOPOGRAPIIY: According to the M.O.A. topography maps, the slopes in this area are
roughly 20%. In reality, the slope is relatively moderate (about 10%). In short, there are no
slope concerns.
6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the
construction practices will comply with DH11S' "Intermittent Sand Filter Design, Installation &
Maintenance Manual". The contractor should read this document prior to construction. Copies
are available at the Municipal Onsite Services office (5th floor, 9th & L St.).
7. CLOSING: I am open to any suggestions from your department, which would be an
improvement to the proposed design. I am unaware of any adverse impacts this installation
would have on adjacent wells or septic systems. If you have any questions, please contact us at
337-6179. Thank you for your assistance.
Sincerely,
.E., M.S.
NOTE: Attached is a site plan drawing, a design drawing, a profile design, three soils logs, a
topography site plan, and a 7 page construction specification letter which are all part of the
design package for this septic system.

Reference: Paradise Valley, lot 6, Blk 9, Septic system depth below grade.
Attn: Dan Roth
Per your request, we made a site visit to the subject property on May 4, 1998 for the purpose of
determining the septic system depth below original grade. Based on our visual observation, it
appears that the existing grade over the leachfield is the same as was the original grade prior to
installation. This statement can be made assuming that the original grade is the same as the
existing grade at the base of several large spruce trees located adjacent to the leachfield. It
appears that the septic system was installed at the 3.5 to the 4.0 foot depth. During our site visit
we measured the depth of the cleanouts and monitor tube located within the leachfield. In the
east cleanout to the leachfield we measured the depth to be 36.5 inches below existing grade with
a liquid depth of 7 inches. In the monitor tube we measured to a depth of 47 inches with a liquid
depth of 15 inches, and in the west cleanout we measured a to depth of 43.5 inches with a liquid
depth of 10.5 inches. The ground level at both cleanouts and at the monitor tube all appear to be
approximately at the same elevation which indicates that the free liquid surface elevation in all
three standpipes are also approximately the same. In short, based upon these measurements, it
appears that the existing drainfield is in groundwater, or at the very least, is encroaching
groundwater. In order to confirm this it would be necessary to install a groundwater monitoring
tube adjacent to the bed. Until the groundwater issue is resolved we rescind any
documentation submitted by Alaska Water & Wastewater regarding the adequacy of this
septic system.
If you require any a ditional information please feel free to contact me at 337-6179.

The Hancor Standard Alternator Valve allows
controlled diversion of effluent to either of two indepen-
dent absorption fields. Its moveable valve plate is at-
tached to a handle which is accessible at ground
level through a covered access tube. The access tube
has a removable molded plastic lid which unbolts to
permit essential periodic inspection or switching of
effluent flow as required.
The rust -proof, acid and alkali resistant polyethylene
valve is available by itself or in kit form with all neces-
sary components including the access tube and cover.
Included in the kit are step-by-step instructions for
proper installation, which is essential to the efficient
function of the valve.
The valve features molded self -coupling collars to
accept 4 -inch corrugated Channel -flow® tubing. The
inlet collar of the valve is designed to slip over 4 -Inch
Smooth Wall tubing. Sealing of the inlet and ground
level access tube is accomplished with Hancor
Sealant, a tube of which is included in the kit. Also
included in the kit is an owner registration card. A
"Time -To -Switch" reminder card is mailed to regis-
tered owners when the valve is due to be alternated.
This encourages proper maintenance of the alternating
field system.

Subject: Lot 6, Block 9, Paradize Valley
Gentlemen:
Per your your verbal request we did additional investigations on
subject lot to evaluate the possibility for a replacement system
for the existing septic system. This investigation consisted of
obtaining topographical data and additional soil data.
The topographical survey showed that the southeast corner of the
lot is level enough for the installation of a bed system.
The Municipality limits the installation of bed systems to areas
with less than 10 8 slope. The slope along the east property line
is approximately 11 8.
However, when we tested the soil in this area we found that the
percolation rate is such that a system can not be installed. As
the attached lot plan shows, we tested the soil at two
locations. Both places we drilled a ten foot hole. The soils were
identical with 3 feet of organic soil over a sandy silt. We
installed groundwater monitoring tubes in both holes. After 24
hours no water was observed. We then performed a percolation test
at both locations at a depth of five feet. Two additional holes
were drilled and filled with 6 to 8 inches of water. The water
levels were minitored for 20 minutes with no observed drop. The
holes were checked the next day, ( 26 hours later ), the water
was still there. This shows that the percolation rate is not
acceptable for any kind of soil absorption system.
The monitoring tube installed on October 2, 1985 showed
groundwater at nine feet. This indicates that the existing system
is installed too close to the groundwater level and must be
abandoned. Unfortunately my investigations have not shown that an
alternate absorption system can be installed. At this time a
holding tank is the only possibility.
I understand that the Municipality was looking into the
possibility of installing public sewers into Paradize Valley. The
proposed LID did include this property. This property would
benefit from access to public sewer.

