Ref: Revisions to Septic Upgrade Design for Lot 2, Block 2; Glenn View Estates West #1
To whom it may concern:
A permit (#SW050026) was issued by your department on February 10, 2005, for a proposed
septic upgrade for the reference property. The septic design was for a consisted of two options for
the septic design. The first option was a large mounded bed and the second was an Advantex
Treatment System. We are proposing to use this property as the second site for the SCATrm
Biofilter System. We request the existing sewer permit be revised to reflect this change. Attached
is a revised design package which shows the changes made to original design package. This
request is also being submitted simontaneously with Alaska SCATTM Biofilter System
installation and design package. The original design criteria for the drainfield will still apply. We
are anticipating a early to mid May installation. If you require any additional information or have

Ref: Septic Upgrade Design for Glenn View West Subdivision; Lot 2, Block 2,
To whom it may concern:
The existing house is currently served by public water and a private septic system. The septic
system was installed on 7/3/2001 and consist of a 1250 gallon septic tank and a bed type
drainfield. The drainfield was designed around a test hole performed by another engineering
which showed a percolation rate of 4.85 minutes/inch and no groundwater to 13.5 feet on
5/15%1999 (high groundwater season). The builder of this property, Wallace Homes, hired us to
evaluate the septic system due to concerns the homeowner had expressed to him. According to
the homeowner, the drainfield was completely surcharged during several times when he checked
the drainfield standpipe. During two site visits during the summer by our firm, the drainfield was
found to be operating within the designed effective area. In order to confirm that the drainfield
was not being effected by groundwater, a test hole was excavated next to the existing bed. On
10/4/2004, the test hole was excavated and found heavy seeps coming into the test hole at 5 feet.
A percolation test was also performed and found the rate to be at 24 minutes/inch. The
monitoring tube for the test hole was checked on 10/12/2004 and found the groundwater level to
be at 3.5 feet below grade. The standpipes for the drainfield were also checked at this time and
found the drainfield to be surcharged and the liquid levels to be consistent with the groundwater
level in the test hole. Based upon this information, it appears that the drainfield seasonally
encroaches upon groundwater. We are proposing two option for the septic upgrade. Option #1
consists of adding a 500 gallon lift station and a pressurized mounded bed type drainfield be
installed. Option #2 consists of adding a 500 gallon (3/16" poly coated steel) lift station, an
Advantex AX -20 pod, a pump basin, and a mounded pressurized 5 -wide drainfield. Comments
regarding the proposed designs are summarized as follows:
1. SOILS: Attached is our soil log which shows the soil classifications, groundwater
monitoring, and the percolation test results. It is our opinion that our percolation rate of 24
minutes/inch is consistent with the soils conditions normally encountered in the area.

2. PRESSURIZED MOUNDED BED DESIGN (OPTION 91):
a. Percolation Rate: 24 minutes/inch
b. Allowable Application Rate: 0.4 gallons/day/ft2
c. Design Flow: 600 gallons per day
d. Minimum Absorption Area: 1500 ft2
e. Total Depth: 1.5 feet (maximum — remove all organics)
f. M.O.A. Approved Sand Filter: 2+ feet
f. Effective Depth: 0.5 feet
g. Width: 20 feet
h. Minimum Length: 75 feet long
i. Effective absorption area = 1500 ftZ
Note: The distribution lines are to be 1.25 SCH. 40 PVC with 1/8 inch holes spaced 46 inches on
center (18 holes per lateral / 72 holes total).
3. PRESSURIZED MOUNDED 5 -WIDE DESIGN (OPTION 92):
a. Percolation Rate: 24 minutes/inch
b. Proposed Application Rate: 2.0 gallons/day/ftZ (for Advantex)
c. Design Flow: 600 gallons per day
d. Minimum Absorption Area: 300 ftZ
e. Total Depth: 1.5 feet (maximum — remove all organics)
f. M.O.A. Approved Sand Filter: 2+ feet
f. Effective Depth: 0.5 feet
g. Width: 5 feet
h. Minimum Length: 60 feet long
i. Effective absorption area = 300 ftZ
Note: The distribution lines are to be 1.25 SCH. 40 PVC with 1/4 inch holes spaced 23 inches on
center (30 holes total).
4. SURFACE WATERS: There are no surface waters within 100 feet of the proposed
upgrade.
5. TOPOGRAPHY: As can be seen on the attached design, the area around the existing and
proposed septic area is generally flat. In short, there are no slope concerns.

