I am seeking permission as an owner installer for my family's septic system. I have a 25 year old septic system that isn't meeting our current needs. I have extensive experience running an excavator. I began running an excavator at the age of 13 on my Uncle Rodger Kolbet's pig farm. We had approximately 10,000 pigs which required significant excavator hours. The most time consuming involved sewage systems. One of our farms resided near the Republican River so our excavator work was frequently monitored by the State of Nebraska. I served as a ditch rider through the age of 20 for the Frenchman Valley Irrigation District located in Culbertson, Nebraska. A ditch rider's responsibility among many others is to run an excavator. The work included canal repair and maintenance. During 2006 and 2007, I helped my father (Dennis Schneider) and my friend (Shane Rippen) with excavator work on their new homes. Both of these homes required septic system installations. For the past 5 years, I have had the opportunity to assist my father in law, Steve Orr, owner of Orr Construction in Wasilla at many job sites. I help Steve with excavator work on an as needed basis. The work often includes seotic system installation. My friend, John Simpson, is also a builder in the Wasilla area. b'Uhcn John needs extra help on projects, I do excavator work for him, also. It is always hard to estimate exactly how many hours one has accumulated over the years. But I'm sure that you can see by both my past and current experiences that I accumulated 100's of hours of excavator hours. Box 196650 Anchorage, Alaska 99507 Subject: Upgrade of Wastewater system at 11500 Elmore Road, On February 20-21, 2008 an adequacy test of the on-site water supply and wastewater disposal systems serving the home on lot 4, Block B-5 Siefker S/D #2, located at 11500 Elmore Road was done. The well yield is adequate but the septic system was unable to absorb water at an adequate rate. Two percolation tests were done in March of 2008 to assess the feasibility of upgrading the existing on-site system. (Tests Attached) Approximately 5 feet of silty sandy gravel fill material was encountered in each of the two test holes overlying the original ground. The native soils below the original organic layer are mostly dense gravelly silt extending down 15 feet. The deeper silt material visually appears to be less desirable for the construction of a soil absorption system than the overlying fill material. The fill material is consistent in each of the test holes, giving reason to assume that the permeability will be similar throughout the proposed construction area. Percolation rates measured were 2 to 3 minutes per inch at depths of 3 to 4 feet in the vicinity of the test holes. These percolation rates are suitable for the construction of on-site soil absorption systems. As illustrated on the site plan, the proposed septic up -grade consists of a 1500 - gallon STEP tank that pumps effluent up into a 15 -foot by 60 -foot long absorption bed. The distribution piping network in the soil absorption bed would be laid at a depth of 1.5 feet below the existing ground level and be underlain by 6 inches of washed sewer gravel and 12 inches of M.O.A. approved filter sand. Attached to this letter are the site plan, absorption bed plan and section, percolation tests, and a letter from the owner of the residence.
