Tile installation was approved meeting the requirements of Borough ordinance No. 28-68. We cannot approve the water supply at this time, which serves tile two dwellings shown on the enclosed dta~ram for the following reasons: 1) b/ell depth unknown 2) The well house was padlocked, therefore the well construction could )lot be inspected. 3) Unable to determine where tile sewer system serving the exststtng trailer was, in relationship to the well. When two families are served by the same well, classified as semi-public. The following state distances must be maintained; the well is requirement 1) Well to any septic tank, 80 ft. 2) Well to any seepage pit, 120 Ft. 3) Well to any ~esspool, 150 ft. and mrs. The well sustained a flow rate of 1.5 gpm throughout the test. Static water level was at 6.4 feet, maximum drawdown was 16.0 feet. By the end of the test, the well had 'recovered' within 3.8 feet of static water level. It is estimated that total recovery to static water level would occur within 55 minutes. Department of Health and Environmental Protection 825 L Street Anchorage, Alaska 99501 Attention: Robbie Robinson Subject: Lot 183, T15N R1W Section 8 Mr. Robinson: I am writing you on behalf of Mr. Michael Clower, the owner of the subject property. AECS performed an adequacy test upon Mr. Clowers' property on March 15, 1984, which indicated a total system failure. At Mr. Clowers' request, AECS performed soils testing upon his property to locate a suitable site for a new system. A total of 4 test holes were drilled between March 20th and 28th, each of which indicated the presence of groundwater. Seven day water monitors indicated water levels near ground surface at each test site. After discussing potential alternatives involving the use of a curtain drain and elevated drainfield, it became apparent that the time constraints imposed by Mr. Clowers' bank financing would not allow the design and construction of a system. The property poses problems in maintaining sufficient slope for satisfactory operation of a curtain drain, and may limit the depth which can be installed. Additionally, the soils which would likely be affected by such a drain are predominantly silty (ML) material, and can not be assess with a percolation test until ground water levels are sufficiently lowered. As the attached so~l logs note, water levels are nearly to ground surface and surface soils are inappropriate for use of alternative systems such as a mound. As such, neither a septic system design nor permit can be obtained at this time. In view of these constraints, Mr. Clower has requested that AECS complete our Health Authority information with a provision for "Conditional Approval" to allow installation of a 2000 gallon holding tank. Such an arrangement will allow Mr. Clower to finalize his financial work, and allow additional time to carefully assess the options for installation of an appropriate on-site system. 1200 ~J¢$1 33r~ ~u~nu~.
