Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The soil conditions on Lot 32, Block 5, Rabbit Creek Heights Subdivision will not
support placement of a conventional or high tech septic system due to high
groundwater and the presence of adamant subsurface soils. We are therefore
proposing to place a new 2,000-gallon steel holding tank to serve the one-bedroom
home on the lot. We are requesting a permit be issued for the construction of a new
well and holding tank to serve the home. The house has been on the lot since the
1950s and is currently served by a porta potty. Potable water is hauled to the home for
use. The attached Site Plan and backup documentation identify the location and
configuration of the proposed location the well and holding tank. Also identified on the
plans are the locations of wells and septic systems on adjacent lots. Many
undocumented systems are in operation in the area, but none will impact placement of
a well or holding tank on this lot. Drainage patterns and ground surface slopes are
shown on the Site Plan. The drainage patterns will be maintained after construction.
Test holes on the lot revealed peat to depths of 3' underlain by highly plastic tight blue
silt with claylike features. This material will not absorb water. The groundwater level is
at or above the interface between the peat and the silt layer. An absorption type septic
system cannot be placed on the lot. Test hole logs are attached which verify the
subsurface soils condition.
The ground surface on the lot slopes at shallow grades to the northeast. The new
septic tank will be constructed near the location of the existing tank and as parallel with

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 32A, BLOCK 5H, RABBIT CREEK HEIGHTS SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a new
2,000-gallon holding tank at the location shown on the Site Plan. Work also
includes the placement concrete ballast to offset the flotation of the tank due
to high groundwater. Additional work includes the placement of a high level
alarm system. The new holding tank must be placed 100' from the proposed
well on the lot and 100' from all private wells and any surface water in the
area and 10' from the water service line from the well. A minimum of 4' of
cover is required over the holding tank. A foundation cleanout must be
placed a maximum of 2' from the house foundation.
Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified by the
Municipal Development Services Department Building Safety Division On-Site
Water and Wastewater Program for system installations. Owners installing
their own systems must receive prior approval from the On-Site Water and
Wastewater Program before beginning system installation.
HOLDING TANK INSTALLATION
A new 2,000-gallon holding tank must be procured from an approved source
and installed at the location shown. It must conform to the corrosion
prevention standards for septic tanks under the Uniform Plumbing Code as
amended.
2. A holding tank is to be constructed by a certified septic tank manufacturer.
Construction shall include a 20" watertight manhole to provide access to the

interior of the tank. It must also have a 6" diameter standpipe that extends
12" above the ground surface for pumping access.
3. The holding tank shall be sufficiently bedded to prevent settling or shifting of
the tank.
4. All standpipes on the holding tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation.
7. Final grading over the tank shall be such that a positive slope exists away
from the holding tank.
The holding tank must be equipped with an approved high level alarm which
registers both visually and audibly inside the dwelling. The alarm must be
positioned to allow at least 150 gallons per bedroom of additional storage but
not less than 300 gallons after the alarm has been activated.
MATERIAL SPECIFICATIONS:
1. Holding tanks must be constructed by a municipally approved holding tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and
solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662
or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.

6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
holding tank may be set in place, but may not be backfilled.
The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as-built of the completed system.

facts were established:
· Rabbit Creek Heights Block 5H, Lot 32A was created by plat 04-91, filed April 2,
2004. The plat was approved by final judgment by the Alaska Superior Court case
3AN-98-11718 and recorded on Serial No. 2004-022267-0, Anchorage Recording
District on April 2, 2004.
· April 3, 1984 the property was zoned R-7, intermediate rural district.
· Municipal property appraisal records (CAMA) currently indicate a 26,813 square foot
lot (other improvements).
· Municipal property inventory sheets indicate the following:
· April 11, 1979 interior picked up house due to being in livable condition and is

· An as-built survey by Lantech dated March 29, 1992 shows one story house on

Anchorage Municipal Code (AMC) provisians relevant to this determination are as
follows:
AMC 21.40.090(F)('1 ) Minimum lot requirements:
A minimum lot size of 20,000 square feet, and a lot width of 120 feet for a single-
family dwelling,
AMC 21.40.090(G) Minimum yard requirements:
1. Front yard: 25 feet. See supplementary district regulations for additional
setback requirements.
2. Side yard: Ten feet.
3. Rear yard: 20 feet.
AMC 21.40.090(H) Maximum lot coverage:
Maximum lot coverage by all buildings is 30 percent.
AMC 21~45_.030(A) provides that:
"No accessory building shall be erected or maintained in any required yard,
except that:
1. buildings accessory to a residential use may be erected in a requirea rear
yard which is adjacent to an alley; and
2. sheds of 150 square feet or less and not attached to a foundation may be
erected in a required side or rear yard."
AMC 21.45.030(B) provides that:
"No separate accessory building shall be erected closer than ten feet to any
principal structure on the lot or an abutting Jot or tract."
The following conclusions are drawn from the above information:
The lot has the minimum area and width required by the R-7 district. Therefore, subject
lot is a conforming lot of record.
The cabin encroaches 24.3 and 20.8 feet into the required 25 foot front yard setback.
Since it predates zoning, the cabin is a Legal Nonconforming Structure and is governed
by AMC .2!..55_.040.
The small addition at the rear of the structure encroaches into the required 25 foot front
yard setback. The addition is an expansion of a nonconforming structure. Since it does
not predate zoning, the addition is not a Le,qal Nonconforming Structure and is in
violation of AMC 21.40.090 and AMC 21.55.040. The violation may be remedied by
removing the addition or obtaining a variance from the Zoning Board of Examiners and
Appeals.
Pursuant to AMC 21.55.040.A Nonconforming Structures states:
1. No such nonconforming structure may be enlarged or altered in a way that
increases its nonconformity, but any structure or portion thereof may be altered
to decrease its nonconformity.
4. A residential structure in a residential zone may be enlarged, so long as the
addition to the structure conforms to all the requirements set forth in this title.
