Department Recommendations
Dear Mr. Roth:
The intent of this letter is to submit information to MOA Onsite Water and Wastewater to
address special conditions by the Platting Authority, please reference the attached letter dated
April 13, 2006 and Summary of Action, Item 17 from the Department of Planning, Zoning and
Platting Section.
The subject lot is 1 acre, well forested and has an average slope of 18 percent that slopes to the
west. The elevations vary from El. 375' at the south west corner to EI. 324' at the northwest
corner. The attached site plan, Figure 1, indicates the lot layout, contours, test hole location and
designation for an original and replacement sewer disposal system. A copy of the Preliminary
Plat is also attached as Figure 2 that shows the lot location relative to the proposed subdivision.
Based on our research and site observations, there are no known Class C wells within 100 feet,
Class B wells within 150 feet, or Class C wells within 200 feet of the test hole location or
property lines of the lot. We investigated on-site water availability for a well. We obtained
limited well documentation from the MOA On-site Database (see attached) that indicates a well
on Lot 5, Block 1, Dale Briggs Subdivision which is located approximately 2000 feet northeast
of the subject lot. We also queried the DNR data base (WELTS) with no results within
Township: 14N, Range: 2W, Section: 12, Seward Meridian. Based on our knowledge and
experience, wells in the general area frequently encounter water betnvicen 100 feet to 200 feet
below the ground surface and typically provide sufficient capacity to meet minimum MOA
requirements.

A test hole was completed at the subject lot, reference Figure 3. The location is shown in
Figure 1. The soils consisted of deposits of granular material including gravels and sands with
silt (GM). No groundwater or bedrock was encountered at the bottom of the test hole which
was terminated at a depth of 17' below ground surface. Groundwater was monitored weekly
for one month during May. No groundwater was detected during this time. Additional test holes
were completed in the area and are consistent with those encountered at the proposed lot,
indicating that the soils should not differ significantly throughout other areas of the lot.
A falling head percolation test was performed in compliance with Municipality of Anchorage
standards on May 26`h, 2006. Field results and calculations are attached. A percolation rate of
2.78 minutes per inch was measured at the test hole location.
The lot size and layout appears to provide sufficient area for an onsite water and wastewater
system with required setbacks and separation distances.

S-11463-1 The Hidden Hills Subdivision
Approval of the plat for 18 months subject to:
1. Resolving utility easements.
2 providing existing conditions and proposed
finish road grade to PM&E for all proposed roads
prior to final plat approval.
3. Providing soil tests and groundwater hydrology
analysis to determine the need for footing drain
stub -outs prior to final plat approval.
4. Providing a site grading plan and drainage
calculations to PM&E to resolve the need for
drainage easements and drainage improvements
and to demonstrate that all post development
drainage patterns will not adversely impact
adjacent properties or rights-of-way prior to final
plat approval.
5. Resolving with PM&E and Traffic the need to
improve Kantishna Drive to peripheral standards
with pedestrian facilities along the adjacent
kantishna right-of-way from the eastern
property line of the subdivision to the ,western
boundary of Lot 23, Block 2.
6. Resolving the need with Traffic and PM&E for
pedestrian improvements for Kantishna Drive
from the western boundary of Lot 23 to Lynne
Drive to the west.
7. Entering into a subdivision agreement with
Private Development for all required road
improvements and for the installation of

drainage facilities and utilities in accordance
with Title 21.
8. Obtaining an ADOT permit for the intersection of
Ludlow Circle and Old Eagle River Road.

land clearing, grading or construction activity.
10. Obtaining approval from WMS for an erosion
and sediment control plan and storm water
pollution prevention plan prior to recording the
final plat, any land clearing, grading or
construction activity.
11. Resolving with AWWU, the need to identify on
the plat all lots that will require on-site lift
stations in order to connect to the proposed
sanitary sewer mains (i.e. Bluff Loop Circle).
12. Dedicating an additional two (2) feet for Old
Eagle River Road in accordance with the
requirements of AMC 21.45.140.
13. Redesigning the plat to provide the 70 -foot lot
width for Lot 12, Block 2 as required by AMC
21.40.030.F.1 (Minimum lot requirements) or
obtaining a variance from the Zoning Board of
Examiners and Appeals.
14. Submitting an as built survey to Land Use
Enforcement showing the existing single-family
dwelling and detached garage on Lot 28A
verifying compliance with yard setbacks with
respect to proposed lot lines, or remove both
structures from the property.
15. Placing the following note on the plat:
a. "There shall be no direct vehicle access
from any lot in this subdivision to Old
Eagle River Road."

16. Making the following drafting corrections:
a. Street Names: Bluff Loop is a duplicate of
a "Bluff' in NW 1130 and NW 1131 and
therefore is not acceptable; Ashley Park
Lane is missing its street type; and
Teklanika drive is missing its street type.
b. Title Block Information: Legal description,
Dale Briggs Blk 1, Lot 28 is missing the
block number.
C. Resolving the need with Municipal
Addressing to change the label for Lynne
Drive to the northwest of the petition site
to Kantishna Drive.
17. Submitting information to On -Site Water and
Wastewater to satisfy the requirements specif
by AMC 21.15, AMC 15.55 and AMC 15.65 for
Lot .15, Block 1 which includes, but may not
necessarily be limited to:
a. Topographical information.
b. Documentation for Water availability to
serve water wells.
C. Documentation identifying areas
designated for the original and
replacement wastewater disposal system
sites which meet all the criteria specified
in AMC 15.64 including slope and slope
setback requirements.
d. Soil testing, percolation testing, ground
water monitoring to be conducted during
high ground water season in either the fall
(October) or spring (May).