THIS MEMORANDUM OF UNDERSTANDING made and entered into as of this

herein the "OWNER," and the Municipality of Anchorage, herein the
"MUNICIPALITY." In consideration of the mutual covenants contained herein, the
parties to this Memorandum of Understanding agree as follows:
1. ADVANCED WASTEWATER TREATMENT SYSTEMS. Municipality
grants permission to Owner to utilize and operate an Advanced Wastewater
Treatment System
� (AWWTS), described as YelL-1 Lhi��G/L�i located

2. Definitions. LAT .� qem& I
A. Alteration. Any change to the design or function of an AW WTS that
includes the installation or removal of any parts, components or pieces
not included in the original construction permit and design. Prior to
performing any alterations to an AWWTS the owner must obtain a
Wastewater Disposal System Construction Permit from the Municipality
pursuant to Anchorage Municipal Code (hereinafter, "AMC") 15.65.
B. Certificate of On -Site Systems Approval. An approval by the
Municipality of existing water and wastewater disposal systems given at
the time of property sale and title transfer in accordance with AMC 15.65.
These approvals certify that the systems are adequate for the homes that
they support and meet the codes that were in place at the time of system
construction.
C. Damage. Any man-made or natural change in a system that would inhibit
the system from performing as designed.
D. Maintenance and Repair. The scheduled and as needed replacement of
existing parts, components and pieces of an AWWTS that were included in
the original design which would allow the AWWTS to continue to
perform as designed.
E. Permit (Construction) An On -Site Wastewater Disposal System
Construction Permit as defined by AMC 15.65.
F. Permit (Operating) An Advanced Wastewater Treatment System
Operating Permit. An annual permit, issued by the Municipality, that
allows the Owner to operate an AWWTS, upon meeting all the
requirements of this agreement, the conditions of Operating Permit, the
requirements of the On -Site Wastewater System Construction Permit and
all relevant provisions of AMC 15.65
3. Fee. Owner shall pay to Municipality an annual fee of
($ZU' .00), payable on or before the issuance of the operating permit and annually
thereafter. The annual fee is due on or before the anniversary date of the approval by the
Municipality of installed system.
4. Term. The term of this Memorandum of Understanding shall be for the life of the
AWWTS.
The term begins on the date of approval by the Municipality of the installed system and
shall continue while the AWWTS system is in use or operational or until the property is
sold or title is transferred by owner and a new certificate of On -Site approval is issued to
the new owner or transferee of the property.
5. Alterations, Installation and Removal of Additional Equipment. Owner agrees
not to make any alterations, removal of parts or additions to the AWWTS without a
Construction Permit from the Municipality.
6. Maintenance and Repairs.
A. Throughout the term of this Memorandum of Understanding, the Owner shall
maintain AWWTS in good repair. In addition, it shall be the responsibility of the
Owner during the tenn of this Memorandum of Understanding, and any extensions or
renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2)
maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs.
Further, Owner agrees to comply will all applicable ordinance, laws, regulations,
rules and orders for the AWWTS.
B. Owner agrees to provide the Municipality a written schedule of routine
maintenance and repairs which have been performed on the system pursuant to the
terms and conditions contained in the Owner's AWWTS Operating Permit. This
schedule shall be submitted to the Municipality annually upon the renewal of the
permit. The schedule of maintenance and repair contained in the Owner's AWWTS
Operating Permit is:
C. Owner acknowledges that the fine schedule for failing to maintain and repair an
AWWTS are codified in AMC 14.60.
D. Owner agrees that only maintenance, repair personnel certified by the
Municipality will inspect and make any necessary maintenance, repairs or permitted
alterations to the system.
E. Owner agrees to grant the Municipality reasonable access to test and inspect the
AWWTS upon 24 hours written notice.
F. Owner agrees that any sale or transfer of title of the property will not occur
without a new Certificate of On -Site Systems Approval.
G. Owner agrees that the relevant provisions of the standard specification guidebook
for AWWTS is the governing professional guidelines for the construction,
maintenance and repair of the Owner's AWWTS.
7. Nonwaiver. The failure of either party at any time to enforce a provision of this
Memorandum of Understanding shall in no way constitute a waiver of the provisions,
nor in any way effect the validity of the Memorandum of Understanding or any part
hereof, or the right of such parry thereafter to enforce each and every provision
hereof.
8. Amendment.
A. This Memorandum of Understanding shall only be amended, modified or changed
by a writing, executed by authorized representatives of the parties, with the same
formality of this Memorandum of Understanding was executed and such writing shall
be attached to this Memorandum of Understanding as an amendment.
B. For the purposes of any amendment modification or change to the terms and
conditions of this contract, the only authorized representatives of the parties are:

C. Any attempt to amend, modify, or change this contract by either an
unauthorized representative or unauthorized means shall be void.
9. Jurisdiction: Choice of Law. Any civil action arising from this Memorandum of
Understanding shall be brought in the Superior Court for the Third Judicial District of the
State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and
obligations of the parties under this Memorandum of Understanding.
10. Severability. Any provisions of this Memorandum of Understanding decreed
invalid by a court of competent jurisdiction shall not invalidate the remaining provisions
of the Memorandum of Understanding.

