Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for a
permit to upgrade the wastewater disposal facilities on Lot 8, Block 2 Talus West S/D, located at 4740
Talus Drive. The existing soil absorption mound which was installed in 1990 is no longer able to accept
the wastewater flow generated in the residence. A new soils log, perc test results, site plan, design
drawings and specifications are enclosed for your review. A waiver is also requested allowing the ISF to
be constructed within 0 feet of the east lot line.
The proposed bottomless ISF upgrade will be constructed in the vicinity of test hole # 1. As can be
seen from the soil log, the native material between 0.5' and 4' in this location is a gravelly sand with a
measured perc rate of 1 minute per inch. This material is considerably better than the silty sand
underlying the existing mound system, and should provide excellent receiving soil for a bottomless ISF
constructed in this location. Using a standard 10' x 36 ISF configuration, the bottom area is 360 square
feet. This results in a soil application rate of 1.2 gpd/sq, ft. for the design flow of 450 gpd for this 3
bedroom residence, which is considerably lower than the maximum allowable rate for ISF effluent. In
order to maximize the utilization of this excellent receiving soil a lot line waiver is requested allowing the
system to be constructed right up to the east lot line. Granting this lot line waiver should not adversely
impact the ability to construct replacement systems on the adjoining lot 9, because the land slopes quite
steeply upward to the east of the lot line. The topography of the lot in the vicinity of the proposed
construction slopes down towards the north at approximately 5%.
To properly dose the proposed ISF the existing 1250 gallon STEP tank will be retrofitted with new
pump control floats which will activate a timer located in a new control box to provide 30 second doses of
effluent every 30 minutes when needed. To allow for possible temporary reconnection to the existing
mound after it has had a chance to dry out and rejuvenate itself, gate valves will be installed on each of the
discharge lines leaving the STEP tank. An Orenco supplied air blower will be installed inside the
residence which will feed an Orenco supplied air distribution manifold located midway in the filter sand
column.
The proposed project will have no significant impact on present or future water supply systems serving
adjacent properties, nor will it have any significant impact on reserved space-surface and subsurface, or on
drainage. Because of the requested lot line waiver it will have a minor impact on the possible locations of
future systems on Lot 9. Please give me a call at 345-1355 if you have any questions on this submittal.

