Installation Date: Unknown Soil Rating: sf/br Date of Pumping: 8/23/03 By: JR's Pumping Date of Investigation: 8/12/08 Test Procedure: The well is located in the southern portion of the lot over a steep bank. It was drilled in 1968. It has a total depth of 148 feet, based on information obtained from the State of Alaska DNR. The test conducted on this well in August of 2008 showed the well could produce water at a rate of 2.2 gallons per minute (132 Gallons per hour) with a drawdown of 74 feet. The well cap needs to be replaced or at least some work performed on it to create a sanitary seal. The wire to the cap does not seal inside the well cap (this is required under Municipality of Anchorage Regulations). The wire to the well is run over the ground in a plastic conduit and is bare wire (not in a conduit) were it enters the well cap. The well casing extends above the ground 36 inches, but has a depression around the base that needs to be filled in to provide positive drainage away from the well casing. We performed a water quality test at the time of the investigation. The water was analyzed by SGS Testing Lab for bacteria, nitrates and Arsenic. The results of the analysis show that there are no bacteria, no detectable Arsenic and 4.36 mg/1 of Nitrates. The allowable limits for Nitrates are 10 mg(l, Coliform Bacteria is zero counts, Other Bacteria is 10 counts. Arsenic is test for and monitored, there is no maximum limit for private wells at this time. Conclusion: Based on the test performed and information obtained from the Owner, the septic system is does not meet MoA Code. See previous letter describing the septic system. The water supply system appears to be operating adequately and meets the operation requirements of the MoA Code. The minimum water a well must produce is 150 gallons per bedroom per day. For a three bedroom house, that equates out to 0.4 gallons per minute. This well is able to produce the required water. The well does not meet the Code requirements: The well is required to have a sanitary seal, and the wires are required to be protected from the house through the sanitary seal. Upgrade Procedures & Anticipated Cost This water system needs to be upgraded to meet the Municipality of Anchorage (MOA) On-site well code. The following needs to be performed to accomplish this upgrade: Bury well wire a minimum of 18 inches below grade. Install sanitary seal on well cap. Obtain Certificates of On Site Approval for sale The well work will cost approximately $1, 500 to bring the well into compliance. I performed a site investigation on July 1, 2008. This e-mail will document my findings, recommendations for future actions. 1 researched the MoA on-site record for this property. The MoA does not have any information on the water or wastewater system on this property. Site Inspection I arrived on site and located the wastewater disposal system and water supply system. The wastewater system is located on the south side of the house. A single stand pipe was found. Ms Stone informed me that the original system failed in the mid 80's and a new system was installed at that time. The water well is located further south of the wastewater system, over the hill and adjacent to the road. The well was drilled in about 1968. 1 have not been able to find a well log as of this writing. Based on my investigation and pumping records from JR's Pumping, the wastewater system is a cesspool. cesspools have been illegal as a wastewater system since Statehood (1959) when the State of Alaska adopted the Uniform Plumbing Code. The Municipality of Anchorage requires that the transfer of title of houses with an individual water and or wastewater system obtain a Certificate of Onsite Approval (COSA) from the MoA On -Site Department. The water and wastewater system must be a legal system and tested to show that it is operating in accordance with the original design for the number of bedrooms it serves. This system is not able to obtain a COSA due to the wastewater system. Recommendations I see two options for this property. 1) Ms. Stone informed me that the house is basically a tear -down. If the house is demolished I would recommend the cesspool be abandoned and filled at the same time. The property can be sold as a vacant lot with a well. The engineering cost for this option is about $2500 to perform a well flow test, water analysis and obtaining a MoA COSA. 2) The other option is to upgrade the septic system to a legal system. The Engineering costs would include designing a new septic system, overseeing its installation, record drawings, well flow test, water analysis, and obtaining a COSA is about $5,00. The construction cost to install the new system and abandon the cesspool is about $15,000.
