HDL installed a slotted 2-inch PVC pipe to a depth of 12 feet in TP-01 to monitor groundwater levels at the Site. HDL did not observe groundwater in the PVC when we returned to the Site on June 30, 2023. Per the MOA methodology, HDL performed a 1-hour fast test due to drainage of all 6-inches of water during the initial soaking period. HDL collected measurements of the water drop in 10 minute intervals, refilling the standpipe between each measurement. Table 1 presents the results of the percolation test. Table 1 – Percolation Test Results Drop in water level (inches) Time Interval (minutes) Percolation Rate (minutes per inch) 1.94 10 5.16 1.56 10 6.40 1.38 10 7.27 1.38 10 7.27 1.38 10 7.27 1.38 10 7.27 Per the MOA Percolation Test Procedure, the last measurement taken represents the percolation rate. Based on the last measurement, the calculated percolation rate was 7.27 minutes per inch. We appreciate the opportunity to provide this service. Further, reliance by any party not expressly identified in the agreement, for any use, without our prior written permission, shall be at that party’s sole risk, and without any liability to HDL. 2. If substantial time has elapsed between submission of this report and the start of work at the site, or if conditions have changed because of natural causes or construction operations at or adjacent to the site, we recommend that HDL be retained to review this report to determine the applicability of the conclusions considering the time lapse or changed conditions. Standard of Care 3. HDL’s findings and conclusions are based on the work conducted as part of the Scope of Services set forth in the Proposal for Services and/or Report, and reflect our professional judgment. These findings and conclusions must be considered not as scientific or engineering certainties, but rather as our professional opinions concerning the limited data gathered during the course of our work. If conditions other than those described in this report are found at the subject location(s), or the design has been altered in any way, HDL shall be so notified and afforded the opportunity to revise the report, as appropriate, to reflect the unanticipated changed conditions. 4. HDL’s services were performed using the degree of skill and care ordinarily exercised by qualified professionals performing the same type of services, at the same time, under similar conditions, at the same or a similar property. No warranty, expressed or implied, is made. Subsurface Conditions 5. The generalized soil profile(s) provided in our Report are based on widely-spaced subsurface explorations and are intended only to convey trends in subsurface conditions. The boundaries between strata are approximate and idealized, and were based on our assessment of subsurface conditions. The composition of strata, and the transitions between strata, may be more variable and more complex than indicated. For more specific information on soil conditions at a specific location refer to the exploration logs. 6. Unanticipated soil conditions are commonly encountered and cannot be fully determined by merely taking soil samples or advancing borings. Such unexpected conditions frequently require additional expenditure to attain a properly constructed project. Therefore, some contingency fund is recommended to accommodate such potential extra costs. 7. In preparing this report, HDL relied on certain information provided by the Client, state and local officials, and other parties referenced therein which were made available to HDL at the time of our evaluation. HDL did not attempt to independently verify the accuracy or completeness of all information reviewed or received during the course of this evaluation. 8. Water level readings have been made in test holes (as described in the Report) and monitoring wells at the specified times and under the stated conditions. These data have been reviewed and interpretations have been made in this Report. Fluctuations in the level of the groundwater occur due to temporal or spatial variations in areal recharge rates, soil heterogeneities, the presence of subsurface utilities, and/or natural or artificially induced perturbations. The water encountered in the course of the work may differ from that indicated in the Report. 9. HDL’s services did not include an assessment of the presence of oil or hazardous materials at the property. Consequently, we did not consider the potential impacts (if any) that contaminants in soil or groundwater may have on construction activities, or the use of structures on the property. 10. Recommendations for foundation drainage, waterproofing, and moisture control address the conventional geotechnical engineering aspects of seepage control. These recommendations may not preclude an environment that allows the infestation of mold or other biological pollutants. Compliance with Codes and Regulations 11. We used reasonable care in identifying and interpreting applicable codes and regulations. These codes and regulations are subject to various, and possibly contradictory, interpretations. Compliance with codes and regulations by other parties is beyond our control. Additional Services 12. HDL recommends that we be retained to provide services during any future: site observations, design, implementation activities, construction and/or property development/redevelopment. This will allow us the opportunity to: i) observe conditions and compliance with our design concepts and opinions; ii) allow for changes in the event that conditions are other than anticipated; iii) provide