1.0 General:

Bottomless ISF installation
Specifications
1.1 The scope of the project consists of retrofitting an existing 1250 gallon STEP tank with new floats
and timer controls, and construction of a 10' x 36' bottomless intermittent sand filter (ISF) equipped with
a blower and air distribution system.
1.2 Construction shall be as depicted on the approved site plan and design drawings, which include
both the Flattop Technical Service drawings and the Orenco ISF design drawings which they supplement.
Minor deviations from these drawings may be allowed or required by the engineer conducting the
inspections. All construction procedures and material specifications shall conform with Municipal and
State requirements, including the 2/11/94 Municipal guidelines for intermittent sand filters. All separation
distances shall be in conformance with Municipal requirements, unless specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after
the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction.
2.0 Mechanical:
2.1 The existing STEP tank is to be retained in service, however the existing pump float controls shall
be removed and replaced with a three float assembly and new Orenco timer control panel installed to
replace the existing pump control panel. The timer shall be set to provide 30 second doses every 30
minutes on an as-needed basis, with over-ride controls.
2.2 The existing discharge line to the existing mound system shall be fitted with a tee and connected to
a new 1.25" dia. schedule 40 PVC line leading to the new bottomless ISF. Appropriate gate valves shall
be installed on each discharge line with risers extending above finish grade and fitted with a key which will
allow one valve to be closed and the other opened as desired to switch flow between the two absorption
systems.
2.3 An 84 watt Orenco supplied Thomas Industries linear air compressor shall be installed inside the
heated portion of the building. The buried portion of the Orenco specified air access line leading from the
blower to the ISF shall be installed with a continuous upward slope and fitted with a valve to allow any
water which may collect in the line to be drained out inside the building. The line shall be insulated and
enclosed inside a 4" diameter ASTM D-3034 pipe and buried a minimum of 3' below ground level.
3.0 Bottomless Intermittent Sand Filter (ISF):
3.1 The ISF shall be constructed by creating an 11' by 37' excavation to a depth of 1.5' below the
original ground level in the vicinity of test hole #1. Special care shall be taken to ensure that the excavation
does not encroach on the 100 foot protective radii of nearby wells or cross the east property line.
3.2 The bottom of the excavation shall be carefully leveled on the native sandy material. A 2' - 9"
high filter box enclosure with inside dimensions of 10' by 36, shall be constructed in the excavation. It
shall be constructed of untreated 1/2" plywood braced as necessary on the outside with 2 x 4's. 2" thick
rigid burial type insulation (rated for 35 psi) shall be glued on the outside of the plywood enclosure.
3.3 The sand filter shall be constructed by placing 2.0 feet of approved filter sand inside the plywood
enclosure with the Orenco air manifold laid in the configuration specified by the supplier at a level of 1 foot
above the bottom of the filter sand. Filter sand shall have less than 4% passing the #100 sieve and 2%
passing the #200 sieve and shall comply with Municipal specifications for sand for ISF's. Acceptable
sands include "Road Sand - State" supplied by Central Paving Products, "Airport Sand" supplied by
AS&G or Quality, or any other sand meeting this specification. A sieve analysis from the sand to be
used shall be submitted.
3.4 A five inch thick layer of 3/8" pea gravel shall be placed on top of the filter sand with the 3/4" dia
schedule 40 PVC laterals supplied by Orenco buried midway in the stratum such that the orifice shields are
completely covered by the pea gravel. The distribution manifold and4 flushing valves shall be installed in
accordance with the Orenco details.
3.5 Two inches of rigid burial type foam, rated for 35 psi, shall be placed over the top of the pea
gravel, and then the insulation covered with approved filter fabric.
3.6 A minimum of 2.0 feet of soil cover shall be placed over the top of the filter fabric with the top
surface graded to drain and side slopes outside the edges of the filter box being no steeper than 3:1.
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the
site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed
to promote rapid revegetation of all areas disturbed by the construction.
4.0 Inspections:
4.1 A minimum of 6 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the fight elevation, and conforms with the soil test
information, (3) after the filter box enclosure has been constructed and the first 12 inches of filter sand
placed with the ah' distribution manifold laid in place, (4) after the remainder of the filter sand has been
placed, but prior to placement of the pea gra,,v_el, (5) ~t, er the pea gravel is in place with the distribution
laterals and flushing valves are in place. A squirt test will be conducted at this time to demonstrate that
the system is properly constructed. (6) After final backfill and grading is complete.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

SPECIFICATIONS FOR ~LEVATEO BED WASTEWATER TREATMENT SYSTEM
LEGAL DESCRIPTION: LOT 8, BLOCK 2, TALUS WEST SUBDIVISION
1.0 GENERAL
1.1
The Drawings, sheets 1 thru 3, shall be part of
this specification.
1.2
All. materials and workmanship shall meet the
requirements of the Municipality of Anchorage,
Department of Health & Human Services (DHHS), the
conditions of the permit, and all applicable rules
and regulations currently in effect.
1.3 All excavations and depths are advisory, and are
to be verified or modified in the field by the
Engineer or inspecting agency.

