Septic System Permit Upgrade Permit
We have reviewed your comments and made the following revisions:
1. An additional percolation test will be completed during construction of the
absorption bed with results submitted with the As -Built Inspection Report. If the
results require a redesign construction of the system will stop pending On Site
review and approval.
2. The reserve site will be the existing absorption bed with an extension to the
southwest to accommodate the four-bedroom system.
3. The old crib was abandoned in 1990. The location is shown on the Site Plan.
4. The subdivision to the south of this lot is served by City water and sewer. No
information is available on the lot to the west, but the new absorption bed is
more than 100' from any well on the lot. All other features within 200' of the new
system are shown on the Site Plan or Area Map which are both drawn to scale.
5. Cleanouts in the existing bed have been added to the Site Plan.
Please advise if additional information is required prior to issuance of the upgrade
permit.

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The existing absorption system on the subject lot has failed and must be upgraded prior
to issuance of a Certificate of On Site System Approval for the property. We are
therefore requesting a permit be issued for the upgrade of the septic system to
accommodate the four-bedroom home on the lot. The attached Site Plan and backup
documentation identify the location and configuration of the existing and proposed
septic system. The existing septic tank will be pumped, crushed and backfilled with
sand. The absorption system will be abandoned in place. Also identified on the plans
are the locations of the existing well and Rabbit Creek at the south property line. No
conflicts exist between the proposed septic system and the wells on this or adjacent
lots. Drainage arrows are shown indicating the current drainage patterns. The
drainage patterns will be maintained after construction.
The test hole was placed on the lot when the existing septic system was constructed in
1994. This test hole indicated gravel with cobbles and silt were found. The percolation
rate was determined to be 4.2 minutes per inch. Additional test holes will be placed
during construction to verify the soil conditions. A revised design will be submitted for
approval if conditions are different than those anticipated. We are proposing to
construct a 1,250 gallon septic tank and a 50' long by 15' wide absorption bed with .5'
of gravel beneath the distribution pipe. The distribution pipe in the bed will be placed at
2.5' below the surface with the total depth at 3'. Groundwater was noted at 9' below the
ground surface during placement of the initial test hole.
The ground surface on the lot slopes slightly to the west in the area of the absorption
bed. The bed will be placed parallel to the contours of the ground as much as possible

and in conformance with design criteria. A minimum of 100' will be maintained between
all components of the septic system and the proposed well and from any surface water
in the area.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 3, BLOCK 1, GOLDENVIEW PARK SUBDIVISION PHASE Al
GENERAL:
1. The scope of this project includes the procurement and placement of a new
1,250 -gallon septic tank at the location shown on the Site Plan. Work also
includes the construction of a new 50' long X 15' wide absorption bed at the
location also shown on the Site Plan. The distribution line in the bed will be
placed at 2.5' below the existing ground surface. Total depth of the bed will
be 3' below the existing ground surface. The new absorption bed and septic
tank must be placed a minimum of 100' from all private wells and any surface
water in the area and 10' from the water service line on the lot. A minimum of
3' of cover is required over the absorption trench and 4' of cover over the
septic tank. The existing septic tank must be pumped, crushed and
abandoned on site or removed from the property. The existing absorption
system will be abandoned in place.
2. Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
4. Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must be certified by the
Municipal Development Services Department Building Safety Division On Site
Water and Wastewater Program for system installations. Owners installing
their own systems must receive prior approval from the On Site Water and
Wastewater Program before beginning system installation.
SEPTIC TANK INSTALLATION
A new 1,250 -gallon septic tank must be procured from an approved source
and installed at the location shown.

2. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.
3. The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches above
final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation. Two cleanouts are required between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive slope exists away
from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the design.
The bottom of the trench shall be within 2" of levet.
2. Distribution piping must be placed level with perforations down atop a level
bed of drainfield rock. Rock should then be placed over the pipe to provide a
minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield rock
and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations shown on
the design. The portion below ground must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum 100' away
from any private water wells in the area, 150' from a Class "C" Well or 200'
from any community well.
6. Direct bury insulation must be placed over the distribution system if less than
3' of backfill depth is available. Finish grade over the trench must be
mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for a 5'
wide trench. Contractor shall verify this condition prior to placement of the
rock. All pockets of unacceptable materials must be removed and replaced.