modifications to our design; and iv) assess the consequences of changes in technologies and/or regulations. The approved separation distance is 97.0 feet. And a 1 foot horizontal separation from septic absorption field to east property line is approved. This waiver approval applies to the existing septic tank to private well separation only. Any future upgrade to the on-site wastewater disposal system will require all separation distances be met or another approval from this department. If there are any further concerns or questions regarding this waiver, please call our office at 343-7904. Engineer: Cindy Ellis PERMIT # SW070177 Septic Tank Data The septic tank was installed 97 feet and has encroached the well for approximately 30 years. The septic tank construction is concrete and was inspected by watkins engineering and considered to be in good condition. Well Data The water well is 89 feet deep. the static water level on well log is 50 feet. For the purpose of calculating D.E.C. points the bottom of the septic tank is approximately 10 feet deep. The engineer provided well logs in the surrounding area that shows a soil strata of hardpan which will help prevent migration to he aquifer. The water table gradient and the topography both flow away from the well. Watkins engineering believe the potential for contamination is minimal. Box 196650 Anchorage, AK 99519-6650 RE: Talus West #1, Blk 7 Lot 5 Waiver Request for Septic Tank to Well and Lot Line Waiver to East Property Line To Whom It May Concern: We respectfully request a waiver for the distance from the concrete septic tank to the private well on the subject lot to 96 ft. The septic tank was installed and approved on July 28, 1977. The well was drilled on August 20, 1977 on the opposite side of the house. During a septic system upgrade on August 9, 2007, the tank was exposed for inspection, and it was discovered that one corner of the tank is within the 100 ft well radius. The edge of the tank is 97 ft from the edge of the well. I believe that the reduced distance from the well to the septic tank will not lead to contamination of the well or the aquifer for the following reasons: 1) Satisfactory water analysis from the subject well (even after 30 years), 2) Well depth of 89 ft provides vertical separation, 3) Soil strata between the aquifer and the surface provide an adequate barrier, 4) The well is located on the opposite side of the house, preventing a direct surface migration of septic effluent, 5) Good condition of the concrete septic tank, as inspected on August 9, 2007, 6) The concrete septic tank is not subject to deterioration by corrosion, 7) Topography prevents direct migration of surfaced effluent from the septic tank to the well, and 8) Direction of groundwater flow is not from the septic tank towards the well. The water analysis on a sample on August 10, 2007 reported 2.10 mg/I nitrate and no bacteria. The lab report is attached. Watkins Engineering, Inc., August 28, 2007 Talus W#1 Blk 7 Lot 5 WalverReques4 page 2 o/2 The well was drilled to a total depth of 89 ft, with casing set at 88.6 ft. The initial static water level was 50 ft. The current static water level is 34 ft. The well logs from nearby properties show layers of sandy gravel and silty gravel with "hardpan" between 26 ft and 75 ft (see attached well logs). This impermeable layer provides a barrier above the aquifer at 85 ft. The topography in the area is shown with relative elevations at ground level, on the attached site plan. Any potentially surfaced septic effluent at the septic tank would flow southward, rather than towards the well. The direction of groundwater flow is from the east to the west. The well is north of the septic tank, and situated in a location that groundwater would not flow from the septic tank towards the well. An attempt was made to determine the direction of groundwater flow based upon static water elevations on surrounding wells. The elevations are shown on the attached site plan. The data do not prove to be meaningful. Thus, it is assumed that the groundwater flow follows the surface topography. Based upon the eight reasons listed above, I believe that the potential for contamination of the subject well and the aquifer is minimal. Therefore, I request that the required distance from the well to the septic tank be waived to 96 ft. A lot line waiver is requested for a separation distance of 1 ft from the soil absorption system to the east property line. The property to the east has both their primary and reserve drainfields installed, and thus, this should not adversely affect their onsite water or wastewater disposal needs. The Lot 6 septic system is shown on the attached site plan. There is adequate separation between Lot 5 and Lot 6 drainfields. Thank you for consideration of this request. The current septic system was installed in 1977, and the drainfield is now surcharged. It will be retained as a reserve site. The existing concrete septic tank will be inspected and used if acceptable. If the tank must be replaced, a 1000 gallon steel septic tank will be installed and the concrete tank will be abandoned in place. The proposed design is based upon a test hole dug on July 11, 2007. The hole was dug to 18 ft with no water encountered while digging or after a 7 day monitoring period. The proposed drainfield will be installed in a sandy silt layer between 6.5 ft and 12 ft. A percolation test between 6.5 ft and 7 ft resulted in a rate of 12 minutes per inch. An application rate of 0.7 gpd/ft' is used in the design. The soil log is attached.
