Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to install a well and advanced treatment wastew iter disposal system for a proposed 4 -bedroom residence on Lot 3, Block 1, Turnagain Park S/D #2, I3cated on Clements Drive. A soils log, site plan, design drawings and construction specifications are enclosed for your review. The proposed residual disposal system will be constructed in the vicinity of test hole #1. The soil between 3 and 5 feet below ground level is a very penneable sandy gravel, and between 5 and 17 feet below ground level is a gravelly silty sand with a mea>•.ired percolation rate of 9 minutes per inch. 1 measured a seasonal high groundwater level in May of this year at 7.5 feet below ground level. The proposed residual disposal system design is based on it somewhat conservative application rate of 3.0 gpd/sq. fl for a Category 111 advanced treatment system. Using this soil application rate the proposed 4 - bedroom residence would require (4 x 150)/3 = 200 square feet. The proposed 10 -foot wide by 20 -foot long residual disposal bed provides 200 square feet of absorption area. A location for a similar replacement absorption bed is also shown on the site plan. As illustrated on the site plan there is a duplex on Lot 5, Block E, Sunset Hills, located to the north of the proposed system. Since this duplex is configured as a single building, I understand that the DEC required separation distance between its %well and neighboring wastewater disposal systems is 100 feet. Also, as illustrated on the site plan, there is an artificial pond/ice rink on Lot 7, Block E, Sunset I [ills S/D. Because this has a polyethylene liner, I believe it does not require any minimum separation from the proposed wastewater system. Because this is an advanced treatment system I am requesting the property owner/builder to come in to your office in order to execute the required maintenance agreement. As we discussed, the 1 00'radius from the proposed well location only slightly increases the impacted area on Lot 6, Block E of Sunset Hills SID. The vast majority of well radius impact is attributable to the existing well on Lot 5, Block E. Both Lot 5 and Lot 6 are owned by the same owner and according to information on the Municipal tax site both tots share the same tax ID and are being taxed as a single piece of property. There does not appear to be another good site for a well on the subject lot that does not have a greater impact on the very limited available area on this lot. The filtered effluent will flow by gravity into a 10 -foot wide by 20 -foot long residual disposal bed as shown on the site plan. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. insofar as possible the contractor shall minimize damage to trees. 1.4 The property owner shall be responsible for finish grading after the soil is compacted, as well as placement of 6 inches of topsoil and reseeding all areas disturbed by the construction. 1.5 Prior to the start of construction the property owner shall arrange with a registered land surveyor (such as Shane Holt —Ph. 345-5513) to stake the west properly line at SO foot intervals in the vicinity of the proposed well, stake the east property line at SO foot intervals in lire vicinity of the proposed wasteivater disposal s}-stenr. Tit surveyor should also stake the 100 foot protective radii surrounding the private wells on Lots 2 and 4, Block 1, Turnagain Park #2 at 20 fool intervals in the vicinity of the proposed wastewater disposal system on Lot 3. 2.0 "Advantex" AX -20 Advanced Treatment System: 2.1 The "Advantex" treatment unit major components include (1) a 1500 -gallon, 2 -compartment epoxy -coated steel tank, and (2) an "Orenco" AX -20 filter pod. All components shall be Municipally approved and shall be set level on undisturbed soil and backfilled in accordance with Municipal requirements as well as Orenco's and the supplier's instructions. 2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the tank shall have a minimum slope of 1/4"' per foot, and from the tank to the absorption bed the minimum slope shall be 1/8" per foot. 2.3 The contractor or property ou-ner shall be responsible to obtain the necessary Municipal electric permit and inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 2.4 The second compartment of the tank shall be equipped with a watertight, insulated manhole riser and cover extending a minimum of 6" above final grade with positive surface drainage away from the manhole. The contractor shall be responsible for determining the necessary length of the manhole riser, and for properly positioning the Recirculating Sp'.itter Valve (RSV) in the riser. 2.5 The control and alarm floats shall be set at the elevations specified by the supplier, and their proper operations shall be verified by the contractor. 2.6 The treatment unit shall be set up with a "VeriComm" remote monitoring system as supplied by the distributor, and the control panel for the unit shall be mounted at an approved location. 3.0 Residual soil absorption system: 3.1 The residual soil absorption system shall be constructed at the location shown on the site plan. The contractor shall excavate the 10 -foot wide by 20 -foot long bed area to a depth of 3.5 feet below ground level. Care shall be taken to maintain 100 foot separation from all existing and proposed wells. 3.2 Next, a total of 2.0 feet of M.O.A. approved filter sand (<4% passing the 4100 sieve) shall be placed in the excavation (as illustrated on the cross-section) to create a 10' by 20' level surface at an elevation of approximately 1.5 feet below ground level. A total of 1.0 feet of sewer gravel shall be placed on top of the sand filter material with the 4 -inch diameter F-810 perforated distribution pipes laid level such that the inverts are no less than 0.5 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" washed gravel. 3.3 The cleanout pipes and monitor tube shall be of 4" diameter and installed in the location shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.4 Approved filter fabric plus 3 feet of soil cover shall be placed over the entire top surface of the sewer gravel. Fill slopes shall be no steeper than 3:1. The finish grading shall include 6 inches of topsoil and seeding to promote rapid revegetation of all areas disturbed by the constriction. 4.0 Inspections: 4.1 A minimum of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipe has been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete.