MATERIAL SPECIFICATIONS:
Septic tanks must be constructed by a municipally approved septic tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and
solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662
or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
septic tank may be set in place, but may not be backfilled.
The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as -built of the completed system.

WASTEWATER DISPOSAL SYSTEM SPECIFICATIONS
LOT 1B. BLOCK B1
TIMBERLUX SUBD. UNIT NO. 1
1.0 GENERAL:
1.1 The scope of the project consists of installation of a
new 15' by 38' bed drainfield to replace an existing timber crib
disposal field. The existing septioc tank will be inspected
during the installation of the drainline from the septic tank to
the new drainfield, and if the existing tank is rusted out, it
will be replaced.
1.2 Construction shall be as shown on the approved site
plan and design drawings. Deviations from the drawings shall be
co-ordinated and approved by the engineer conducting the
inspections.
1.3 All construction procedures and material used to
construct the system shall comply with Municipal and State
regulations.
1.4 Unless specifically agreed otherwise, the homeowner
shall be responsible for finish grading areas after the soil is
compacted. Placement of topsoil and reseeding all areas
disturbed by construction is also the responsibility of the
homeowneer.
2.0 SEPTIC TANK:
2.1 Should a new septic tank be necessary, the replacement
tank whall be a 1000 gallon septic tank and shall conform to the
Municipality of Anchorage regulations.
2.2 The septic tank shall be set level and shall be bedded
as necessary to prevent settling or shifting of the tank.
2.3 All pipe connections to the septic tank shall be
equipped with waterproof mechanical couplings. A cleanout shall
b e installed within 5 feet of the house foundation. A double
cleanout whall be installed within 5 feet downstream of the
septic tank.
3.0 SOIL ABSORPTION DRAINFIELD:
3.1 The soil absorption drainfield shall be a bed type
constructed to the dimensions shown on the drawings. The bottom
of fthe 15' by 38' bed shall be excavated to a depth 3' below the
original ground level. The bottom shall be excavated level.
3.3 A total of 1.0 feet of sewer rock shall be placed over
the excavated area. The perforated distribution pipes shall be
spaced as shown on the drawings and at least 6 inches of sewer
rock shall be beneath the invert, with the pipes being placed
level. Sewer rock whall be 0.5 - 2.5" screened gravel, with less
than 3 8 passing the #200 sieve.
3.4 Cleanout pipes and monitor tubes shall be 4" diameter
and installed in locations shown on the drawings. The portion of
the monitor tube extending through the sewer rock shall be
perforated.
3.5 Approved filter fabric shall be placed over the top
surface of the sewer rock. A minimum of 2 feet of soil cover is
to be placed over the filter fabric. If the soil cover thickness
is less than 3 feet, two inches of rigid, burial type insulation
will be placed over the entire top surface of the sewer rock.
4.0 INSPECTIONS:
4.1 A minimum of three engineering inspections will be
required during construction of the system. One after setting of
the septic tank, one after excavation of the bed area prior to
placement of the filter sand, and one after placement of the
distribution piping. In addition to the three mandatory
inspections it is suggested that prior to start of construction
that the contractor and the engineer hold a site meeting to
discuss the project.
4. The contractor shall coordinate with the engineer at
least 24 hours prior to start of construction.
PROBABLE IMPACTS TO ADJACENT PROPERTIES
A) WELLS:
The proposed disposal system is designed in accordance with
the current 1994 Municipal wastewater Disposal Regulations. The
proposed system replaces a timber crib that was constructed in
the mid 1960's. Since the new disposal system has a septic tank
for the solids, and the disposal bed has the proper separation
between the bottom of the bed and the ground water table, and the
separation distances from thje wells on adjacent properties is
greaterr than 100 ft., the possible impact on the adjacent wells
should be less than the existing timber crib.
B) WASTEWATER SYSTEMS
The size of this lot should minimize the impact on adjacent
wastewater systems.
C) RESERVED SPACE/SURFACE AND SUBSURFACE
There is enough space on this lot to put in another
replacement system and still maintain the required protective
radiaa between wells and the disposal system.
D) DRAINAGE
The location of the disposal system will not interfere with
any drainage. The area disturbed during construction of the
system will be graded and sloped so as to not pond water.
