Dotson The Anchorage Water and Wastewater Utility received a request from your representative Forge Engineering on February 28, 2019 in regards to an existing well encroaching within the 10 foot Utility Easement abutting the west property line of SUNSET HILLS WEST BLK 1 LT 5. AWWU is currently not using this Utility Easement and has no objection to the encroachment. AWWU hereby issues this letter with stipulations to allow the encroachment of the existing well into the easement, property owner(s) agrees to the following: 1. AWWU will be held harmless, now and forever, for any damages or injury to any person as a result of the encroachment; 2. The property owner(s) shall call for utility locates before excavation in the easement; 3. All applicable codes and regulations will be observed and maintained within the easement; 4. We are submitting this permit application for the construction of a new septic system. The system is designed for four- bedrooms. The attached site plan identifies the location of the home as well as existing well and septic system along with the proposed location for the new site. No conflicts exist between this proposed system and any other well or septic system, whether on this lot or adjacent lots. The existing septic system is located inside the 100' protective radius of the well on the lot. Since the new design includes a Category III system the well radius is reduced to 50'. The ground surface on the lot slopes toward southeast at slopes less than 5% in the area of the proposed absorption trench. There are no slopes greater than 25% within 50 feet down slope of the proposed system. Ground surface contours are shown on the site plan showing the grade and direction of flow. Storm water drainage will not impact this septic system. The new trench will be constructed parallel to the slope as much as possible. It will be a minimum of 100' from all neighboring wells, 50' from the well on the lot and 100' from surface water. The existing septic tank will be abandoned in accordance with Municipal Code. The existing absorption trench will be connected to the new system with a flow diverter valve for possible future use. Please refer to the attached test hole log and plan and profile pages for the septic design. This investigation was performed in accordance with your request of April 26, 1976 and those procedures outlined in a letter dated July 15, 1976, by Mr. Rolf Strickland of the Municipality of Anchorage, Department of Environmental Quality. A single test hole was put down within the Lot 5 area for the purpose of defining general subsurface soil conditions for the proposed sanitary system. Excavation was accomplished with a tractor -mounted bachoe and the.test hole was extended to a total depth of 15.0 feet below ground surface. Box 196650 Anchorage, Alaska 99519-6650 REFERENCE: IIAA and waiver for Lot 5; Block 1: Sunset Hills West Subdivision To whom it may concern: Per the request of the owners Realtor, Michael Pike, we performed a well and septic test at the referenced property on May 19, 1999. Our findings are summarized as follows: A: WELL TEST: Prior to the start of the test the static water level was 89 feet below the top of the casing. Over a period of 175 minutes, 854 gallons was pumped from the well, which resulted in a drop of only 3 feet in the well casing. Based upon this data it was determined that the well production is greater than 4.88 gallons per minute, which exceeds the MOA standards for a 3 bedroom house of 0.31 gallons per minute. In addition, the well meets FHA financing requirements in that it will produce at least 720 gallons in four hours. The abandoned well, located at the northwest corner of the lot will have to be decommissioned, per MOA guidelines, prior to obtaining a health certificate from the MOA. Based upon the as -built survey, the operational well is located inside the utility easement. B: SEPTIC SYSTEM ADEQUACY TEST: Per MOA inspection report, the septic system consists of a 1000 gallon fiberglass septic tank that was installed in July of 1975. The structural integrity of the tank is unknown The drainfield is a trench type system that was installed in April of 1978. The trench is 23 feet long, and has an effective drainrock depth of 72 inches (6 inch sump only extended 52 inches below the drainpipe invert). The invert of the drainpipe was measured to be 68 inches below the top of the sump. The measurement from the top of the sump to the bottom was 120 inches. Pagel of3 It is our understanding that the house had been vacant approximately 2 months; consequently, per MOA regulation, the system had to be presoaked prior to testing. Based upon the dimensions of the system, the pore space in the drainrock is only about 860 gallons (assuming 33% porosity of the drainrock). On 5/19/99 the drainfield was presoaked with 900 gallons of water (introduced over a period of 200 minutes), which caused the liquid level in the sump to rise to within 0.5 inches of the top of the drainpipe lateral. Approximately 24 hours later (5/20/99) the liquid level in the sump was 25 inches below the drainpipe lateral, indicating a total drop of approximately 28.5 inches. *During the presoak period it was noted that the liquid level quickly rose in the sump and stabilized near the top of the lateral. It is believed that the 6 inch sump is probably not a true monitoring tube, and it is possible that the holes on the drainpipe may point up, or be slightly plugged, so that flow through the perforations is moderately restricted. Nonetheless, the sump appeared to sent the purpose of a monitoring tube for this evaluation. In the future, it may be beneficial