2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska Wastewater
Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80).
3. The wastewater code requires inspections during the installation. The engineer must notify the Development Services

4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather must either:
A. Open and Close on the same day.
B. Covered, sealed, and heated to prevent freezing.

Ref Kramp; Block 3, Lot 2. Waiver for Separation Distance Between the Proposed Well and Existing Public Sewer
Mains.
The referenced property is currently vacant. Plans are being made to develop the lot which will be served by a
private well and AWWU sewer. Due to site constraints it necessary to request a waiver from the proposed well to the
existing sewer mains located on the south and west lot lines. An AWWU water main was not placed on Northern
Raven Drive, eliminating the option of connecting to AWWU water. Per the AWWU drawings and our site plan, the
separation distance between the well and sewer mains appear to be approximately 65 feet. We are requesting a 60
foot waiver from the well to the sewer mains. There may be a potential that the well could be with in 100 feet of
either the manhole to the east and/or the west of the property lines. The manholes shown on our site plan are
approximate locations and there is a possibility that they may reside closer to the proposed well. In short, we also
request that you grant a 90 foot waiver to both manholes in case the 100 foot separation distance can not be met.
Justification for the waivers is summarized as follows:
Recent water samples from Kramp; Block 3, Lot 1 indicate nitrate levels at 0.116 mg./L and no bacteria to
be present.
Attached are well logs for a number of adjacent properties. The wells range from 114 feet deep to 123 feet
deep. All of the well logs indicate a soil strata consisting of thick layers of clay, and including some sand,
gravel, and/or silt.
See attached ADEC letter dated 1/19/84 granting AWWU multiple waivers from the sewer main to private
wells.
Based upon the aforementioned facts, it appears that there is minimal risk associated with granting the
requested 60 foot waiver between the well and the sewer mains.

Dear Mr. Crewdson;
I am hoping to purchase a lot on Northern Raven Drive (Kramp Sub., Block 3, Lot 2) and build a single
family residence. The home will be around 2300 square feet, have four bedrooms, 2.5 baths and a triple garage.
I entered into an agreement to purchase the lot on July 191h, 2011. During my due diligence period, it came
to my attention that I could hook into the AWWU sewer lines that run behind the lot for sewer service. Since
there is not public water available to the lot, I hired Garness Engineering to look into the feasibility of a private
well.
After completing their initial purview of the lot, I was informed by Garness that a variance would have to
be issued by the MOA, due to a number of factors including setbacks from the AWWU sewer lines,
neighboring wells, the size of the lot and so on. Garness also noted that many of the neighboring lots have the
same setback issues, and are using the same combination of public sewer and private well.
I then advised the seller that it would not be prudent for me to proceed with this purchase until the
variance was granted. The seller agreed and hired Garness Engineering to make the formal application with
you.
I am hoping to build the home this fall. So, I am planning on converting to a private well status this
autumn and will use Garness Engineering to ensure the well is constructed in accordance with AMC 15.55.060.

A water sample revealed an arsenic concentration of 25.2 micrograms per liter
(ug/L). The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Information on arsenic is available from the On-Site Water and
Wastewater Program website (www.muni.org/onsite) or at 343-7904.
This advisory must be attached to all copies of the subject Certificate of On-Site
Systems Approval.

Engineer's Comments:
In conducting this evaluation, GEG, &D. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. GEG, LTD. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
other person or party is not authorized, nor will it confer any legal right whatsoever.