On October 2, 1985 two test holes were dug at subject property
for the purpose of obtaining soil information needed to design a
septic system to replace the existing system. The existing system
has been found unacceptable by the Municipal Health Department.
A Case 580 backhoe was used to dig the test holes.
The attached sketch shows the location of the existing system and
the two testholes.
In test hole No. 1 we found 3 feet of organic material
overlaying a silty sand. The hole was 9 feet deep. Approximately
20 minutes after digging the hole water started to seep 5.5 feet
from the top. The seep occurred from all sides of the hole.
In test hole No. 2 we found 2 feet of organic material overlaying
2 feet of a clayey sand over silty sand. This hole was 10.5 feet
deep. After 30 minutes water started to seep at various locations
in the test hole and the interface between the organic and the
clayey sand.
The Municipal regulations requires a four foot separation between
the bottom of the septic system and the highest level of
groundwater.
Two alternatives present themselves for this property.
1. Install a holding tank. This alternative is not popular since
it means a high monthly cost in pumping.
2. Install a bed system. This means removing the organic
material and replace it with sand. The attached sketches show
a bed system designed for a different location but the idea
will be the same. In order to design a suitable system for
this lot more monitoring of the ground water and several
percolation tests must be made. We did install a monitoring
tube for the observation of the ground water. Percolation
test can be done with a porthole digger. The total cost of
this system may be as high as $ 8,000.00.

RE: Test Hole and Soil Log Report for Sanitary System
Paradise Valley Subdivision, Block 9, Lot 6, Anchorage Alaska
Dear Mr. Booher:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This in-
vestigation was performed in accordance with your request of September
9, 1976 and those procedures outlined in a letter dated July 15, 1975,
by Mr. Rolf Strickland of the Muncipality of Anchorage Department of
Environmental Quality.
A single test hole was put down within the subject site area for the
purpose of defining general subsurface soil conditions for the proposed
sanitary system. Excavation was accomplished with an auger type.drilling
rig and the test hole was extended to a total depth of 19 feet below
ground surface. The final log prepared for the test hole has been
included in Drawing A-01.
Groundwater was not encountered in the test hole while drilling.
A percolation test was performed from a depth indicated and reflects
average infiltration from that depth to the bottom of the hole.
We appreciate being given this opportunity to be of service to you.
Should you have any questions with regard to the above, please do not
hesitate to contact us.
very truly yours,

A water sample revealed a nitrate concentration of 5.42 milligrams per liter (mg/Q.
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Since nitrates are known to slowly increase, we recommend
you monitor the water quality. Please see the attached "Nitrate Fact Sheet" for
important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site

Nitrate Fact Sheet
From Northern Testing Laboratories, Inc.
Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.

Engineers Comments:
in conducting this evaluation, GEG, UD. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reparted resuRs described the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to madly identifiable features. The operational life of all wells and
sepfic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being sewed by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, not do they guarantee that
there are no hidden defects or encroachments. GEG, LTD. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for

Subject: Separation distance from new ISF at Paradise Valley, B9, L6 and well on Paradise Valley, B9, L5
Attachments: Location of well for Paradise Valley, B9, LS.pdf
Mr. Poet,
I did some research and found the attached document which shows the well location at Paradise Valley, B9, L5.
As discussed, we scoured the whole lot looking for the well and all Rob Campbell could find was a "steel fence
post'. Well, according to the attached document, that fence post marks the well location. The subject fence
post is greater than 100 feet away from the new ISF just installed at Paradise Valley, B9, L6.
On an additional note. The as -built survey we submitted for the COSA (Paradise Valley, B9, L6) and our septic
asbuilt drawings did not show the foundation cleanout. Rob Campbell went to Paradise Valley, B9, L6 today and
confirmed there is a foundation cleanout. In short, even though the as -built survey we provided (by Lantech) for
the COSA does not show the foundation cleanout, there is one present.
If you have any questions, please call or email. If you would put a copy of this email and the attached drawing
(showing the location of the well on L6) into the records for Paradise Valley, B9, L6, it would be appreciated.

