Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 15, Block 5, Skyranch Estates Subdivision intends to construct a
three-bedroom home on the lot. We are therefore requesting a permit be issued for the
construction of a new well and septic system to serve the new home. The attached Site
Plan and backup documentation identify the location and configuration of the new well
and proposed septic system. Also identified on the plans are the locations of the well
and septic systems on the adjacent properties. The adjacent wells restrict the location
for a septic system to a very small area. We have therefore designed a biocycle septic
treatment system, which allows for an absorption area half the size of a standard septic
system. Drainage arrows are shown indicating the current patterns. The drainage
patterns will be maintained after construction.
The test holes placed on the lot indicated silty sand with varying amounts of gravel in
the area of the new absorption trench and alternate site. The percolation rate for this
material is between 5 and 20 minutes per inch. Soils underlying this material are much
tighter with a percolation rate between 100 and 120 minutes per inch. No groundwater
was found during placement of the test holes and none was noted during the
monitoring period. We are therefore proposing to place a new biocycle septic tank
and a 50' long by 5' wide by 3' effective depth absorption trench to treat the effluent
generated in the house. The elevation of the distribution line in the absorption trench
will be 1' below the surface and the total depth will be 4'. Sufficient fill will be placed
over the trenches and septic tank to prevent frost penetration and possible freezing.

existing road. The trenches will be constructed parallel with the slope as much as
possible in conformance with Municipal requirements. The new septic system will be
constructed a minimum of 100' from the proposed well on the lot and the existing wells
on the adjacent lots. It will also be constructed a minimum of 100' from any surface
water in the area.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

A. Alteration. Any change to the design or fur:ctien of an AWWTS that

the system from performing as designed.
D. Maintenance and Repair. The aehedaled and as needed replacement of

the original dotign which would allow the A WR"rS to continue to
perform as designed.

requirements of this agreement, the conditions of Operating Permit, the
requL-ements of the On -Site WastewCer System Cotucuction Persit and
all relevant provisions of AMC 15.65

6. A ubtteaencc and Repairs.
A. Througkout the ham of this Memorandum of Understanding, the Owner shall
maintain AWWTS in good repair. In addition, it shall be the responsibilicy of the
Owner during the tern. of this Memomdum of Understanding, and try extensions or
renewals thereof at the owner's sole expense, to pay for any and all. (1) repair(s). (2)
maintenance, (3) adausment(s), (3) replacement costs, and (S) inspection Coss
Further, Owner agates to Comply will al; applicable ordLunce, laws, regulations,
rules and orders for the AW WTS.
B. Owner agrees to provide the Municipality a written schedule of routine
maintenance and repairs which have been performed on the system purstmnt to the
terms and conditions contained in the Owner's AWWTS Operating Permit. This
Schedule shall be sLbm;tmd to the Afunicipality annually upon the renewal of the
permit The schedule of maintenance and repair contained in the Owners AU'WTS
Operating Permit is:
C. Owner acknowledges that the fine schedule for failing to maintain and repair an
AIVWTS are codified in AMC 14.60.

hereet, or the right of such party thereafter to enforce each and ever provision

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued with
new water sample results less than 30 days old. (Certificates may be reissued for a period of up to one year with
valid water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water
system. The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's
work.
4. STATEMENT OF INSPECTION BY ENGINEER
As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation,
based on procedures outlined In the Health Authority Approval Guidelines for this application, shows that the on-
