Ref: Proposed Septic System Upgrade for Prospect Heights #2; Block 7, Lot 2
To whom it may concern:
The existing 4-bedroom house consists of a steel septic tank and deep trench type drainfield.
Per conversations with the owner, they would like to replace the existing tank and install a new
drainfield. We are proposing to decommission the existing septic tank per UPC and install a new
1500-gallon epoxy coated steel septic tank and dual deep trench type drainfields. One testhole
was excavated on the property and the drainfield is designed around its 30-foot radius.
Comments regarding the design are summarized as follows:
1. SOILS: See attached 2019 testhole which shows, soil classification, percolation test and
groundwater monitoring. As can be seen on the attached soil log, the soils percolated faster
than 1 min/inch. Due to this fact a sieve analysis was performed. Per the attached sieve the soil
classified as SP-SM and therefore does not require a sand filter.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There are no surface water concerns.
4. TOPOGRAPHY: There are no topography concerns.
We are unaware of any adverse impacts this installation would have on adjacent wells or septic

In conducting this evaluation, GEG, LtD. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of afl wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the ~water usage of the family being sen/ed by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. GEG, LTD. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for

A Certificate of On-Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Block 7, Lot 2 of
Prospect Heights #2 subdivision. This inspection revealed a nitrate
concentration of 6.07 milligrams per liter (mg/L) was reported for the
property's well water sample for Well #1. The Environmental Protection
Agency (EPA) has established a maximum contaminant level (MCL).of 10.0
mg/L for public drinking water systems. While private wells are not subject
to this regulation, EPA standards are based on existing health information
and can therefore be used to gauge the relative quality of water from private
wells. Please see the attached "Nitrate Fact Sheet" for important information
regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On-
Site Systems Approval.

A Certificate of On-Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Block 7, Lot 2 of
Prospect Heights #2 subdivision. This inspection revealed a nitrate
concentration of 6.7 milligrams per liter (mg/L) was reported for the
property's well water sample. The Environmental Protection Agency (EPA)
has established a maximum contaminant level (MCL) of 10.0 mg/L for
public drinking water systems. While private wells are not subject to this.
regulation, EPA standards are based on existing health information and can
therefore be used to gauge the relative quality of water from private wells.
Please see the attached "Nitrate Fact Sheet" for important information
regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On-

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or

Ref: Waiver Request. Eighty-five (85) feet separation distance between the well on Prospect Heights
#2, L2, B7 and the septic tank on Prospect Heights #5, L8, B1. Well encroachment into the utility
easement.
The existing home on Prospect Heights #2, L7, B2 is served by two private wells and a septic system.
The first well (well#l) was drilled on 6/27/84 and the log is on file with the MOA. The second well
(well #2) was drilled on 10/5/85. The log for this well is not in the MOA file, however, we were able to
locate it on the State of Alaska DNR website. A copy of the log is attached with this waiver request.
During our evaluation of the well and septic system on Prospect Heights #2, L2, B7, it was discovered
that well #2 is only 86 feet away from the septic tank located on Prospect Heights #5, L8, B1. tn
addition, it was discovered that the well is in the utility easement. This encroachment has existed for
ahnost 17 years. We are currently in the process of obtaining letters of non-obiection from the utility
c, ompani~s and will provide them with the HAA submittal package.
The well is located at least 15 feet higher in elevation than the septic system; therefore, there is no risk of
overflowing wastewater migrating towards the well head. The only path of contamination is via
subsurface migration.
Attached are the logs for the three (3) wells on the two lots. Well #2 and the well on Lot 8, Block I have
similar depths and geological profiles. Well #2 has a 60 foot layer of brown "clay" in the geological
profile. The water samples pulled from the well #2 had no bacteria and non-detectable nitrate levels.
This is an indication that the geological layers have served to protect the aquifer.
We are requesting that your department grants an 85-foot waiver between the subject well and the septic
tank located on Lot 8, Block 1, Prospect Heights #5 Subdivision. Based upon the aforementioned facts,
it appears that there is mi~nal risk associated with granting tbe requested waiver.

without the prior written consent of Chugach. Chugach has no obligation to provide such consent.
6. N9 Interest in Real Estate Acquired. Pennittee hereby acknowledges that the
Encroachment and any additions thereto, even if in violation of this permit, has not and shall not in
the future give rise to any interest or estate in the real property subject to the Basement or any other
real property. Without in any way limiting the foregoing, Permittee acknowledges that the
Encroachment is not adverse to any interest of Chugach and its continuation is entirely with the
permission o~ Chugach for purposes of the common law doctrine of adverse possession. This permit
crea~es no interest in the real property subject to the easement,
7. Modification of Utility Facilities.. If the electric utility facilities located within the
Easement are upgraded, added to, replaced or reconsh'ucted, Permittee shall pay that portion of
Chugach's total costs for such modification which is reasonably attributable to accommodating or
preserving the Encroachment. If such payment isnot made within thirty (30) days of written demand
for same, Chugach may u:rminate this permit in accordance with paragraph 9, below.
8. (~Qvenants Run~nin~ with the Land. The obligations of thc Permittee arising from this
permit shall be covenants running with the land which shall burden the Parcel and the l%~afittee's
interest in the land subject to the Easement and shall benefit the Easement.
9. Termination. Chugach may terminate this permit ~ the giving of thirty (30) days
written notice of such tenuination fi:

Encroachment into Easement
The Anchorage Water & Wastewater Utility received a request from Jeffrey Garness of
Alaska Water & Wastewater Consultants, Inc. on May 29, 2002, for a letter addressing
AWWU's position regarding the existing well that encroaches into the utility easement
located on the north 10' of the referenced lot. An asbuilt drawing dated May 23, 2002,
was submitted with the request.
The subject area is located outside the AWWU certificated water service area.
Wastewater facilities are to be in accordance with the Hillside Wastewater
Management Plan (HWMP).
AWWU is not using the utility easement and has no objection to the encroachment.
