We are submitting this application for the construction of a new septic system to serve the facility. A system is currently in place and serves the five bedroom home on the lot. The attached site plan identifies the location of the home and the proposed garage along with the existing well and septic system. The proposed septic location and alternate site are also shown.No conflicts exist between this proposed system and any other well or septic system,whether on this lot or adjacent lots. The ground surface on the lot slopes moderately to the west. Ground contours and drainage arrows are shown on the site plan showing the grade and direction of flow. Storm water drainage will not impact this septic system. The new trench will be constructed parallel to the slope as much as possible. Wells on this and adjacent lots are shown. Box 196650 Anchorage, AK 99519-6650 Subject: Septic Upgrade — Lake O' The Hills, Block 3, Lot 2 Garness Engineering Group, Ltd (GEG) performed an adequacy test on December 5, 2007, which showed that the system exceeded the required absorption of 750 gpd. However, GEG had Chugach Sewer& Drain locate the field and it was discovered that a portion of the field was found to be off property (see attached GEG letter dated 12/21/07). Subsequently, the owner has requested we proceed forward to obtain a septic permit on the subject lot. Due to onsite conditions and the location and limited area of the existing and proposed upgrade, we are requesting a waiver to lot -line of 0' and a waiver to 35' of slopes greater than 25%. After suitable on-site conditions could not be located down gradient of the subject house, on March 25, 2008 one testhole was performed for the proposed system as shown on the attached design. Water was not encountered during the excavation or monitoring. The results of this soils test are attached. The general slope of this lot is from north to south at a grade of approximately 0-5% on the northern portion to a small break of 25%+ and then continuing southwestward at 10%+/-. We have designed our system utilizing the existing testhole that was excavated for the existing 5 -bedroom house. The lot is served by an individual well, located on the northeastern portion of the lot. After discussions with your office, we propose to disconnect the existing laterals at property and abandon in place that portion of the system, which is off property. The existing system on property will be augmented by installing an additional 95'+ of trench. Water was not encountered during the excavation or monitoring. Our findinstems gs are sum Site visits follows: 8 summarized as WELL: On the day of our test (12/4/2007) the static water level was 171 feet below the top of the casing. Six hundred and ninety (690) gallons were pumped from the well at an average flow rate of 5.75 gallons per minute (GPM) which resulted in no drawdown. Based upon this data, it can be concluded that the well will continuously produce at least 5.75 gallons per minuteexcee the Municipal requirements for a 5 bedroom house (.52 gallons per minute). , ds WATER QUALITY: Water quality samples were taken for arsenic, nitrates and coliform bacteria and sent to a state certified laboratory to be analyzed SEPTIC SYS : Per MOA records, of a 15allonn sesethe septic system was installed on 10/3/1980. It consists 00 gptic tank and a deep trench type drainfield that is a 3.3 foot wide, 106 feet long, and has an effective depth of 5.5 feet. Prior to starting the adequacy test on 12/4/2007, the dminfield had 5 inches of liquid in the monitoring tube. After pumping the septic tank, a total he 1560 gallons of water was added to the dminfield through the cleanout, which caused a rise of 1of 7 inches in the monitoring tube. The dminfield was checked 840 minutes later and the liquid level had not dropped. Prior to starting the adequacy test on 12/5/2007, the dminfield had Ili inches of liquid in the monitoring tube. A total of 790 gallons of water was added to the dminfield through the cleanout, which did not cause a rise in the monitoring tube. Based upon this data, it was determined that the absorption rate of the trench exceeds 750 gallons per day, as required for a 5 bedroom residence. Upon reviewing the as -built survey and the MOA septic records, we suspected that the drainfield may be partially off the property. We had the lot lines marked be a professional land surveyor. On 12/18/2007, Chugach Sewer and Drain ran a transmitter down the septic system to figure out exactly where the dminfield is. We discovered that the dminfield is twenty-five to thirty feet off the property. Based upon our assessment, the dminfield will need to be abandoned, and a new system installed before you can transfer title (sell) the property. The MOA Development Services Department On -Site Water & Wastewater Program must certify contractors installing wastewater disposal systems. Owners installing their own systems must also receive prior approval from said MOA Department. SEPTIC TANK / HOLDING TANK / LIFT STATION INSTALLATION: 1. A septic tank is to be constructed by a certified septic tank manufacturer. eanouts 2. ThConstruction s septic tank shall be suf c entlyclbedded with p opergmaterial and compacting to prevent damaging, settling or shifting of the tank. 3. All standpipes on the septic tank shall extend a minimum of 12 inches above the final grade. 4. Septic tanks installed with less than 4 foot of cover shall be insulated. The contractor will ensure that the fill over the tank does not exceed the burial depth rating. 5. A foundation cleanout shall be installed one to four feet from the building foundation. These cleanouts shall be located on undisturbed soil not more than 10 feet from the tank. The second cleanout, in line, shall be to clean toward the septic tank. 6. Finalgrading over the septic tank shall be such that a positive slope exists away from the septic tank. 7. All H.D.P.E. tanks shall have a vertical length of 4 -inch perforated drainpipe besides the tank extending to the bottom of the tank to above grade to monitor ground water. 