To Whom it May Concern:
I have met with Bill and Cole Sullivan on multiple occasions to come up with a plan to get equipment in
to drill a well at my residence located at McKinley Heights#1 Subdivision; Lot 2, Block 3. Cole Sullivan
has indicated that it is not possible to safely get a well rig into the well location shown on my original
permit. My lot is an infill lot in a developed subdivision.The lot is very steep and the possible locations
for the well on the lot are limited by the steep terrain and the surrounding development. The proposed
location of my well has been shifted to the bottom of my property as shown on my previously submitted
permit. MOA has requested that I locate my well close to the well located on the adjacent lot (Lot 3,
Block 3). I discussed this request with that neighbor Bob Perry and this is undesirable to both of us due
to the low-flow nature of the wells on Amonson Road. The well on Lot 3 (Perry's lot) is a low flow well
typical to many of the wells in the surrounding area. The flow rate of the well on lot 3 is 0.312 gpm per
MOA records. Locating my well close to Mr. Perry's well is not desirable for both myself and Mr. Perry
due to the low flow nature of the well.
Lots 3 and Lot 4 have been developed as one lot due to the steep terrain. The driveway extends across
both lots and the well and septic for the house are located on lot 3 and lot 4 respectively. I have
discussed the impacts of my well on possible septic locations for Lot 3 with Mr. Perry. He indicated that
his two lots are fully developed and he has no intention of ever separating the lots or building on Lot 3.
Mr. Perry indicated that he would rather have my well located in the location shown on the attached
plan than located next to his well as it has less of a chance of affecting his well, even though it limits the
septic area of Lot 3.

To Whom it may concern:
This is my request for a new septic and well permit on the above referenced lot. A test hole was excavated
to 15 feet and found sandy gravel S W/SP for the entire depth. The pere rate was 2 minutes per inch with no
water was observed during excavation or after the 7 day monitoring period. A simple narrow trench has
been designed with 6 feet of effective for the system. The lot has a slope greater than 25 percent therefore a
50 foot set -back has been shown on the plan.
None of the neighboring lots will be impacted by this new installation.

To Whom it may concern:
We are requesting a lot line waiver to locate the proposed septic system one foot from the property line
shared with Lot 1, which is occupied by a single family residence with existing onsite well and sewer.
Installation and future access to the proposed well on lot 2 will be possible by shifting the leach field to the
southwest. Lot 2, is an infill lot and the available location for the well and septic system are limited by
surrounding development and the topography of the site. This waiver will keep the proposed leach field
further away from slopes on the site that exceed 25 percent plus the well on lot 1 is located up gradient and
150 feet from the proposed septic system. This lot line waiver will not will have any harmful impact on the
adjacent lots.

I intend to owner install my onsite wastewater system. I have a significant amount of construction
related experience and I hold a Bachelor's and Master's degree in Civil Engineering. I am familiar with
the Anchorage Municipal codes that govern wastewater systems. I am planning to install the system In
late September/early October. I will notify you prior to installation and before the required inspections
I will take photos of various stages of construction and provide you with all required information
necessary for you to certify the installation and submit it to MOA.
