All construction must be in accordance with: 1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska Wastewater
Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80).
3. The wastewater code requires inspections during the installation. The engineer must notify the Development Services
Department at least 2 hours prior to each inspection. Provide notification by calling (907) 343-7904 (24 hours).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather must either:
A. Open and Close on the same day.
B. Covered, sealed, and heated to prevent freezing.
Special Provisions: The permit includes waiver OSP121365, allowing the holding tank to be 40 feet
minimum from surface water.

Ladies and Gentlemen:
I am writing to request a well and holding tank installation pemfit for the above referenced
property. The lot was initially developed in the 1970s; no records of on-site wastewater approval
have been located. The existing wastewater system consists of a 1000 gallon holding tank
installed above grade in a heated utility room. Since the existing system does not appear to have
been approved, a variance of AMC 15.65.070A2 is being requested. The owners would like to
install a well and bring the wastewater system into code compliance.
In August I conducted several site visits to determine if suitable conditions existed for the
construction ora septic system. As can be seen from the site plan the property is very wet,
flowing or standing water was observed in the ditches along Carl Street, Hazel Court, and Alta
Court. A pond was also observed directly south of the southern property line. Two test holes
were excavated on the western portion of the property. Organics and peat were observed to a
depth of 1.5 - 2.0 feet, beneath the organic layer, a blue/gray oxidized silt/clay was observed.
Water began to pool in the excavation and was observed at the organics silt/clay interface on
August 21, 2012.
The lot topography is generally level and vegetated with alders and devils club, indicating that
the subsurface conditions are consistent across the entire property. This was confirmed by the
owner, who had done some excavation on eastern portion of the property and observed similar
condition to those observed in the test holes. Most of the neighboring properties axe
undeveloped, those that are developed are either on holding tanks or have undocumented
wastewater systems.

System: We are proposing a 2000 gallon holding tank. The holding tank will contain a high
water alarm switch, set to activate with 500 gallons of reserve space, this will provide three
additional days to have the tank pumped at maximum usage. A contract with a septic ta~nk
pumping service will be maintained so that the system is pumped on a regular basis. We expect
to have the tank pumped every 2 to 3 weeks. Final disposal of the waste will be at the AWWU
treatment facility.
Waiver: A waiver of the surface water setback will be required. The holding tank will be
installed a minimum of 40 feet from the ditches along Hazel and Alta Court. The tank will be
located in a high traffic area. If it were to overflow it would be recognized immediately and the
tank would be pumped. Berms will be constructed around the holding tank area to prevent
overland flow towards the drainage ditches.
The installation of this septic system will not prevent wells and septic systems from being
installed on the adjacent lots. The proposed septic system will not change the general slope of
the area. Ponding and/or concentration of surface runoffwill not result from this installation.