A test hole was excavated and a percolation test was performed. The approximate location

INSPECTION
1. The scope of this project includes the installation of a 1250 gallon septic
tank and an absorption bed to serve the proposed four bedroom residence
located on the referenced property.

drawings, Municipal permit with any special provisions or conditions, and
all applicable State and Municipal Wastewater Disposal Regulations.

3. The contractor shall be responsible for obtaining any necessary underground
utility locates.

4. Unless specifically agreed otherwise, the property owner shall be responsible
for final grading areas subsequently depressed from soil settling. On all
leachfield mound systems, the property owner shall be responsible for

ensuring a satisfactory vegetation growth over the mounded area.
5. Contractors installing wastewater disposal systems must be certified by the
Municipal Health Department for system installations. Owners installing

3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade.
4. Septic tanks installed with less than 4 ft. of cover shall be insulated.
5. A foundation cleanout shall be installed one to four feet from the building foundation. In
the line between the tank and the leachfield there shall be two adjacent cleanouts. These
cleanouts shall be located on undisturbed soil not more than 10 ft. from the tank. The first
cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to
clean toward the septic tank.
6. Final grading over the septic tank shall be such that a positive slope exists away from the
septic tank.
LEACIIFIELD BED INSTALLATION:
Excavate the proposed Bed Area to the depth shown on the design. The bottom of the
excavation shall be within 2 inches of level. If the bottom of the excavation becomes
smeared, it must be raked or scratched (ruffed -up) before gravel or sand placement.
2. If a sand layer is required, place sand over entire excavation to the required depth shown on
the design. The top of the sand layer must be within 2 inches of level.
3. Sewer rock shall be placed uniformly throughout the entire bed. Perforated distribution
pipe must be installed level with perforations down. Gravel depth below the perforated pipe
shall be a minimum of six (6) inches. Gravel depth above the perforated pipe shall be a
minimum of two (2) inches. The total gravel depth throughout the entire bed shall be a
minimum of twelve (12) inches.
4. The perforated distribution pipes must be no more than six feet apart. The distance between
the outermost perforated distribution pipes and the sidewall of the absorption bed must be
no more than three feet.
5. Silt barrier material must be installed between the final gravel layer and the native soil
backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill.
6. Monitor tubes shall be of four (4) inch diameter, installed at the locations shown on the
design, and extend a minimum of 12 inches above final grade. The portion of the
monitoring tube extending through the gravel depth shall be perforated six (6) inches below
the bottom of the horizontal distribution lines. The monitoring tube should not extend
below the bottom of the gravel surface.
Backfill over the final gravel layer must not be less than twenty-four (24) inches. Insulation
must be installed when the backfill depth is less than thirty-six (36) inches. The finished grade
over the bed must be mounded to prevent the formation of a depression after settling.

8. A mound system is to have the upper six inches of top soil and be seeded for vegetation.
MINIMUM MATERIAL SPECIFICATIONS:
I. Any septic tank proposed for installation must be constructed by a Municipally approved
septic tank manufacturer.

Use of a type of pipe other than listed above must be approved by the inspecting engineer.
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical
Company Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or
equal).
5. A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N, or equal) must be installed
between the final leachfield gravel layer and the native soil backfill.
6. All leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3%
passing the #200 sieve.
7. When sand is being used as a filter material, its gradation specifications must conform to
current MOA requirements.
INSPECTIONS:
Typically there will be a minimum of three (3) inspections required during the installation of the
wastewater disposal system. These inspections will occur as follows:
1. The first inspection must be conducted after the excavation of ditches, pits, trenches,
or beds and before the installation of any gravel. A septic tank may be set in place,
but may not be backfilled before this inspection.

2. The second inspection must be conducted after the placement of the silt barrier,
gravel, distribution lines, standpipes, cleanouts, and insulation, but before the
placement of any other backfill.
3. The final inspection is to occur upon final grading of the property.
Often there will be more than these 3 inspections required. Especially with the installation of
multiple trenches, sand filters, pressurized distribution systems, etc. Thus, the inspecting engineer
is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre -construction
meeting will take place on-site. The inspecting engineer will not coordinate, direct or control in any
way the contractors activities.
The owner shall contract with the contractor to perform the work outlined in these specifications
and plans and in accordance with the attached MOA permit. There will be no contractual
arrangement existing between the contractor and S & S Engineering.
S & S Engineering shall be the owner's representative and will inspect the work as stated
above to document the contractors activities. Final acceptance of the contractors work rests
with the owner.
S & S Engineering shall have no liability to the owner or to others for acts or omissions of the
contractor or any other persons performing work on this project or the failure of the contractor to
carry out the work in accordance with these construction documents. S & S Engineering's
inspecting engineer will not be responsible for the construction means, methods, techniques,
sequence, procedures or the safety precautions incident to this project.
