The scope of thisproject includes the procurement and placement of a new Three Bedroom Category III Nitrate Reducing Septic System to serve the new home on the lot. System will be placed at the location shown on the Site Plan. The new septic system also includes the construction of a new 20' long X 15' wide absorption bed at the location also shown on the Site Plan and at the configuration shown. The distribution line in the bed will be placed .5' above the existing ground surface. Organic material will be removed and replaced with coarse sand meeting the requirements outlined in the Sand Gradation Section of these specifications. The new system must be placed a minimum of 100' from the proposed well on the lot and those on adjacent lots and as far as possible from any surface water located near or on the lot. A waiver has been obtained allowing the absorption bed to be placed 32' from surface water to the south. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Development Services Department, Building Safety Division, On -Site Water and Wastewater Program for system installations. Owners installing their own systems must receive prior approval from the On -Site Water and Wastewater Program before beginning system installation. SEPTIC TANK INSTALLATION The Category 111 Treatment System must be installed in conformance with specifications and regulations furnished by the manufacturer. No variances from the manufacturer's specifications will be allowed Lot 2A, Block 2V, Rabbit Creek View July 29, 2008 Page 2 of 4 without permission from the manufacturer and Municipal representatives. 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: The drainfield shall be constructed to the dimensions shown on the design. The bottom of the bed shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. Lot 2A, Block 2V, Rabbit Creek View July 29, 2008 Page 3 of 4 8. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS:. 1. Septic tanks must be constructed by a municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septicsystem. installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A. B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. SAND GRADATION: 1. Sand used to level the new absorption bed must have the following gradation: 50% Passed the No. 4 Sieve 2% Passed the No. 100 Sieve 1% Passed the No. 200 Sieve 2. The sand source must be approved prior to use. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. No backfill should be in place at the time of inspection. Anchorage General Permit Conditions: General conditions: 1. Water Quality Certification. You must comply with all conditions specified as part of the Alaska Department of Environmental Conservation Water Quality Certification, which is part of these General Permits (GPs). 2. Historic and Archaeological Sites. These GPs do not authorize activities, including the use of material borrow sites, in or that adversely affect known historic properties listed or potentially eligible for the National Register of Historic Places, nor any such sites listed or found to be potentially eligible In the future. The permittee shall stop work when cultural resources are inadvertently discovered during the course of work and notify the Corps. The Corps will enter Into consultation with the Alaska State Historic Preservation Office to determine If historic properties will be affected by the permitted work. Work shall resume after cultural resources have been evaluated pursuant to Section 106 of the National Historic Preservation Act. 3. Inspections. You must permit the District Engineer, or his designated representatives, to inspect the authorized activity at any time deemed necessary to ensure that it is being, or has been accomplished in accordance with the terms and conditions of these GPs. 4. Maintenance. You must maintain the authorized activity in good state, and in conformance with the terms and conditions of these GPs. You are not relieved of this requirement even if you abandon the authorized activity, although you may make a good faith or legal transfer to a third party, as described below. Should you wish to cease to maintain the activity or abandon it without a good faith transfer, you must obtain a modification of the GP authorization from the Corps Regulatory Branch either directly, or through Municipal Planning Staff. Such modification may require restoration of the area. 5. Sale or Transfer of Property. If you sell or transfer the property associated with the authorized activity, you must obtain the signature of the new property owner as the transferee in the space provided on this document and submit a copy of that page to the Municipal Planning Department and/or Corps Regulatory Branch, along with appropriate documentation of the transaction. Project site restrictions and design criteria: 1. Setback. Where there are wetlands along or around a stream or waterbody, the project shall Include and maintain a nondisturbance setback, measured horizontally from the ordinary high water mark, as specified in Table 4. For previously unplatted residential subdivisions, the setback area shall be traded out, rather than being included In individual lots. Projects on sites requiring setbacks shall include a permanent fence, either split -rail or other, to serve as a physical barrier that maintains the integrity of the nondisturbance setback. This fence shall be placed on the proposed new fill, outside of the setback. Both the setback area and the fence shall be clearly depicted on the proposed plans submitted with the GP application. Notes: a. Applicants should contact Municipal Planning or Corps Regulatory staff to obtain or confirm delineation of the setback; b. For currently unmapped streams and drainageways, the GPs will allow road, driveway and/or uti ily crossings of the waterway and/or the setback area, so long as there are no other practicable alternative mutes. 