This depart~%ent would allow installation if water level mDnitoring as requested in our former letter indicates a stable water table condition. Lambe 4303 North Star Anchorage, Alaska 99503 Subjects Lot 21 Block 4 Rabbit Creek Heights Subdivision Soil analysis submitted to this department indicate ground water at shallow depths in all test holes. The water depth ranges from 3.5 feet to 5 feet 9 inches. Since the Rabbit Creek Heights area is an area with a history of ground water problems, the existing levels of ground water may not be representative of "seasonal highs". Additionally, the poor absorption characteristics of the soil indicate a relatively short life expenctancy for the absorption area. The remoteness of the lot makes the relief from public sewer line a ten(10) to twenty(20) year future project. This department mandates, through ordinance, that sewer absorption systems be four(4) feet a.bove the ~ seasonal water table. Since the water table in one testicle is at 3 feet 5 inches, the installation of on-site sewage disposal could not be allowed. Water in other test holes is at a greater · depth, however, there is no guarentee of the current level being the seasonal high. Therefore, before considering any installation on the lot, the water table should be monitored through April and May and the results reviewed. Three test holes were drilled for this purpose ':,'ith the re ul~s presented on plates two. through four. Pursuant to preliminary ~iscussion with Mr. Les Bucholz of the Department of Mnvironmentsl Qua!ity~ preliminary topographic information was ~Iss requireJ to be pravided because of the steep terrain and high '.'.'ater table. This information and the locations of the test holes are ~resented on plate one. To aid the Municipal Engineers in their deliberations, we also designed a soil absor?ti~n system which should meet State and Municipal requirements. At the time of writing, we are discussing the site and possible improvements in your behalf with the Municipal engineers and sanitarians. As you recall, preliminary discussions began September 13, 1978 and will continue until a definite decision is reached. We will advise you of the meeting dates for your continued active participation, as desired.