It is the responsibility of the property owner or
installer to adhere to approved design for the
installation, to maintain the specified separation
distances and to have the appropriate inspections.
It is the responsibility of the property owner or
installer to report to the engineer any observed
conditions which would put the system in violation
of state or Municipal regulations.
1.6
If the installation is not inspected by an AECS
engineer, AECS will not be responsible for the
installed system. An engineer at AECS should be
consulted prior to construction, to determine the
number of inspections that will be required and to
explain what these inspections will involve.
2.0 SEPTIC TANK
2.1
If there is an existing septic tank it may be used
if it meets the capacity requirement for the
residence and the approval of DHHS.
2.2
The septic tank shall be a UPC-approved
two-compartment tank, constructed of 12 gauge
steel with bitumastic coating and set level on
undisturbed soil. If the tank is buried at a
depth of 4 feet or less, it must be insulated with
an overlying layer of 2 inch burial type
polystyrene rigid board insulation.
2.3 The septic tank shall be a minimum of 5 feet from

the house foundation, and a minimum of 5 feet from
the absorption area.
The septic tank and bed shall be a minimum of !00
feet from any private well or body of water, 150
feet from Class "C" wells, and 200 feet from Class
"A" or "B" wells, unless otherwise specified.
Less than the required separation distance must
have prior approval to waiver by DHHS or Alaska
Department of Environmental Conservation (ADEC).
Piping shall be fitted with a mechanical
watertight calder coupling on the outlet and inlet
of the septic tank. Piping shall be 4 inch solid
PVC ASTM D-3034 or cast iron, sloped a minimum of
1,/4 inch per lineal foot. If the piping is buried
at a depth of 4 feet or less, it must be insulated
with an overlying layer of 2 inch burial type
polystyrene rigid board insulation.
Cleanouts shall be installed as designated and
capped with air-tight rain caps (Jim Caps or
equivalent), and extend a minimum of 1 foot above
ground level.
If a lift station is required, it shall be a
combination lift station septic tank per Anchorage
Tank and Welding, Inc. design. Specifications and
design drawings are on file with the Muncipality
and the engineer.
3.0
SEEPAGE BED
The sand, if specified, shall have a size
distribution which meets the requirements of MOA
Code 15.65.077.
3.2
The gravel for the bed shall be 0.5 to 2.5 inch,
screened rock with less than 3 percent passing the
No. 200 sieve. All substitutes must have prior
DHHS approval.
3.3
The bottom of the excavation shall be level and
raked with the backhoe blade to insure that the
bottom has not been compacted during excavation.
3.4
The distribution pipe shall be perforated 4 inch
rigid PVC with a minimum crush strength of 1500
pounds and shall meet the approval of DHHS for use
as drainfield pipe. All pipes shall be laid
level, and spaced according to the drawings.
3.5 Monitor standpipes shall be placed as shown in the
drawings. They shall be 4 inch rigid PVC ASTM
D-3034, or cast iron. The section shown with
holes may be either drilled 0.5 inch holes on 6
inch centers on opposing sides of the pipe, or a
section of regular perforated sewer pipe may be
clamped to the solid section with a no-hub
coupling or solvent joint. The perforated section
of the monitor tube shall be located in gravel
only. the portion of pipe above the sewer rock
shall be solid. A rubber raincap (Jim Cap or
equivalent) shall be placed over the top of the
pipe.
3.6 Filter fabric is required.
3.7
Insulation is required, using burial type
polystyrene rigid board insulation. There shall
be ! inch of insulation for every foot of soil
]ess than the required 4 feet of cover, but there
must be at least 24 inches of soil even though
insulation is used. The solid pipe extending from
the septic tank to the drainfield shall also have
a minimum of 4 feet of cover or an equivalent
layer of insulation combined with soil.
3.8
The side walls of the sand and gravel shall be
lined with visqueen.
3.9
The side slope of the mound shall be sloped 1 foot
vertical to 3 foot horizontal.
3.10 The top and sides of the bed shall be planted with
a white clover and red rescue mix, or with
Kentucky bluegrass.
4.0
INSPECTIONS
4.1
This bed will require a minimum of four
inspections. The first inspection will be of the
open excavation, to assure that the system is
installed in the proper soil strata, correct depth
and meet minimum specified design parameters.
4.2
The second inspection will be performed after sand
fill is installed, but prior to placement of
gravel and distribution pipes. This inspection
will verify that the filter is properly installed,
that it meets specifications and that it fulfills
the intention of the design.
4.3 The third inspection will be after placement of
gravel, monitor standpipes, and distribution pipe,
to verify proper installation and position of
pipes prior to backfill.
4.4
The fourth inspection will be after final backfill
and grading to ensure that adequate soil cover has
been provided over the bed.
4.5
The inspection of the septic tank installation can
be incorporated with any one of tile above listed
inspections.
4.6
The lift station will require either an MOA
electrical inspection or certification by a
licensed electrician, depending on whether the
building code applies to this part of the city.

