1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska Wastewater

3. The wastewater code requires inspections during the installation. The engineer must notify the Development Services

4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather must either:
A. Open and Close on the same day.
B. Covered, sealed, and heated to prevent freezing.
Special Provisions: The entire subsurface disposal field and/or alternate is not within a 30 foot
radius of a percolation test. The Engineer needs to do an additional percolation test prior to the
construction of the septic field. Please submit stamped and signed results with the As -built
Inspection Report. If the results require a design change, construction of the system will stop
pending On -Site review and approval. AMC 15.65.060.B.3

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer
The owner of Lot 2, Block 2, Ptarmigan Roost Subdivision intends to construct a three
bedroom home on the lot. We are therefore requesting a permit be issued for the
construction of a new well and septic system to accommodate the home. The attached
Site Plan and backup documentation identify the location and configuration of the
proposed well and septic system along with the alternate site. No existing wells are
closer than 100' from the proposed septic system. Drainage arrows are shown on the
site plan showing the grade and direction of flow on the lot. The drainage pattern will
not be changed as a result of this project.
The test holes placed on the lot in the area of the absorption trenches indicated gravel
with sand and silt (GM). The percolation rate of the soil was determined to be 3
minutes per inch. Groundwater was found during the placement of the test holes at
depths of 14' and stabilized at 10' during the monitoring period. An application rate of
1.2 gallons per day per square foot was used in the design of the absorption system
and the trench will be centered around Test Hole No. 3. We are proposing to place a
new 1,250 -gallon STEP tank and a 50' long by 5' wide by 3' effective depth absorption
trench to treat and dispose of the effluent generated in the house. The elevation of the
distribution line in the absorption trench will be 3' below the surface and the total depth
will be 6'. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the
absorption trench and 4' over the STEP tank.
The ground surface on the lot in the area of the absorption trenches slopes to the west
at a grade approximating 5%, but encounters a 1:1 driveway backslope 25' from the
edge of the trench in the worst case and 40' in the best case . A waiver allowing the
trench to remain less than 50' from the slope has been submitted. The new trenches

will be constructed parallel with the contours of the slope as much as possible in
conformance with Municipal requirements. The new septic system will be constructed a
minimum of 100' from all wells and any surface water and 10' from the proposed and
existing water services in the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

Percolation Test No. 1
Dear Onsite Services Engineer:
The percolation test completed in Test Hole No. 1 was performed by Jackson Berkram
a summer employee with no experience in soils testing. This was the first test he
performed without supervision. His results indicated a percolation rate of 27 minutes
per inch.
I was on site during the excavation of the test hole and the construction of the
percolation bench. Soils encountered were gravel with varying degrees of sand and silt.
Visually it appeared the soil would absorb water at a rate of less than 5 minutes per
inch. I was surprised at the results from the percolation test performed, but did not
perform a check test.
Recently the absorption trench was excavated and the same gravel with silt and sand
was discovered. The soils were inspected by both Jeff Poet of the City and Alan Harala
representing Anderson Engineering. They both agreed the accepting soil was
substantially better than the 27 minutes per inch would indicate. A percolation test was
run with results indicating a rate of less than 5 minutes per inch. We are confident the
rate over the entire trench is less than 5 minutes per inch.

Absorption Trench to Lot Line
Dear On Site Services Engineer:
The house location on the lot will require a steep cut slope to provide an 8% driveway
grade. The absorption trench must be moved as close to the east property line as
possible to allow separation from the cut slope. Placement of the trench at this location
will have no adverse affect on the well or septic system on the lot to the east.
Separation distance requirements are easily met. We therefore recommend a waiver
be issued allowing the absorption trench and alternate site to be 2' from the east
property line.

Absorption Trench to Slope Waiver
Dear Onsite Services Engineer:
The house location on the subject lot will require a steep cut slope to provide an 8%
driveway grade. The absorption trench can only be located a minimum of 25' from the
break in grade greater than 25% at the north end due to the remaining space available
on the lot. Most of the trench will be at least 35' from the slope edge.
The accepting soils at the absorption trench location are clean sandy gravel with some
silt with percolation rates less than 5 minutes per inch. Septic effluent will be absorbed
downward and will not migrate to the west. We hereby request the trench be allowed to
remain 25' from the edge of the cut slope at the north end.
