Groundwater was monitored @ 6' below the surface on 5/15/06. The Category III absorption system will be located at this site. The Orenco Systems, AdvanTex Treatment System will be utilized. This system requires a 1500 gallon processing tank and 1-AX20 filter pods. A Category III System drain field will be utilized, which will allow an application rate of 5 GPD/FP; 4 x 150 gpd = 600 gal; 600 gal/5 GPD/FT' = 120 FTz. This allows a 5' x 24' bed; the size will be almost doubled to 5' x 40'. The system will be 1' in depth which will allow a 5' separation to groundwater. A 1' thick effective layer will be utilized. No adverse impacts are expected from development, especially due to the fact that a public water system serves the subdivision. Most of the neighboring lots are undeveloped. No water wells are impacted by this construction. Soil tests found typical soil for this area; a silty sand, with relatively high groundwater table. Stream and septic system easements will not be encroached upon. Many test holes were investigated and this is the best soil in the area. Slope stabilization is required in accordance with MOA 25% slope setbacks. A retaining wall is required at the toe of the slope. See drawings. Specification Requirements: All components and work must comply with the Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water Regulations and Wastewater Regulations, Orenco Systems AdvanTex Treatment System Design/Installation Manuals, Anchorage Tank & Welding requirements. • Installation by an Authorized AdvanTex Installer only; approval issued by Orenco Systems & Anchorage Tank & Welding, Inc. • 1500 gallon, two compartment AdvanTex processing tank, I-AX20 filter, VeriComm Monitoring System & Mode 1 b package requiring a discharge basin to pump to the elevated absorption field, per AdvanTex Treatment System Manual. • Watertight couplings on inlet & outlet. • 5' minimum between the tank and bed. 10' minimum to property lines. • 3' of cover or insulation is required for trench; an equivalent of 1" insulation for each foot soil cover. • Tank & solid pipe must be set on well compacted, stable soil. • 4 inch diameter cleanouts with airtight caps are required 1 to 4' from foundation wall, prior to any 90 degree bend in 4 inch line, prior to the processing tank compartment, and two opposing cleanouts at either end of the absorption bed. • All cleanouts must extend to at least ground level • In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron • Trench to be placed level, minimum of 3' to groundwater, 6 feet to bedrock from drain -rock `Y �Tk�Z E�ERING Southfork North, Block 4, Lots 3, 4, & 5 • Drain rock to be'/2 inch to 2 %: inch screened. AdvanTex Treatment System and absorption bed shall not be located under driving or parking areas. • Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789, ABS ASTM D2661, • Sewer Service Line is minimum 2% slope • Maintenance agreement for the AdvanTex Treatment System is required for approval. • Insulation board shall be extruded direct burial polystyrene (Dow Styrofoam I-II or equal) • Distribution pipe shall be 1.25" Schedule 40 PVC w/ 1/8" orifices @ 27" on center. • Force main shall be 1.25" Schedule 40 PVC, conforming to Anchorage Tank & Welding/Orenco Systems specifications. Attached is a scanned copy of the latest mapping showing the lots in question. The heavy line is the wetlands boundary which basically follows the river corridor and bisects lots 4 and 5 (lot 3 does not contain wetlands). The upper half of lots 4 and 5 are certainly buildable. MOA On -Site had shared with me your wastewater design plans some time ago; I found those plans dated 6/6/06. If that is still your building proposal, there should be no impacts to wetlands. Let me know if you need documentation from our department relative to Muni permits. If you need a clearer copy of the updated wetlands mapping I can get you a color copy also. B. Certificate of On -Site Systems Approval. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AW WTS to continue to perform as designed. E. Permit (Construction) An On -Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating) An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AW WTS, upon meeting all the requirements of this agreement, the conditions of Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of Qf ($ 0 .00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. 4. Term. The term of this Memorandum of Understanding shall be for the life of the AW WTS. The term begins on the date of approval by the Municipality of the installed system and shall continue while the AW WTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On -Site approval is issued to the new owner or transferee of the property. 5. Alterations. Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AW WTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AW WTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AW WTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. The schedule of maintenance and repair contained in the Owner's AW WTS Operating Permit is: C. Owner acknowledges that the fine schedule for failing to maintain and repair an AWWTS are codified in AMC 14.60. D. Owner agrees that only maintenance, repair personnel certified by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. E. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. F. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. G. Owner agrees that the relevant provisions of the standard specification guidebook for AWWTS is the governing professional guidelines for the construction, maintenance and repair of the Owner's AWWTS. 7. Nonw•aiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 8. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality of this Memorandum of Understanding was executed and such writing shall be attached to this Memorandum of Understanding as an amendment. B. For the purposes of any amendment modification or change to the terns and conditions of this contract, the only authorized representatives of the parties are: Owner: Op 10 r ?• i Anchorage: Purchasing Officer C. Any attempt to amend, modify, or change this contract by either an unauthorized representative or unauthorized means shall be void. 9. Jurisdiction: Choice of Law. Any civil action arising from this Memorandum of Understanding shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Memorandum of Understanding. 10. Severability. Any provisions of this Memorandum of Understanding decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Memorandum of Understanding.