to jet clean the lateral and install a true monitoring tube. Twenty four hours Later, on 5/20/99, 880 gallons was introduced into the trench (over a period of 3 hours), at which time it was noted that the liquid level was 12.75 inches over the top of the lateral, which corresponds to a total rise of 41.75 inches. In short, the system was grossly surcharged. It was noted that the liquid level in the septic lank had risen approximately S inches over the duration of the test, however, it should be noted that the house was occupied and water was being used during the test. If it is conservatively assumed that 100 gallons of water backed up into the tank, then roughly 780 gallons was introduced into the trench. Thirty-seven minutes later the liquid level in the trench had dropped 8.5 inches (4.25 inches over the top of the lateral), and it was assumed that the trench had stabilized. Based upon an introduction of 780 gallons, and an assumed total rise of 33.25 inches (41.75 inches -8.5 inches = 33.25 inches), this corresponds to approximately 23.4 gallons per inch. Fifteen hours later the liquid level had dropped an additional 23.5 inches (10 inches above the liquid level prior to introducing the 780 gallons of water), indicating that approximately 36.7 gallons per hour had been absorbed. Based upon this data it was concluded that the absorption rate of the trench exceeds the MOA requirements for a 3 bedroom house, which is 450 gallons per day. NOTE: The adequacy of aseptic system is in,Jluenced by numerous factors, including, but not limited to, t seasonal surface water infiltration, groundwater variations, septic system maintenance (frequency al i septic tank pumping, usage of biological additives), condition of drain pipe and pipe joints (which can be damaged by seismic activity and deteriorate with age), type of substances deposited in septic system (cigarette buns, sanitary napkins, mist. objects) and the amount of water being introduced on continual basis. Consequently, the results of this adequacy test are only valid for the specific day of the test. Furthermore, because of the limited nature of this investigation, it is possible that there are hidden defects which may not have been detected No warramee is made regarding the future performance o this well or septic system Page 2 of 3 C. WELL TOO CLOSE TO SEPTIC TANK and Trench: During our evaluation of the septic system, we found the separation distance from the well and the septic tank to be only about 83.5 feet (86 feet well to tank cleanout)'and the separation distance from the well to absorption field to be only about 93 feet (94 feet from well to tank cleanout). After researching documentation at the MOA Department of Health and Human Services, it was determined that waivers have never been obtained in the past. At this time we are requesting that waivers be formally approved for a separation distance of 85 feet to the septic tank and 93 feet to the absorption system. Justification for the waivers are summarized as follows: • Attached is the result of recent water analysis results which indicated no bacteria is present and nitrate levels are only .91 mg/I. The encroachment has existed for over 20 years. • The house has a daylight basement, and it appears that wastewater would back-up into the house before it would overflow at the tank or the trench. In short, if there is a problem with the septic system backing -up, it will be corrected before an overflow occurs outside. • Attached is a copy of the well log which shows that from a depth of 28-95 feet below grade there is a layer of hardpan, and from 95-150 feet is gravel with a sandy clay binder. Clearly, these strata have served to protect the aquifer for that past 20 years. A waiver fee of $920.00 was submitted with the HAA package. D. SEPTIC SYSTEM TOO CLOSE TO PROPERTY LINE: Per the 1978 inspection report, the drainfield is 26 feet away from the closest lot line. According to the attached as -built survey (Lantech Surveyors, May of 1999), which show the trench sump only about 3.5 feet from the property line which parallels the Old Seward Highway. Given the fact that the trench is 2.5 feet wide, it is reasonable to assume that the trench side wall is only about 2 feet from the lot line. There does not appear to be any adverse impact associated with the subject encroachment, given the fact that the subject lot line is adjacent to a road right-of-way. Therefore, we are requesting that the subject separation distance be waived to 2 feet. E. CLOSING: The feasblity of a future septic system upgrade on this property has not been evaluated. GEG, Ltd. was recently retained to inspect the system and procure a C.O.S.A. for the property. GEG had inspected this system previously and confirmed that it was surcharged. The system was chemically treated with Septi -clear on 3/26/2014. Given that the house had been vacant for over 60 days on 3/19/2015, the drainfield was presoaked with 1345 gallons of water. The drainfield was completely surcharged at this point (9 inches above the invert, but not backing up into the septic tank). The system was tested on the following day (3/20/2015). In order to introduce over 450 gallons into the system, the drainfield had to be filled to 4 inches above the invert of the drainpipe. Over the course of 945 minutes, the liquid level did subside significantly beneath the invert (see COSA absorption field data). The septic tank is a fiberglass tank and is 39 years old at this point. We cannot certify or guarantee the integrity of this tank in the future. Also, replacement of this tank would require waivers to be replaced in its existing location.