MAINTENANCE AND REPAIR AGREEMENT
THIS MAINTENANCE AND REPAIR AGREEMENT, herein the "AGREEMENT" made and

(AMC) 15.65.365. In consideration of the mutual covenants contained herein,the parties to this
Agreement agree as follows:
1. Advanced Wastewater Treatment Systems. The Municipality grants permission to the
Owner to utilize and operate an Advanced Wastewater Treatment System(AWWTS), ID S t-

2. Maintenance, Repairs and Alterations.
(Owner is required to read, understand and initial each section)
Throughout the term of this Agreement, the Owner shall enter into a service agreement
with an AWWTS service and maintenance provider approved by the Municipality or the
manufacturer's representative. The AWWTS shall be maintained in a satisfactory
condition capable of performing as designed and producing treated septic effluent in
accordance with the equipment's approval for operation in the Municipality.
It shall be the responsibility of the Owner during the term of this Agreement to pay for all
repair(s), maintenance, adjustment(s), replacement costs,and inspection costs. This
includes an annual maintenance fee(typically$400 to $600).
IL"' Owner agrees that only maintenance and repair personnel approved by the Municipality
or the manufacturer's representative will inspect and make any necessary maintenance,
repairs or permitted alterations to the system.
ii/Owner acknowledges that regular maintenance of an AWWTS reduces the potential
failure of the system, which could include sewage backup and costly repairs or drainfield
replacement.

repairs from the manufacturer's representative or maintenance provider.
Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be
assessed in accordance with AMC 14.60.030.
Owner agrees to grant the Municipality reasonable access to test and inspect the
AWWTS. The Municipality will give at least 24-hour notice.
9-• Owner agrees that any sale or transfer of title of the property will not occur without a new
Certificate of On-Site Systems Approval.
1.-' Owner agrees that the AWWTS installation and maintenance requirements as provided
by the AWWTS vendor/installer and approved by the Municipality are the governing
guidelines for the construction, maintenance and repair of the Owner's AWWTS.
' Owner agrees to maintain remote monitoring of the AWWTS as required by the
AWWTS approval.
3. Term. The term of this Agreement shall begin on the date of approval by the
Municipality to operate the installed system, or upon transfer of title, and shall continue
while the AWWTS is operational or until title is transferred.
4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this
Agreement shall in no way constitute a waiver of the provisions, nor in any way affect
the validity of the Agreement or any part hereof, or the right of the Municipality
thereafter to enforce every provision hereof.
5. Amendment. This Agreement shall only be amended by authorized representatives of
the Owner and Municipality. Any attempt to amend this agreement by either an
unauthorized representative or unauthorized means shall be void.
6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be
brought in the Superior Court for the Third Judicial District of the State of Alaska at
Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the
parties under this Agreement.
7. Severability. Any provisions of this Agreement decreed invalid by a court of competent
jurisdiction shall ret-invalidate the remaining provisions of the Agreement.

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) for properties served by a single family on-site wastewater disposal and/or
water supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority
Approval are valid for 90 days from the date of issue for properties served by a private or Class C well and may
be reissued with new water sample results less than 30 days old. (Certificates may be reissued for a period of
up to one year with valid water samples.) Certificates are valid for one year for properties served by Class A or B
wells or a public water system. The Municipality of Anchorage is not responsible for errors or omissions in the
professional engineer's work.

In conducting this evaluation, AWWC, Inc. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results described the performance of the
system under the condi~ons encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. AWWC, /nc. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
other person or party is not authorized, nor wi//it confer any legal right whatsoever.
