The On -Site Water & Wastewater Program has reviewed the following cases and has
these comments:
S11536-1 Meyers Subdivision
Information to satisfy the requirements specified by AMC 21.15, AMC
15.55 and AMC 15.65 must be submitted for each lot within this proposed
subdivision. This information must include, but may not necessarily be
limited to:
1. Soils testing, percolation testing, and ground water monitoring must be
conducted to confirm the suitability for development using on-site
wastewater disposal systems. Ground water monitoring must be
conducted during high ground water season in either the fall (October) or
spring (May).
2. Areas designated for the original and replacement wastewater disposal
system sites must be identified and must meet all criteria specified in
AMC 15.65 including slope and slope setback requirements for each lot.
3. Topographical information must be submitted.
4. Provide documentation for water availability to serve water wells.
5. The inspection report for the newly constructed wastewater system
serving the existing home in the proposed subdivision has not been
submitted to this office. This must be done prior to final plat sign off.
6. A well log and pump log for the existing water well has not been
submitted to this office. This must be done prior to final plat sign off.

On-site Water and Wastewater Disposal Subdivision Soils Report
Dear Mr. and Mrs. Tiernan and Mr. Roth,
Eagle River Engineering Services (FRES) is pleased to present you with this On -Site Wastewater
Disposal Soils Report, for the proposed subdivision of Lot 6 of the above named subdivision,
into Lots 6A, 6B, and 6C. ERES was contracted by Mr. & Mrs. Tieman to perform a soil
investigation for the proposed subdivision to determine the feasibility and suitability of the
proposed lots to support on-site wastewater disposal systems and private wells.
OVERVIEW
The Lot 6 subdivision consists of splitting the existing parcel into three lots that vary in size from
1.28 acres, to 1.94 acres. Test holes were excavated on the proposed Lot 6A and Lot 6B. An
existing wastewater system is present on lot 6C. We are presenting the soil log conducted during
the permitting of this wastewater system for the test hole for lot 6C. Test holes were excavated
by Dean Construction, with a rubber tired backhoe with extend -a -hoe. These test holes were
logged by Chris Wood of ERES in early October, 2006. Soils percolation tests were performed
adjacent to these test holes, with water table monitoring conducted through the end of October,
2006.
SUMMARY OF FINDINGS
The following represents a summary of our findings.
Scimitar Subdivision Unit No. 1 Lot 6A -6C, Block 2 lies on near the base of Bear Mountain in
Peter's Creek, East of the Glenn Highway, and South of Mirror Lake, and North of the Peter's
Creek drainage. The proposed subdivision has a sparse cover birch and white spruce forest
where it hasn't been cleared, with occasional cranberry and alder patches.
The underlying soil encountered can be characterized by being brown sand & gravel with some
cobbles, underlain by brown and/or tan very tight silt. UCS classification would consider this
upper soil layer to be SW -GW. This free -draining soil deposit varies in depth, and appears to be
underlain with very tight silt. The topsoil layer was found to be approximately 1'-3' in depth.
Our test hole evidence shows this free -draining soil layer to be absent in the North-West corner
of this proposed subdivision, and recommend that this area be reserved for on-site wells (see site
plan).
Satisfactory percolation results were obtained for each lot, with the exception of test hole #2 on
the western half of Lot 6B. Groundwater was found in the abandoned test hole (#2), but was
absent in test hole #1 and #3. This groundwater was monitored during our observation period of
October, 2006.
No surface water was noted within the confines this proposed lot subdivision, nor within 100' of
the proposed wastewater disposal area.
The proposed subdivision's topography only exceeds 25% slope along a slope break in the south-
east comer of the proposed subdivision, and along the Lot 6A and 6C lot line. There is ample
room on each of these lots to construct wastewater disposal systems that do not encroach on
these slopes steeper than 25%. With the exception of the above mentioned slope breaks, the
remainder of the topography is gently sloping west, not exceeding 25%.
We believe the two new proposed lots can safely support a primary and two replacement on-site
wastewater disposal fields, and the existing lot and septic system has room for replacement sites.
Lot size exceeds 40,000 square feet (minimum lot size required for installation of an on-site
wastewater disposal system) on all three lots.
ON-SITE WASTEWATER DISPOSAL RECOMMENDATIONS
ERES has confirmed that suitable soils and area exist on all three lots conforming to Anchorage
Municipal Code Chapter 15.65, and can provide a safe wastewater disposal systems that are
protective of human health and the environment. Due to the underlying layer of silt, the
wastewater disposal systems will most likely be drainfields with up to 4' of sewer rock, or
possibly a bed -type system for lot 6 B. All lots may require a 2' sand filter. Lot 6 C's
replacement systems may require the use of a Category III system in order to meet all lot line,
well, and slope setbacks, unless the existing structure is demolished, and the well moved farther
away from the proposed septic sites.
WATER SUPPLY
Several well logs were obtained in the general area of this subdivision and have been included
for your review. Well production rates appear to exceed 1.8 gallons per minute on adjacent lots,
with the exception of the well on Lot 5. We anticipate the wells to be around 200 feet deep. We
do not believe that the development of two new lots will adversely impact the water availability
on adjacent lots due to the sparse spacing of wells in the general vicinity, and the nature of the
recharge of this aquifer.
NITRATES
ERES has found Nitrate concentration information on the lots surrounding this subdivision.
ERES does not believe the construction and use of on-site septic systems on the proposed lots in
this subdivision will adversely affect the surrounding lots' potable water supplies. The aquifers
are protected by glacially over -consolidated layers of silt (hardpan) that are virtually
impermeable. Nitrate levels are of several surrounding lots are included for your review, and
range from 2.67 to 3.8 mg/L.
LIMITATIONS
Test hole findings reflect local conditions at the test boring locations only, and are subject to
natural variations and changes. Conditions during leachfield installation may be different from
those found in the test holes, and must be designed around accordingly.