2. To protect nesting migratory birds, as required by the Migratory Bird Treaty Act, no work (.e., clearing, grading, excavation, stockpiling, or placing of fill) may occur on the site between April 15 and July 15, unless: a) the site is sufficiently disturbed prior to April 15 to eliminate suitable nesting habitat; and, b) construction activity will occur continuously through June 15. Note: Clearing or other disturbance ofthe site prior to April 15 may require Corps or other authorization. 3. Surface Water Features. The project shall incorporate design features and construction methods to maintain flow of surface water across the site. To accommodate this requirement, the applicant shall assess the project she to Identify drainage patterns and previously unmapped surface conveyances, such as streams and drainageways. These features must be field verified by Corps Regulatory, or Municipal Planning or Watershed Management staff. The applicant shall contact the Office of Management and Permitting (tet.269-8690), Alaska Department of Natural Resources, if the proposed project will cross any surface flowing waterway. Surface flow features shall be clearly depicted, along with any appropriate setback(s), on the proposed plans submitted with the GP application, as shall the measures proposed to maintain such flows. Cross -drainage, may be directed around the development area, but the project must maintain downstream flows similar in quality, quantity and direction to the pre -project condition. As discussed under Setbacks, the GPs may allow crossings of unmapped waterways, but do not authorize permanent diversions, channelization, or other alteration. 4. Local Flooding. The project shall incorporate design and construction features/methods necessary to ensure that the proposed project will not cause flooding of adjacent properties or public infrastructure. 5. Dewatering of Adjacent Wetlands. The project must incorporate design and construction measures (e.g., trench blocks, impermeable subsurface membranes) necessary to ensure that it will not cause short- or long-term dewatering of wetlands outside the project footprinL Details of the proposed design features and construction methods, along with supporting documentation, shall be included in the GP application. 6. Stormwater Functions. The applicant shall demonstrate that the project plans include sufficient measures to effectively replace the she's pre -project stormwater retention and filtration capacity. The measures shall be sufficient to approximate zero net runoff increase for storms with 2 -year frequency and no more than two times net runoff increase for storms with a 10 -year frequency, including flows from subdrains. Verification that the project's storrmwater design meets this criterion must be obtained from the Municipal Wetland Management Section or its designee, and must be included with the GP application package. There is evidence of drainage ditches in the area, but no surface water has been detected. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. Maintenance and Repair. The scheduled and as needed replacement of existing parts. components and pieces of an A W WTS that were included in the original design which would allow the AWWTS to continue to perform as designed. Some free surface water has been noted approximately 19' south of the south property line and 32' south of the edge of the proposed absorption bed. A waiver is therefore necessary to allow the new septic system to be constructed within 100' of this surface water. Much of the lot and the area to the south have been categorized as Class C Wetlands. A wetlands permit has been issued by the City for this lot for the placement of a house, well and septic system. Unfortunately this is only possible if a waiver is issued allowing placement of the absorption bed less than 100' from seasonal surface water found to the south. We are proposing to place a Category III Septic Treatment System on the lot which is very effective in the treatment of effluent. In addition, the percolation rate in the area of the absorption bed is less than 5 minutes per inch and all water released from the treatment system will be absorbed into the underlying porous soil and will not migrate to the south. The current ground surface slope is to the north and away from the minor surface water to the south. The underlying soil absorbs much of the surface water found after heavy rains and during periods of breakup and other heavy runoff events.