Subject: HAA for Private Well & Septic System. Lot 6, Bk 9, Paradise Valley S/D.
To whom it may concern:
The subject lot has a 5 bedroom house on it which is served by a private well and septic system
The original septic system (conventional) was installed in 1977, and "upgraded" to a holding tank
in May of 1986 (Spurkland design). The holding tank system consisted of the original 1500
gallon septic tank (1977 installation) and.ne v 3000 gallon holding tank. A drainfield was added
in August of 1989 (design by Leroy Reid, P.E., and installation inspections by Bruce Corwin,
P.E.). Upon reviewing the DHHS records it is uncertain whether this installation ever received
final approval. Regardless, an HAA (S&S Engineering evaluation) was issued by DIIIIS in June
of 1996. Given the fact that this HAA was issued, it is reasonable to assume that the 1989
drainfield installation is in compliance with M.O.A, DIIIIS guidelines. With this assumption
made, the results of the field investigation and adequacy tests are summarized as follows:
A. WELL: The static water level on 3/13/98 was 37 feet below the top of the casing (BTC).
Water was pumped from the well at an average rate of 4.56 gpm for 220 minutes (1004 gallons),
during which time the level in the casing dropped 4 feet, to 41 feet BTC. Based upon this data it
was determined that the capacity of the well exceeds the Municipal requirements for a 5 bedroom
house (.52 gallons per minute).
B. SEPTIC TANK: The existing 1500 gallon septic tank was installed in 1977. According to
the M.O.A records, it is 1000 gallons, has two compartments and is made of steel. Most tanks of
this type have a structural life of approximately 20-25 years. No warrantee is made regarding the
future life of the tank.
C. HOLDING TANK: On the day of our inspection (3/13/98) the holding tank was full. A
portion of the liquid was pumped from the tank and the liquid depth measured to be 55.5 inches.
No water could be heard running into the tank. Approximately 23 hours later the liquid depth in
the tank was measured to be the same. Based upon this limited evaluation, it was concluded that
groundwater was not leaking into the holding tank. Per the homeowner there is no audible alum
in the residence. It is our understanding that there is a light, mounted on the side of the house,
that activates when the tank is full. If the holding tank is ever utilized again, it will be necessary
to install an audible alarm in order for the system to comply with M.O.A. guidelines.
D. SEPTIC SYSTEM ADEQUACY TEST: The bed has a surface area of 1023 ft2, and an
effective depth of 6 inches. Prior to starting the test the liquid level in the monitoring tube was 3
inches deep. One -thousand & four (1004) gallons of water was introduced into the sump over a
period of 220 minutes, which caused the liquid level to rise 4.25 inches (7.25 inch total depth).
The level was monitored 1361 minutes later and it had dropped back down to 3.25 inches,
indicating that approximately 945 gallons had been absorbed. Based upon this data, it was
determined that the absorption rate of the drainfield exceeds 750 gallons per day, as required for
a 5 bedroom house.
NOTE: The adequacy of a septic system is influenced by numerous factors, including, but not
limited to, seasonal surface water infiltration, groundwater variations, septic system
maintenance (frequency of septic tank pumping, usage of biological additives), condition of
drainpipe and pipe joints (which can be damaged by seismic activity and deteriorate with age),
type of substances deposited in septic system (cigarette butts, sanitary napkins, mise. objects),
and the amount of water being introduced on a continual basis. Consequently, the results of this
adequacy test are only valid for the specific day of the test. Furthermore, because of the limited
nature of this investigation, it is possible that there are hidden defects which may not have been
detected. No warrantee is made regarding the future performance of this well or septic system.
E. SEPARATION DISTANCE FROM THE BED TO THE CURTAIN DRAIN ON LOT 5,
BK 9, PARADISE VALLEY S/D: When the septic system on Lot 5 was installed (installed in
1985 but house never built, because septic system was in groundwater), a curtain drain was
constructed, of which a portion parallels the east property line (of Lot 5). The location of the
curtain drain, and the place at which it daylights is not well documented; consequently, the
separation distance from the curtain drain to the bed system on Lot 6, Bk 9 is unknown at this
time. The fact that snow is on the ground makes a more thorough evaluation unfeasible until after
break-up is complete. Given the fact that Lot 5 was never developed, if necessary, the curtain
drain outlet could be capped without having any adverse impact.
F. CLOSING: If you have any questions, please contact me at 337-6179, or 244-9612. Thank
you for your assistaip.