8. All tanks shall be anchored when there is not enough adequate soil cover to resist buoyancy forces in high -groundwater areas. 9. All holding tanks and lift stations shall have an audible and visual alarm inside the residence. 10. All lift stations shall be wired in compliance with the Uniform Electrical Code and all MOA guidelines. 11. The contractor shall remove the old tank, or abandon it in compliance with the Uniform Plumbing Code. The contractor is solely responsible for the abandonment procedure. ABSORPTION TRENCH/DRAINFIELD INSTALLATION: I. Excavate the proposed trench to the dimensions shown on the design. The bottom of the excavation shall be within 2 inches of level. If the sidewalls of the excavaction become smeared, they must be raked or scratched (roughed -up) beforegravel (sewer rock) placement. 2. Once the sewer rock is installed, the distribution pipe is installed level with the perforations facing downward. Gravel is then to be placed over the distribution pipe to provide a minimum of 2 inches of cover over thepip. 3. A silt barrier must be installed between the final gravel layeer and the native soil backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill. 4. Monitoring tubes shall be four- (4) inch diameter, installed approximately in the locations shown on the design, and extend a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distribution pipe. This is equivalent to the effective depth of the gravel as noted on the design. 5. Backfill over the final gravel layer must not be less than twenty-four inches. Insulation must be installed when the backfill depth is less than thirty-six (36) inches. The finish grade over the trench must be mounded to prevent the formation of a depression after settling. 6. All advanced technology waste water disposal systems (Advantex, Biocycle, Intermittent Dosing Sand Filter, etc...) shall be constructed, installed, maintained and monitored per manufacturer's specifications and MOA requirements. MINIMUM MATERIAL SPECIFICATIONS: 1. A MOA approved septic tank manufacturer must construct any septic tank proposed for installation. 2. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Company Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). S. A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N, or equal) must be installed between the final leachfield gravel layer and the native soil backfill. 6. All leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3% passing the #200 sieve. If deemed necessary, a sieve analysis should be performed. 7. When sand is being used as a filter material, its gradation specification must conform to current MOA or ADEC requirements. INSPECTIONS: Typically there will be three (3) inspections required during the installation of the wastewater disposal system. These inspections will occur as follows: 1. The first inspection must be conducted after the excavation of ditches, pits, trenches, or beds and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled before this inspection. 2. The second inspection must be conducted after the placement of the sewer rock, distribution lines, standpipes, and cleanouts, but before the placement of the silt barrier, insulation, or any other backfill. 3. The final inspection is to occur upon final grading of the property. Often there will be more than these 3 inspections required, especially with the installation of multiple trenches, sand filters, pressurized distribution systems, etc. The inspecting engineer is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre -construction meeting will take place on-site. The inspecting engineer will not coordinate, direct or control in any way the contractor's activities. The owner shall contract with the contractor to perform the work outlined in these specifications and attached plans and in accordance with the attached MOA permit. All materials, components, and construction practices shall comply with the MOA's and the State of Alaska's latest ordinances, regulations, or policies regarding wells and septic systems. The failure of the inspecting engineer to notice a material or construction non- compliance does not relieve the contractor of his/her responsibility to correct such deficiency. There will be no contractual arrangement existing between the contractor and ArcTerra. ArcTerra shall be the owners representative and will inspect the work as stated above to document the contractor's activities. Final acceptance of the contractor's work rests with the owner and the MOA. ArcTerra shall have no liability to the owner or to others for acts or omissions of the contractor or any other persons performing work on this project or the failure of the contractor to carry out the work in accordance with these construction documents. The test procedure complied with those required by the Municipality of Anchorage. The site topography is gently sloping to the west and south at the test location. At the time of the investigation the site had been cleared of native vegetation. Field activities were performed on September 15, 1980. Excavation was accomplished with a backhoe supplied by Earthwork Inc. The test hole were sited according to your instructions and the approximate location is shown on the attached soil log. The subsurface soils were inspected at the time of excavation by Pete Herstek a technician from our office. Grab samples were taken to the labor- atory and were visually classified. The description of the soil encountered is shown on attached soils log. No bedrock was encountered to the depth excavated. At the time the test hole was excavated seasonal frost was not present and permafrost was not encountered. No ground water table was encountered at the time of the inspection. It should be noted that the information given in this report displays specific conditions encountered on the date of the investigation. Subsurface condi- tions may vary on other parts of the lot without any apparent superfical evidence of the change. Groundwater level may fluctuate both seasonally and from year to year.
