I am writing to request an approval to change the number of bedrooms that the septic system
services at the above referenced property. Currently the septic system serving this house is rated
and approved for four -bedrooms. At the time of installation (June 2003), the Owners installed
both the primary and reserve drain fields and a 1500 -gallon fiberglass septic tank A ball type
diverter valve separated the two fields. Your Department approved this installation.
The Owners constructed the house with five bedroomsand would like to have the septic system
approved for five -bedrooms. This letter will detail the minimum requirements for a fivebedroom
system and explain why the system should be approved forfive-bedrooms.
Design Parameters
The system serves an existing five -bedroom house. The existing well is located in thesouth west
corner of the lot, over 100 feet from the existing septic system location and the proposed upgrade
location. The surrounding lots are served by private water systems and are over100 feet from the
proposed soil absorption system. The area south and east of this property is State park and is
undeveloped.
1. Soils. See the attached soils logs that are on file with your Depasment. No ground water
was found in the test holes. Bedrock wasencountered in the test holes at a depth of 12 feet in
test holes 2 and 3. It is my opinion that the overall soils appearance of the soils, an application
rate of 1.2 gallons/day/square feet should be used using conventional treatment system.

3. Surface Water: There is no surface water within 100 feet of the proposed upgrade. The
proposed system will maintain at least 100 feet from all surface water and drainage ditches.
4. Topography: The average topography in the area of the proposed septic system is
approximately 5-10 percent based on elevations shot at time of construction The lot steepens
west of the well. There are no cut banks within 50 feet of the proposed drain field.
S. Upgrade of the Existing System: The existing system consists of two trenches sixty feet
long each. Each trench is rated for four -bedrooms. A valve separates them The valve has been
removed and replaced with a flow splitterto divide the effluent between the two trenches. This is
to serve as the primary drain field for the five -bedroom house. It is oversized by approximately
471f, or 237sf.
6. Reserve Location: As required by AMC, the lot must have a dedicated area for the reserve
or upgrade septic system. The area surrounding test hole 3 is to be used as the upgrade area.
Two parallel trenches 401f each will comprise the reserve drain field. Thereserve drain field will
be located over 100 feet from the existing mell, over 10 feet to the primary drain field, and over 10
feet to the south property line.
I have revised the record drawings and inspection report to reflect these changes. These
documents are attached for your review and approval. A recent adequacy test showed that a
single trench of the existing system could absorb over 750 gallon in less than 24 hours.The
proposed installation will not affect the future development of the surrounding or existing lots.
There are no wells within 100 feet of the proposed septic location.

If this permit was for a wastewater disposal system, an original as -built inspection report must be sent to

As you are aware, the well was moved without my consent to a new location on the
above referenced lot. I went to the site and ascertained the affect of the new well location
on the approved design. The location of the well, and water monitor tube (Test Hole 2)
were measured from known property corners. 1 have revised the site plan showing the
above features. It is attached.
It appears that placing the well in its current location does not affect the design of the
septic system. It is located approximately 120 feet from test hole 2. Additional soil tests
will be excavated to verify depth to bedrock and soils type. I observed various
outcropping and indications of bedrock on this lot. The well is also approximately 150
feet from the existing septic system across Honey Bear Lane.

Gentlemen:
My firm was contacted to investigate the possibility of installing of a new system at the
above referenced property. Currently the lot is undeveloped. Four test holes were
excavated on October 18. 1999 and the information is attached. Ground water was
checked on September 9, 2000. No water was found at the time of excavation or this
weekend. Bedrock was encountered in the test hole between 5 and 12 feet.
The lot is approximately 1.25 acres in size. Lot 1 slopes to the south%vest at a rate of
approximately 5 percent. The proposed installation will be located in western portion of
the lot. The proposed location will be greater than 100 feet away from the proposed well
serving this property and 25 feet from the water service lines. The surrounding systems
are located greater than 200 feet from the proposed installation. The lots surrounding
this lot are undeveloped, and do not conflict with the proposed installation. The
proposed installation will not impact the future development of the surrounding or
existing lots. See attached design. The new system will maintain over six feet vertical
separation to the bedrock and over four feet vertically to the ground water. The owner
may install both the primary and reserve drain -fields at the time of installation.

Dear Ms. DeFrarcia
Per your verbal request I witneased the excavation of several testholes on your property on October
18, 1999. The purpose of the testholes was to identify the sub m3rface soil conditions and evaluate
the possibility to inMU a waste water disposal system on the lot. A dremounted backhoe was
utilized to dig the testholes. The exact locations of these testholes were not deteu. d, but they
should be outside of the perimeter of your proposed house.
A total of feu testholes were dug, The attached Soil Logs describe the conditions observed in the
four testhok locations. Generally speaking a stratum of sand was found under 2 to 3 feet of organic
silt. This sand was free draining and extended to bedrock depth, which was found at 5, 7, and 12
feet Groundwater was not observed in say of the excavations and is not expected to be present at
any time. A groundwater monitor was left in one of the 11 foot pits, I am required to monitor for
groundwater for at least 7 days.
Both State and Municipal regulations require that there is a vertical separation of 6 feet between
bedrock and the bottom of a drain field. This requirement means that you can rot place your
proposed drain field deeper than 6 feet, leaving you at most 3 feet of material to work with. Ivly
observations indicates that you will reed 115 Sq R of absorption area per bedroom. This can be
accomplished with a drain field 5 feet wide and backfilled with 3 feet of sewer rock. This design
requires 15 feet of trench per bedroom, ora total of 45 feet for a three bedroom house. You should
bear in mind that all septic systems will ultimately fi% some drain fields have failed after as little
as 5 Years, while other have tested for more than 25 years. The longevity of a drain field will be a
function of soil conditions, physical size, and the habits of the users of the system. I like to compare
a septic system to a car's air or oil filter. The dirtier the air, the shorter the life of the filter. The
drain field is nothing more than a filter, filtering the waste water from the house. The dirtier the
water, the more work for the drain field, and the shorter its life.
My recommandation is that you instal! two drain fieids and with the use of a diversion valve
alternate the use between the two. Natural soil bacteria will clean the resting field while the other
is being used Another, but more expensive, option is to install one of the newer "advanced"
treatment units, which will treat and clarify the waste water prior to discharge to the drain field.
These systems range in cost from $ 13,000 to $20,000. The benefits of these systems are that, at
least in theory, the d-aiafield will never plug up, the environment is being protected, and the size of
the drain field will be reduced 50°6 or more. The drawbacks an several you have a mechanical
Wit that rtyttirrs maintenance 2nd cm, componoats of this watt will fail and require replacement,
alarms will go off from time to time signaling potential problems. A standard septic system with
a possible life of 15 years, or more, may coot, with fees and engineering cost, S 10,000 plus - minus.
A standard Septic sysxm with two drain fields S 11,500, the most economical "advanced"
system, the one I recommend, S 15,000 plus an annual maintenance fee of S 200.00.
I have included the engineering cost of approximately $2,000, in these estimates.

engineer registered in the State of Alaska. Certificates of On -Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also Issues COSAs upon request to homeowners. Certificates of On -Site Systems Approval
are valid for 90 days from the date of Issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.
